Travel Restrictions on Americans
On October 1st, the government passed travel restrictions on Americans restricting them to a 25-mile radius from the center of Khartoum. Unlike Darfur however, the restrictions do not appear to be impacting American staff operating with agencies in the South of Sudan. And it appears that American citizens can still fly UNHAS and UNMIS flights.
Snapshots
The chair reviewed the recently completed logistic snapshots for Juba accommodations and airline options for passengers/cargo. Update of other logistics services is ongoing and all will be posted on the UNJLC website as they become available.
Juba Airport
A joint monthly meeting was held on the 12th of October between GOSS Ministry of Roads and Transport and UNMIS, UNHAS, MAF, and UNJLC to see ways of improvement in the running of Juba airport. Robert Sepe of UNJLC reviewed minutes of this meeting and are attached to these minutes for reference.
ACTION POINT: UNJLC to find out whether fencing material for the Airport mentioned during the last OATG meeting has arrived.
Warehousing
The chair reviewed the options currently being investigated to provide more warehousing to the Juba humanitarian community. These are:
1. Negotiating for a land to build a UN common warehouse
2. Supporting commercial options to provide warehousing to the community.
The option currently being pursued is to support the commercial business option as:
1. It is a long-term sustainable solution as opposed to a fixed-term, UN-run common warehousing.
2. Of the businesses stating that they wish to offer warehousing, the expected date for them to start is by the end of the year.
3. Thus a fixed-term common-warehousing option would undercut the business efforts to start operating.
UNJLC Website
Review of the Website done by UNJLC's Robert Sepe. Website portion being reviewed: Mapping available showing distances between the state capitals.
AOB
UNICEF noted that that barge owners are currently charging 100%, up-front payment for use of the river barges. And that unloading fees are NOT included in this fee. And that by doing this, it leaves the customer with little recourse to negotiate if there is a dispute.
ACTION POINT: UNJLC to find out why loading and unloading fees can't be provided by the transporters in the contract fee for general services.
