Joint Supply Tracking - JST
Joint Supply Tracking was undertaken in several major emergencies. Two main requirements were under Supply Tracking activity: Information Tracking and Joint Supply tracking
INFORMATION TRACKING: Recording of supplies pledged, in the pipeline, "in theater" and distributed. Its main purpose is to measure needs and gaps within an affected country or region. And it is intended to the Humanitarian Coordination, Community and Donors. Supply Distribution may or may not be part of Common Logistics Services.
JOINT SUPPLY TRACKING: per se when Logistics Common services are used to move supplies, on behalf of the Humanitarian Community, from different Entry Points to Extended Points of delivery.
Supply Tracking manages supply movements through logistics common services made available to the Humanitarian Community through a specific logistics network. It does not track movements outside those common logistics services. (This is the core of the JST overall process and tool)
Information Tracking serves the purpose of measuring how well the needs are covered. It also implies a minimum level of standardization (e.g. the Sphereproject and the preparedness exercise conducted by the different Clusters / Sectors) for allowing such measurement. It is based on information voluntarily shared by all humanitarian actors/contributors. It is outside of this project. (This is part of the additional features of the JST process and tool)
Scope of Joint Supply Tracking:
The JST manages supply movements attached to logistics common services made available to the Humanitarian Community through a specific logistics network. It does not track movements outside those common logistics services.The Joint Supply Tracking (JST) is a Cargo Movement Request (CMR) recording and cargo movement prioritisation tool, and a commodity dispatch tracking and information system. It serves a key purpose in UNJLC's and Logistics Clusters activities in regards of tracking relief commodities dispatched through a Common Transport service within an humanitarian crisis operation.
The overall system process can be described as follow: Each recognised JST Cargo Loading Points (CLPs) process their CMR and dispatch information for Commodities passing through their locaiton. On a daily basis, or when feasible, each CLP sent out their JST field data report to a pre-defined central CLP where data consolidation for each CLPS is preformed. Once compiled, the Central CLP sent back the compiled and updated data to each CLPs. Once compiled, overall JST reports can be generated as well as specific products such as maps or organisation perspective reports.
Once the compilation data are sent and received, each CLP can generate the overall reports but can also get information about the other CLPs (i.e. what cargo is pending towards that specific CLP)
