BACKGROUND

  • Unusually heavy rainfall in October and November 2006 has caused widespread flooding across the Horn of Africa (HoA) mainly in Ethiopia, Kenya and Somalia affected by serious damages. According to relief organizations the flooding has affected up to 1.8 million people in the region and resulted in population displacements, loss of life and livelihoods and increased incidence of disease. The flooding has particularly affected vulnerable pastoralist communities still recovering form a severe drought in early 2006.
  • Roads and infrastructures have been damaged and destroyed by the heavy rain fall and they are posing significant access problems for relief workers on their distribution efforts.

Security:

  • Rising concern from relief workers about the tension between Somalia and Ethiopia which is said could trigger widespread displacement within Somalia and into flood-affected northeastern Kenya, further exacerbating health and humanitarian problems.
