Bulletin 53 Indian Ocean Tsunami - Logistics update - 07 September 2005
| UNJLC will exit the tsunami mission on 30 September 2005 . At the request of the UN Country Team and the GOI's BRR , a UN logistics coordination service, UN Logistics Coordination Support (LCS ), will be established to provide integrated, multi-modal logistics coordination support to the humanitarian community during rehabilitation and reconstruction. The current UNJLC staff Indonesia will transfer to this new facility on 1 October when LCS commences services. Details about the new LCS are forthcoming each week in the UNJLC Bulletin until 30 September. |

SECURITY
Free Aceh Movement (GAM) has carried out attacks on three boats during the past week off the coast of Sumatra Island according to TNI military sources. The motive given by the attackers was that the boats had illegally entered independent Acehnese territory.
CRITICAL ISSUES
Staff of UNJLC expresses sincere regrets at the loss of the Governor of North Sumatra in the Medan plane crash on 5 September. The Governor has been a great leader during the tsunami emergency relief and reconstruction and with whom UNJLC staff had the pleasure of meeting and working. His loss will be felt deeply by the humanitarian community.
The UNJLC request for funds for the lease of specialized landing crafts for transportation of heavy cargo for reconstruction in Aceh was approved by the Multi-Donor Trust Fund for Aceh and Nias. The grant will be awarded to the Logistics Coordination Support (LCS), the offshoot facility of UNJLC for the rehabilitation and reconstruction phase which will commence service on 1 October. The landing crafts will fill a crucial logistics gap for sea vessels both able to carry heavy materials for reconstruction in Aceh and manage coastal and weather conditions.
GENERAL
A customs procedures update presentation will be given by a Customs Officer on 13 September 2005 at 10.00 am , in the UN OCHA Meeting Room (Jl. Sudirman No.15, Geucu, Banda Aceh). All NGOs, UN Agencies and other organizations with customs concerns should attend in order to present any outstanding issues they may have.
UNJLC will participate in Aceh Bangkit 2005 (9-18 September). The exhibition will present the achievements of the GOI, the UN, NGOs INGOs and humanitarian actors nine months after the tsunami. It will serve to demonstrate to the public the economic progress taking place in Aceh and act as an effective tool for accountability and transparency.
Atlas Logistique fleet : UNJLC recently reported that Atlas has been forced to limit land freight service to the Banda Aceh area only for the period to 15 September in anticipation of a new budget. Atlas reported this week that the new budget should be announced very soon. They report that during July the following logistics fleet of transport vehicles and warehouses were operational:
- 3 logistics bases: Banda Aceh (main office), Meulaboh and Medan
- 60 trucks: 35 in Banda Aceh, 15 in Medan and 10 in Meulaboh
- 4 warehouses: 3 in Banda Aceh - approx capacity of 800 m2 and 1 in Meulaboh approx capacity 280 m2
- 9 boats in Banda Aceh with total capacity of 410 T going from Banda Aceh to the west cost, Palau Aceh, Simeulu and Nias.
After the new budget is released, Atlas will open an office in Simeulu with the following logistics fleet:
1 warehouse (approx 100 m2)
2 x 20 MT boat
15-passenger speedboat
5 - 7 trucks.
A fleet maintenance assessment will be conducted by Auto-Serv UK in late September. Representatives of this company will visit Banda Aceh to meet with potential customers for a vehicle maintenance facility. (UNJLC attempted to carry out a similar initiative through a Maintenance Support Survey with the objective of c ost reduction through pooling of agencies' vehicle maintenance requirements. Survey requests received little response from agencies operating in the area.)
BILATERAL SUPPORT/CMCOORD/TRANSITION TO CIVILIAN OPERATION
LAND
Repairs on the road to the Ulee Lheu port are 160 meters completed. A project for clearing rubble deposited on the seabed at the port will be addressed at the completion of the road project.
Catholic Relief Services will engage contractors to carry out improvement work on a Lamno - Calang stretch of road . A contract is expected to be finalized in the coming days and work to commence shortly thereafter. It is anticipated that the road restoration will take one month.
Four critical sections of the Banda Aceh – Meulaboh road will be repaired by CRS in coordination with BRR . Work is expected to begin this week, and be complete within a month.
- A muddy section approximately 15 km south of Lamno will be repaired
- Three locations will be repaired along a 5 km muddy section of road, approximately 15 km south of Lho kruet, roughly in the middle of the 30km bypass cut between Lho kruet and Patek.
- The eroded section of road along the shoreline 4km south of Calang will be repaired.
- The bridge approximately 10km south of Calang will be replaced.
IOM transportation operations in Aceh will continue through to the end of the year including:
Truck convoys from Medan to Banda Aceh/Meulaboh
Warehousing and local trucking in Banda Aceh.
IOM transportation operations in Nias have been extended through to the end of September. including truck convoys from Medan to Gunung Sitoli via Sibolga utilizing an IOM hired LCT. Extension of the Nias transportation operations beyond September is under consideration.
SEA
The Aceh Jaya district transportation office announced that public speedboat services will commence in September and operate routes Banda Aceh-Lamno-Calang-Meulaboh-Nagan Raya.
WFP has brought onto contract a second LCT. The Sukses – 3 will join the Labrita hanny in transporting tsunami relief goods for WFP, and additionally is expected to be available for NFI transport along the west coast of Aceh.
Available vessel transportation - Aceh Reconstruction Forum, a consortium of private businesses, expects to be transporting 2000 MT of timber per month to Meulaboh by mid-October. The timber is pre-sold and sourced outside of Indonesia . Port of entry will be Belawan, and they will have a LCT on hire to move it Belawan – Meulaboh. They will position in Meulaboh trucks with 5 MT cranes and forklifts to facilitate offloading and distribution. They expect that between timber shipments the LCT will be available for hire, on a cost recovery basis, for up to one week per month.

