UNJLC Bi-Monthly Logistics Meeting Juba 23 August 2006
Air Cargo Survey:
The chair explained that a cargo survey was initiated by UNJLC in early August to show the cargo needs and demands for the transportation. Unfortunately due to the poor response, this survey is being extended; only five agencies responded to the survey. The new survey will attempt to get a snapshot of the air cargo needs from October to December this year. The goal of the survey will be to demonstrate the need to have a cargo plane based in Juba.
- Follow – up: UNJLC will determine iif SSRRC can have accessibility to UN air cargo transportation.
Ware house survey:
The Warehouse Survey is still on-going to determine the aggregate storage space needed for current as well as Juba-based NGO’s. The need for the Ware house is going up everyday and no possible solution is in sight to solve the severe shortages of warehouses. There are number of NGOs still based in Nairobi and their relocation to South Sudan depends on warehouse as one factor. The possibilities of looking at a common warehouse will also be feasible and it will be a cost effective.
The next NGOs forum meeting in Juba will be held on 6th of September 2006.
UNHAS Issues
- It is recommended to visit UNJLC website www.unjlc.org for UNHAS passenger and cargo transportation request. UNMIS air schedule is also found in the website.
TAF balances
- By October 1st UNHAS will have a complete office in Juba where booking for both passengers and cargo transportation will take place. It will also have the capacity to house crews and staff members in Juba.
- A copy of all balances for all agencies was handed out.

- How to open a TAF account with UNHAS in order to access their service.
- Seek authorization from the Deputy Resident/Humanitarian Coordinator.
- After the approval, sign MoU with WFP (attached below) and send it to Elizabeth Kago in Nairobi, Vitalis Okello in Loki or Geoffrey Mwangi in Rumbek, for a Signature by WFP Country Director or a representative.
- Deposit an initial amount into Bank account indicated below and show proof of the same. The amount will depend of your projection. Remember you should always have money in your account in advance as indicated on the SOP.
- TAF account will be opened for you and therefore full access to WFPHAS flights.

Road report
The road report that will be made available at the next meeting will try to give information on the accessibility of major supply roads in South Sudan. UNJLC is developing a format for the weekly road update and hopes to be able to released the first version by early next week to be released via the South Sudan e-mail logistics list.
A participant informed the meeting that Juba-Rokon road is difficult to access and that two bridges are washed away. One has to go all the way to Lainya to be able to go to Rokon.
