Distributing NFIs and Emergency Shelter items Distributing NFIs and Emergency Shelter items

Objectives

  • Provision of NFIs and Emergency Shelter items to persons such as returnees, IDPs, and other identified vulnerables in emergency situations to mitigate health threats and to sustain or improve living conditions of the target populations.
  • Improve coordination of agencies distributing NFIs and Emergency Shelter items and increase/improve information sharing.

Operational Management

The operation is managed by UNJLC in order to centralise procurement, transport and warehousing of NFIs, thereby combining overheads and streamlining operations under a single supply chain. NFIs for the Common Pipeline are procured and shipped by UNICEF, after which they are delivered to the CARE warehouse in Khartoum.  CARE receives commodities, manages warehousing and arranges transport to state capital hubs and on to various distribution points, with UNJLC assisting with prioritisation, assessments and targeting. NGO and UN partners conduct needs assessments and distribute the NFIs. 

NFI CP Basket

The following items are available in the NFI Common Pipeline :

  • blankets
  • plastic sheeting
  • sleeping mats
  • cooking sets
  • jerry cans

Items are not provided as a specific basket but based on needs assessment. 

Procedure to Access NFIs:

 

  1. Submit an NFI Request and NFI Assessment Form to UNJLC Khartoum office (sudan@unjlc.org or sarah.mcniece@wfp.org,dalia.eissa@wfp.org, and Nicolas.daher@wfp.org).  These forms are also available from the UNJLC office. 
  2. UNJLC reviews the request and processes the request in accordance with the strategic and operational NFI priorities and targets (when it is not in accordance with NFI priorities, the request can be presented to the relevant NFI committee for resolution).  UNJLC confirms needs with local RRR, OCHA, or RC's office. 
  3. UNJLC issues Action Requests to CARE to dispatch the NFIs to the distributing NGO.
  4. After the distribution, the agency/NGO provides an NFI Distribution Report to UNJLC.