The jetty will be extended from 150m to 250m and one additional trestle will be added for a total of two. Other improvements include a new warehouse, container yard, and additional support for heavy equipment.

TNI staff have informed UNJLC that effective 12 September 2005 , all UNHAS passengers will be subject to payment of airport tax at the point of embarkation, as follows:
- Banda Aceh 20,000 Rp. per passenger
- Meulaboh 10,000 Rp per passenger
- Simeulue 10,000 Rp per passenger
- Nias** 10,000 Rp. per passenger (**already in effect).
A new UNHAS flight schedule will be put into effect on Monday, 12 September. The new schedule will be published on Friday, 9 September.

Status at the Belawan Port Container Terminal as of 29 August 05
- Total containers cleared & collected to-date: 5,632 TEUs
- Containers cleared - not collected: 258 TEUs (18 Vehicles)
- Containers not cleared: 708 TEUs (43 Vehicles)
- Total containers in terminal: 966 TEUs (61 Vehicles)
UNJLC will regularly be publishing the list of consignees who have either uncleared containers or cleared but uncollected containers at Belawan. This is at the request of the Belawan Port Reporting Officer. Agencies should check for the Belawan Container Status Report at www.unjlc.org .

UNJLC COORDINATION INITIATIVES & SURVEYS
In his 15 June 2005 letter to the resident coordinator, Mr. Kofi Annan identified the establishment of coordination mechanisms as one of the objectives of the Global Consortium for Tsunami-Affected Countries. As a UN coordination mechanism, UNJLC (and the future LCS) frequently utilizes the input from other humanitarian organizations in Indonesia in order to carry out the logistics coordination function. Frequent requests have been made by UNJLC asking humanitarian actors to report bottlenecks and complete surveys and/or various forms in order to collect logistics information. In this section of the Bulletin, these various UNJLC input requests will be listed along with announcements about newly released publications and other organizations' initiatives. Please help us to coordinate the humanitarian effort by responding to these requests for information. Necessary forms are usually sent by email to logisticians and are also available at www.unjlc.org . See specific initiatives below:
- THE LOGISTICS BOTTLENECKS – ALERT . All agencies are encouraged to report any observations and/or feedback relating to logistics bottlenecks to UNJLC via email: maksalmina@wfp.org .
- MONTHLY PROJECTION FORMS containing agency forecasts of logistics/movement activity should be submitted by the 15 th of each month for the subsequent month's activity. Send completed forms to Maksalmina@wfp.org . Downloadable copies are available at www.UNJLC.org . UNJLC uses this information to ensure that the necessary assets are available to support humanitarian programs.
- UNJLC INFO SHEET - the 26 August edition is available at www.unjlc.org . The Info Sheet provides up-to-date information on suppliers for air, land and sea movement, materials and pricing information for all humanitarian actors in Aceh and Nias.
- IOM MATERIALS DISTRIBUTION ASSESSMENT/PROJECTION FORM - NIAS is available at any IOM office and may be downloaded from www.UNJLC.org and should be used by all agencies involved in the process of rehabilitation and reconstruction in Nias for the period September 2005 to June 2006. (The form may be adopted for other districts/areas' of materials distribution projection in the future.)
