South Sudan Floods: Logistics Coordination Guidelines
Focal point: Nathalie Butcher nathalie.butcher@wfp.org (UNJLC)
Other contacts included below.
Logistics
1. Logistics information matrix: Issue 1 is attached and further issues will be sent out regularly. This is being maintained centrally by UNJLC to provide the latest logistics information to all responders, coming from all sources, organized by location. Headings covered are: Flood Status, Assessments, Agencies on Ground, Accessibility (airstrip status, road, river), Resources (transport, warehousing). The only reliable source of information is field teams, so we invite everyone to send all relevant information for inclusion - this will benefit everyone involved, thank you.
2. Assessments: Please keep us informed of completed assessments, along with their reports, as well as forthcoming assessment missions, with a note of any spaces on aircraft, boats or vehicles that could be made available to staff of other agencies.
3. Transport and storage coordination: To minimize transport costs and time, please inform Paul Jannang (paal.jannang@wfp.org) of any spare capacity in transport you have organized. Even small spaces (weight/volume) are useful e.g. for medical supplies. Likewise, if you have cargo and no means of transport, let us know of any outstanding transport requirements, so we can advise on shared options or utilize other road / air / river transport assets.
NFI Coordination
4. NFI stocks, needs and distributions: The latest stock levels and distributions will be sent with the next Logistics Update. NFI sector partners are contributing to this effort. Contact the NFI sector coordinator, Jules Case, jules.case@wfp.org (UNJLC).
Mapping
5. Overview map: This is available at http://www.unjlc.org/sudan/maps/flood.map and shows airfield status, where known, along with satellite-derived flood extents of 21 July (although only partial due to cloud cover). This will be updated as new information is received (see item 1 above), with the addition of assessment mission locations and NFI numbers.
6. Customized mapping: If more detailed mapping of particular areas is needed, this can be done where suitable base-mapping is available - usually using the University of Berne maps or satellite imagery. Contact Bernard Chedid, bernard.chedid@wfp.org (UNJLC GIS unit). Note that on Google Earth, more and more high-resolution satellite imagery is appearing for Upper Nile and eastern Unity.
7. Location reporting: If at all possible, use GPS coordinates for all location reporting. The Thuraya GPS is fine; or if necessary ask UNJLC for short-term GPS loan/training for assessment missions (bernard.chedid@wfp.org). Otherwise, please be as specific as possible with names: counties, payams and villages are all subject to different spellings and different names, so best refer to an existing map.
