Nothing significant to report.
3. GENERAL
UNJLC has recently received Timber Import information confirmed by BRR staff. The procedure document will appear shortly on the UNJLC website in Bahasa Indonesia to be followed by the English version. Highlights are as follows:
- Wood is not a restricted item.
- There is no limit on quantity.
- There is no restriction on the use of preservatives.
- Wood is a quarantine good, and thus requires additional procedures:
a. Timber must be come into ports of entry approved by the Ministry of Agriculture:
Ports: Tanjung Priok I, II, and III - Jakarta
Belawan - Medan
Airports: Soekarno-Hatta - Jakarta
Polonia - Medan
b. A mandatory quarantine check takes 1-2 days. If any pests are found in the wood, fumigation is required before being released from the port.
c. Phytosanitary Certificate is required from the country of origin.
d. The importer must present a letter to the port Quarantine Officer announcing the arrival of the timber.
Import Procedure
- Importer must approach BRR in Banda Aceh (BRR Officer Agus Kuncoro - see contact information below)) for a Letter of Recommendation stating that the timber will be utilized for Rehabilitation and Reconstruction in Aceh.
- Importer must compose a letter to the Ministry of Finance requesting tax free status for the imported timber.
- Before arrival of the shipment, the Quarantine Officer at the port Customs Office must be informed of the shipment by letter.
- Upon arrival of the timber shipment, the importer must present to the port Customs Office:
- BRR Letter of Recommendation;
- Letter of request for tax-free status to the Ministry of Finance;
- Performa Invoice;
- Packing List;
- Bill of Lading;
- Phytosanitary Certificate.
- The timber will be released and the port Customs Office will forward the request for tax-free status to the Ministry of Finance. (The importer does not need to wait for a response from the Ministry of Finance regarding tax-free status for the timber before goods are released.)

This procedure is subject to change. Please be advised that UNJLC will do all possible to ensure published import procedures are accurate and remain current.
UNJLC reported last week that until 15 September Atlas Logistique would curtail land freight services to INGOs and UN agencies . Atlas is still providing Land freight services to all UN agencies, INGOs, and NGOs but service is limited to the Banda Aceh area for this period.
Agencies are reminded of UNJLC's initiative to alert all logisticians via email broadcast of critical findings, assessments and feedback on matters affecting logistics planning considerations, entitled: THE LOGISTICS BOTTLENECKS – ALERT. All agencies are encouraged to report any observations and/or feedback relating to logistics bottlenecks to UNJLC via email: maksalmina@wfp.org. The success of this initiative will depend on cooperation, communication and pooling of information.
Monthly Projection forms containing agency forecasts of logistics/movement activity should be submitted by the 15th of each month for the subsequent month's activity. Send completed forms to Maksalmina@wfp.org. Downloadable copies are available at www.UNJLC.org. UNJLC uses this information to ensure that the necessary assets are available to support humanitarian programs.
4. BILATERAL SUPPORT/CMCOORD/TRANSITION TO CIVILIAN OPERATION
5. LAND
UNJLC attended a meeting with the BRR and a Public Works staff member in Banda Aceh to clarify maintenance and reconstruction plans for the west coast route from Banda Aceh to Meulaboh. Various agencies have accepted responsibility for maintenance and reconstruction for different sections of the route. Meeting notes are as follows:
Banda Aceh - Lamno - this section of the road is in Phase 1 of the USAID road project Banda Aceh – Meulaboh. Ground breaking on the road work is due to begin 26 Aug. It remains unclear if the contract to reconstruct the route includes provisions to provide ongoing maintenance for the existing route during the course of the project. As much of the road alignment along this section remains unchanged this is possible.
Lamno - Calang - this section will be maintained by Public Works with funding from BRR. Funding is in place; however the tender documents are not complete. Tender documents are expected to be complete by end Aug 05, and the tender process will take an additional two months. There is no maintenance plan in the interim.
Calang - Meulaboh - This section will be maintained and upgraded under a JICA project. Submitted bids were opened on 22 Aug. This project will maintain and upgrade the current emergency road alignment. The USAID road construction project is expected to follow a new alignment.
6. SEA
UNJLC are currently sourcing to identify suitable one-stop-service logistics provider/s that would be able to transport cargo via sea using suitable vessels for the different port conditions in Aceh. Ideally for purposes of this service, consignees would identify the port of lading and the final drop site. The service provider/s will then be required to organize shipping as well as internal road transportation to deliver the cargo to the consignee’s doorstep.
7. AIR
Air Serv who serve World Vision and Save the Children are contemplating opening their services to the broader humanitarian community on a cost recovery basis. Please watch the Bulletin for further updates.
UN Air Operations are now completely under the management of UNHAS. UNHAS flight schedules and Passenger and Cargo Procedures can be found on the UNJLC website. UN Humanitarian Air Service users should watch the UNJLC Air Operations pages and this bulletin for any UNHAS procedural changes.

9. GEOGRAPHIC HUBS
BELAWAN
The status of the containers in the Belawan Container Terminal as at 22 Aug. 05 is as follows:
- Total Containers Cleared and Collected - 5,509 TEUs (including 170 vehicles)
- Containers in currently at terminal - 1,028 TEUs (including 18 used vehicles & 94 new vehicles)
- Containers Cleared but not collected by consignee - 279 TEUs (including 18 used vehicles)
- Total Containers Un-cleared - 749 TEUs (including 94 new vehicles)
UNJLC is making every effort to contact consignees who have un-cleared and/or uncollected containers at Belawan Port in order to avoid bottlenecks. Humanitarian collaborators should contact UNJLC, Banda Aceh with any specific questions.
NIAS
IOM's Materials Distribution Assessment/Projection form - Nias is available at any IOM office and may be downloaded from www.UNJLC.org. The form is to be used by all agencies involved in the process of rehabilitation and reconstruction in Nias for the period September 2005 to June 2006. (The form may be adopted for other districts/areas’ of materials distribution projection in the future.) Kindly complete these forms according to each organization's projected activity for Nias and return to the nearest IOM offices or email trahardjotdy@iom.int and copy UNJLC maksalmina@wfp.org.
