Aim:    To establish the overall policy for NFI assistance in Darfur in 2006 through the non-food item (NFI) Common Pipeline (CP) and the coordination of information regarding other agencies' NFI pipelines.


1.    Develop and review planning assumptions, policy and operational guidelines for Darfur NFI CP 2006.
i.    Review: stock levels and depletion rates; available funds; procurement and transport time frames/constraints (as provided by UNJLC) and; programme input to maintain the NFI CP.
ii.    Provide recommendations to ensure that planning priorities remain appropriate and relevant for the CP to meet the NFI needs of targeted beneficiaries in Darfur.
2.    Ensure programme input into the NFI sub-sector in order to identify and prioritize needs, and confirm appropriateness of NFIs. Based on inputs from:
i.    M&E reports and recommendations;
ii.    NFI Assessments and recommendations;
iii.    Other sectors' policy and recommendations relevant to the NFI sub-sector;
iv.    State-level NFI Advisory Groups' recommendations;
v.    Incorporate any programmatic needs arising from the weekly state-level NFI/logistics meetings and the bi-weekly Khartoum-level NFI/Shelter meeting and NFI User Group meeting. 
vi.    Donor and NGO programme input and recommendations.
3.    Continue efforts to identify a programmatic lead for the NFI sector.
4.    Disseminate Khartoum-level policy and operational guidelines to state level CP operations and to the Darfur humanitarian community.
5.    Facilitate the transportation and storage of NFIs for 40,000 returnee refugees, at such time as UNHCR advises.
6.    Regularly review each Executive Board Agency's budget for the NFI CP. The Advisory Panel shall:

i.    Give guidance on the allocation of money received through the Common Humanitarian Fund and other mechanisms to the NFI CP agencies, ensuring each agency's budget can continue to support the CP.
ii.    Regularly review each Executive Board agency's funding situation and develop necessary guidance on operational mechanisms in the event that funding levels fall below the estimated amount required to sustain NFI CP operations.
