Action point on the last meeting's minute

GOSS and SSRRC personnel will be able to use UNHAS flights as long as there is clearance from Jean Francois Darq, (e-mail- jdarcq@unicef.org) of UNICEF office.  The cost of any GOSS pax will be shared by UN passengers on the plane. However, cargo movement by direct request from either the SSRRC and GOSS is not allowed by UNHAS. Please note that GOSS officials and/or cargo can be booked by UN agencies or NGOs as long as these agencies pay for it. 

GIS Presentation - Road conditions, Mapping and Rehabilitation.

UNJLC GIS has created a rainy-season, road-conditions report in an excel spreadsheet format and is complimented by the mapping of its details. Information is currently received courtesy of UNMO's and some personnel of WFP.  But all agencies are requested to feed into the process to improve the quality of the report.   With sufficient information, UNJLC will attempt to release a road report every week, but at least every 2 weeks at a minimum. 

On another note, UNJLC noted that a greater emphasis on coordination among the various map agencies in the future in order to improve the quality of maps by incorporating data collected from all.  UNJLC also gave a brief overview of a GTZ map detailing the major road rehabilitations for next year.  The map is available for viewing in the UNJLC office, OCHA-Juba compound.

Information on mine clearance on the road will also be made available as UNMAO has agreed to share information on survey and mine clearance.

A participant suggested that it will also be important to the organisations if the road information across the border in the neighbouring countries is included especially along the border posts. There are some border towns not open due to lack of custom offices and this need to be included in the map.

UNHAS

The chair briefly noted that any agency having difficulty getting an invoice for their TAF account should contact Robert Sepe of UNJLC for assistance. (Robert.sepe@wfp.org).

Action-point - UNJLC will ask if the private sector can access UNHAS.

Warehouse

The deadline to submit the survey will be released by Monday publicly. UNJLC sent a request to the NGO forum to ask NGO's to start thinking about organizing themselves into groups in order to collectively rent warehouse space from businesses in the community. 

Bor Airstrip

Currently Bor airstrip is not landable by planes due to its bad condition on the runway. The airstrip will be fixed through WFP food for work program.  The program has not yet started, but WFP-Bor expects it to start by the end of this week.  The program is approved but the work has not yet started.

Juba Airport Issues

There is a meeting to take place on Friday 8th September 2006 in the Ministry of Roads and Transport between the Air Traffic department in the Ministry and UNJLC, MAF, UNMIS and UNHAS. The following are the agendas to be discussed:

  1. To determine who is the final authority for the Juba airport.
  2. What are the non-OLS landing fees for the Juba airport.  And to determine if an exemption from them can be had - and if so, how is it applied for. 
  3. Can additional space for aircraft parking can be allotted. 
  4. Is there space is available to erect hangars. And if so, how much. 
  5. If and where UNHAS can set up an operations office at the airport. 
  6. Security - to secure borders of the airport and set rules for vehicles operating on and around airport runways in order to prevent vehicle vs. aircraft accidents. 
  7. To discuss the possibility of a WFP officer being located in the airport tower as part of a capacity building effort for government air operations. 
  8. To determine who is in charge of aircraft control in Juba and Rumbek.  


AOB

  • IRC raised a concern of getting clean distilled water in the 80-ltr container. To contact Nile Springs company if they can provide that. Mineral water plant is also coming up next to Juba Raha Hotel in Juba
  • It was noted that fuel in Juba has become not only expensive, but is also in short supply.  

    Action Point
    - UNJLC will enquire as to cause of shortage and explore alternatives for the agencies in supply.
