WFP's Road Repair and Mine Clearance Progress
Highlights
Weather has been a key factor in the last few months, with the annual rains being heavier than usual this year. This makes working conditions less than ideal for road construction leading to delays, and higher costs per kilometre. Timing of funding has been a critical factor. Many of the roads slated for maintenance only received funding after the wet season commenced. Bridge and culvert maintenance in most cases can not be undertaken while the rivers and stream are flooded. The lack of maintenance and the continued abuse of the roads by grossly overloaded trucks will continue to lead to road failures for the remainder of the wet season. WFP will endeavor to reopen roads as quickly as possible but expect repeated failures.
Heavily loaded trucks (up to 22T on one axle has been documented) carrying goods into Sudan, and logs from Sudan to Uganda, are having disastrous effects on certain sections of road – namely Kaya – Yei, where repairs under phase 2 have not yet been carried out. Sections of road once in good condition have rapidly deteriorated leading to extra works in areas along the road, and emergency. The Ministry of Roads and Transport recommends wet season axle loads of no more than 5MT. It is also recommended that no heavy vehicles move for a period of 6 hours after any significant rainfall.
Funding
The ongoing Special Operation has a shortfall of US$ 5,760,246
Currently there is a need to revise the budget for the Special Operation. The GoSS Ministry of Transport and Roads has asked WFP to extend its current maintenance programme to include all roads under its programme for the year 2007. This is currently being discussed and figures are being planned for 2007. In addition, security related delays have led to losses that need to be calculated and incorporated into next year's budget. This is to ensure that the quality of the roads do not suffer from these delays.
