Darfur NFI and Emergency Shelter Sector Monthly update - October 2007
Highlights
With October the winter in Darfur is coming closer. UNJLC and distribution partners are increasing attention on providing NFI’s to protect the beneficiaries from the cold winter weather coming up. In the Non Food Items and Emergency Shelter sector the emphasis will be on distributing blankets and sleeping mats. In keeping with the planning figures, the stocks of the winter items are sufficient to provide at least 130,000 households with blankets and sleeping mats.
A shortage of fuel has lead to a sharp increase of fuel prices. This had a hampering effect on the transport of relief goods in the past weeks. Due to increasing influx of fuel, the price levels are somewhat back to normal. Increasing insecurity experienced by commercial transporters has so far not resulted in reluctance to accept NFI cargo.
Key challenges that UNJLC and Partners continue to face are related to the decrease in humanitarian space due to security concerns. Very few partners (6) have been able to distribute NFI’s in the Darfur states during the month of October. Therefore UNJLC and partners must review common procedures and distribution methodologies to determine if there are alternative ways for meeting needs in inaccessible areas. In addition, beneficiaries coping mechanisms are reportedly affected by the current insecure situation. A good example of this is that 18% of respondents identified firewood as an additional need, explaining that it is becoming too dangerous to collect it on their own. Consequently, unless security improves, communities will rely more heavily on the sector’s assistance.
