Allocation tables for the second round of Sudan Common Humanitarian Fund (CHF 2007) have been officially issued by the Humanitarian Co-ordinator.

Please find in attachment the necessary tables which will serve as official reference for further contracting as per details contained.

The first step is the submission of a project document (see ANNEX 1) and a project budget (see ANNEX 3). Upon receipt of said documentation, FMU reviews and prepares the PCA for final signature. Once the PCA is signed by UNDP and your organisation, the release of the first installment may begin according to your quarterly cash requirement.

Major steps for signature of the  PCA:

1. NGO submits to UNDP ANNEX 1 and ANNEX 3
2. UNDP review/ review/approval/ signature
3. NGO countersignature / submission of payment request (ANNEX 4,5,6)
4. First release may begin

Major features of the PCA:

• Project document (see ANNEX 1) can be limited to essential narrative at condition that measurable indicators clearly outlined and quantified and it required the inclusion of a detailed workplan and a logframe matrix.

• Project budget (see ANNEX 3) has to forecasted in accordance with divisions in quarters of the calendar year.
• The amount of each instalment corresponds to the subtotal forecasted for each quarter.
• Release of the first instalment is released as advance upon the signature of the PCA. Releases of further instalments are made on a quarterly basis upon submission of financial reports indicating the level of actual expenditures for past quarter and the forecasted amount for next quarters (see ANNEX 4-5-6).
• All funds are transferred in US dollars currency and NGO has to avail a bank account anywhere outside Sudan (vendor profile - see ANNEX 6).
• A final audit certificate is required at the end of the project – audit costs can be included as a budget line in the budget within the allocated amount (see ANNEX 7).
