2008 CHF Regional Sector Project Allocation Meeting

The CHF meeting reporting format seeks to ensure that the CHF allocation decisions of the Sector are well documented, that clear links to the Work Plan sector priorities are demonstrated and that the decision process is well informed and transparent.  These reports are the main source of information for the Humanitarian Coordinator, the Deputy Humanitarian Coordinators, the IASC/UN Country Team and the CHF Advisory Group for reviewing and evaluating the allocation process and the allocation proposals. The report should demonstrate strategic allocation of CHF funds by the sectors in line with the broader agreed planning framework as defined by the UN and Partners Work Plan for Sudan.  The report has three sections:

Section I – Meeting Minutes   

General minutes of the meeting reflecting the 1) issues discussed, 2) agreements reached, 3) links and support to overall CHF allocation priorities, 4) any contentious issues and 5) any other issues or actions points that need attention. If there is disagreement on key decisions within the sector this should be reflected under point 3 with indication on whether actions are needed to resolve the issue(s).

Section II – Sector Priorities for CHF Support

This section will demonstrate how the allocation decisions are strategic and based on the sector plan priorities defined in the Work Plan. A matrix will be used to explain which of the Work Plan sector priorities have been identified by the sector as priorities for CHF funding. The matrix shall outline supporting activities (specific Work Plan projects will be identified in Section III), geographical areas of interventions, justification as to why each priority has been selected and finally an indication of CHF funding amount allocated to each priority. The matrix should document and support the decisions presented in Section I.

Section III – CHF Project Allocations in Support of Sector Priorities

Work Plan projects are identified to support the sector priorities selected in Section II. A matrix is used to present projects that have been selected for CHF funding. Each selected project will be linked to one or more of the identified sector priorities by listing relevant priority IDs from matrix in Section II. One project can support several Priorities and each Priority can be supported by more than one project. The matrix will for each project propose an amount allocated from the CHF and it will highlight main activities planned for the CHF funds, list the geographical areas of interventions and provide a justification for why this particular project is considered a priority for CHF funding. The matrix should present key information necessary for decision making only, more in-depth details will be included in the CHF Allocation Forms
