Incoming Items: At the end of September, 102,500 blankets, 47,000 pieces of plastic sheeting and 68,883 pieces of sleeping mats are scheduled to arrive in the NFI Common Pipeline.
Received Items: Last week, 42,500 blankets and 19,750 pieces of plastic sheeting were received for the NFI Common Pipeline in El Obeid.
Toaps: USAID/OTI have indicated that they will not be providing a third tranche of 38,000 toaps to the NFI Common Pipeline as originally pledged, therefore toaps will not be available for distributions until at least November after the current stock of toaps runs out in September. UNJLC and UNICEF are looking for other options to procure toaps locally to cover the shortage.
Soap: NGOs reported that they have difficulties accessing UNICEF soap in Gereida/South Darfur
To date, no decision has been taken concerning handing over mosquito nets and soap to the Common Pipeline for 2007.
NFI Monitoring and Evaluation: The full CARE monitoring and evaluation report (August) will be available next week on the UNJLC website.
Darfur Preparedness: OCHA is to deploy an additional four international staff to Darfur. More overall support is also pledged for NFI distribution. The possibility of mobile distribution teams has also been mooted by OCHA. UNDSS is to increase their staff by 14. UNJLC states it has sufficient stocks to support the displaced, should this happen. Two helicopters have been procured by UNHAS to support assessment missions and distribution. The helicopters will be based on North Darfur.
Work Plan for 2007: UNJLC continues work with partners on the draft of the work plan for 2007. UNJLC will be the sector lead for the NFI/Emergency Shelter sector for 2007. UNJLC would like to ensure that all organisations conducting NFI/Emergency Shelter activities are involved in the 2007 Work Plan process in order to improve coordination and avoid duplication of activities.
NFI Common Pipeline will be expanded to the Rest of Sudan (ROS) in 2007.
UNJLC has plans to open a new office in Kadugli to facilitate this initiative.
2. Logistics Overview
Rainy Season Information: Organisations are encouraged to submit updates on the status of roads and rainy season access to the sudan.logs@unjlc.org email list.
CARE reported that all NFI trucks were proceeding to Buram and villages around Buram (South Darfur).
Landmine Safety: UNMAO offers landmine safety briefings every Tuesday from 10-11 am at the UNMAO office in Khartoum. All organisations are encouraged to sign up. To do so, send your name, email address and telephone number to signup@sudanmap.org.
South Sudan - WFP's Emergency Road Repair & Mine Clearance Progress Report for July 2006 is available on the UNJLC website
3. Air Ops
Small Cargo Service: To access the WFP-UNHAS small cargo service (up to 25kg per package), organisations should contact Kennedy.Ooro@wfp.org or Dominic.Waldron@wfp.org.
UNJLC continues work to establish a user group meeting in each state in order to assist UNHAS in prioritising helicopter missions.
4. UNMIS
There was no UNMIS representative in attendance.
NGOs are reporting extreme dissatisfaction at arrangements in their accessing UNMIS passenger flights. UNJLC has advised NGOs to contact UNJLC office to report specific difficulties with the above. As a reminder, the current system requires non-UN personnel to fill in the Movement of Personnel (MOP) form (available at http://www.unjlc.org/sudan/transport/air/cargo_passenger/) and bring it to the UNJLC Office for stamping. The form must then be taken to the DSRSG's office (Ramsis building) for signature before being submitted to UNMIS.
To access UNMIS spare cargo capacity on flights or trucks, fill out the UNMIS Request Form (CMR) at http://www.unjlc.org/sudan/transport/air/cargo_passenger/ and submit to the UNJLC office for authorisation
before submitting the form to UNMIS Movcon for processing from 0800 to 1300.
5. Convoy
Convoy to Darfur: UNDSS has authorised the convoy into El Fasher, Nyala and El Geneina. This will leave on Sunday 24 September.
6. Other Pipeline
NGOs were reminded to inform UNJLC of details of NFI distributions to assist an overview of the entire NFI situation. If logisticians are tasked with transportation of NFI cargo, please inform UNJLC on quantities and destination at UNJLC.khartoum@wfp.org.
7. Fuel
North Darfur still has a petrol shortage, with the only petrol available on the black market as a result of insecurity in Darfur and rains. In addition, the Government in Sudan has increased fuel prices.
8. Customs
UNJLC requested all organisations to submit information on their experiences with the Seaport Corporation to sudan.logs@unjlc.org.
The customs procedure guide for South Sudan is to be published on the UNJLC website within the next few weeks.
9. South Sudan Information
UNJLC operates a separate mailing list for logistics information in South Sudan. Organisations interested in joining the South Sudan list should send an email to southsudan.logs@unjlc.org.
UNJLC holds weekly logistics coordination meetings in Juba. Interested organisations are encouraged to attend. For more information, contact Robert Sepe at robert.sepe@wfp.org.
UNJLC is still collecting information on warehousing needs in Juba in order to investigate whether common warehousing services would be useful.
Note: The next meeting will be Thursday, 28 September at 1400 in the UNDP Conference Room.
