3. GENERAL
‘The Times’ ( London ) contained an article on Monday 15 August concerning tsunami relief items from the UK being stranded in various ports in Indonesia and Sri Lanka . Specifically the article mentions the Jakarta Port as being ‘red – taped'.
UNJLC, on the other hand has found the authorities to be extremely helpful in MEDAN and BANDA ACEH. These have been the preferred Points of Entry to the tsunami affected area- given the close proximity.
UNJLC continues to encourage the humanitarian community to bring goods through the ports that are actually in North Sumatra and Aceh rather than ports over 1000km away, such as Jakarta .
UNJLC is currently seeking input from the humanitarian community to assess the requirement for support services for logistics during reconstruction: specifically, vehicle maintenance, generator servicing, prefabricated office, accommodation, etc. Please complete the survey recently emailed by UNJLC Banda Aceh or access it at www.unjlc.org .
Atlas Logistique has extended their common sea and land freight services until June 06. Their budget does not roll over until 15 September and owing to current fund shortages, Atlas will curtail land freight services to INGOs and UN agencies until 15 September. Land freight services will continue to be provided for local NGOs. Atlas Sea freight services will continue to be available to all humanitarian actors.
Agencies are reminded of UNJLC's initiative to alert all logisticians via email broadcast of critical findings, assessments and feedback on matters affecting logistics planning considerations, entitled: THE LOGISTICS BOTTLENECKS – ALERT. All agencies are encouraged to report any observations and/or feedback relating to logistics bottlenecks to UNJLC via email: maksalmina@wfp.org. The success of this initiative will depend on cooperation, communication and pooling of information.
· UNJLC reports that Monthly Projection forms are not being submitted in great numbers. Coordination of logistics activity will be essential during the RR Phase and if agencies take this reporting mechanism seriously, it will make for a smoother mission all around. Monthly Projection forms containing agency forecasts of logistics/movement activity should be submitted by the 15th of each month for the subsequent month's activity. Send completed forms to Maksalmina@wfp.org. Downloadable copies are available at www.UNJLC.org. UNJLC uses this information to ensure that the necessary assets are available to support humanitarian programs.
4. BILATERAL SUPPORT/CMCOORD/TRANSITION TO CIVILIAN OPERATION

At a meeting with Public Works, UNJLC learned that the first phase of a reconstruction project for the Aceh west coast road is expected to start next week.
Based on west coast road assessment of 03-05 August 2005, BRR has decided to extend 1 Bailey bridge and replace 12 temporary bridges.
WFP reports that the route from Medan to Meulaboh is passable by 10-ton trucks. Severe deterioration has occurred in some parts due to passage by overweight trucks. NB: Bakongan Bridge, south of Meulaboh is still damaged.
FUEL

6. SEA
Duta Barona Fast speed Passenger ferry which serves Ulee Lheu – Sabang route is now operational again. The ferry had a mechanical problem on the way to Sabang on 03 August 2005 .
LCT Labitra Hanny on charter to WFP sailed to Sinabang on 11 August 2005 carrying rice 200mts, canned fish 40mts, and noodles 40mts. Last week the vessel was forced to postpone this trip due to mechanical problems.
7. AIR
A joint visit of UN and TNI personnel to the Meulaboh airport is taking place this week in order to standardize flight passage procedures.
UNHAS and the Air User Group are reviewing current flight usage of certain routes and exploring making changes to or canceling those certain routes which are under-utilized and/or have unsuitable landing sites. Watch this Bulletin for further updates.
UN Air Operations are now completely under the management of UNHAS. UNHAS flight schedules and Passenger and Cargo Procedures can be found on the UNJLC website. UN Humanitarian Air Service users should watch the UNJLC Air Operations pages and this bulletin for any UNHAS procedural changes.

UNJLC has the names of the NGOs, UN agencies and others who have not collected any cleared containers and is contacting them directly.

2. Ibu Ir. Hj Nurlisa Ginting, MSc, Secretary of SATKORLAK Supporting Team of North Sumatra Province .
No other persons are authorized to sign BLs and DOs. Signed BL/ DO must be shown to Capt. CBA Bonefaisus Nggahan in Belawan.
NIAS
IOM's Materials Distribution Assessment/Projection form - Nias is available at any IOM office and may be downloaded from www.UNJLC.org. The form is to be used by all agencies involved in the process of rehabilitation and reconstruction in Nias for the period September 2005 to June 2006. (The form may be adopted for other districts/areas’ of materials distribution projection in the future.) Kindly complete these forms according to each organization's projected activity for Nias and return to the nearest IOM offices or email trahardjotdy@iom.int and copy UNJLC maksalmina@wfp.org.
10. MEETINGS
The weekly Banda Aceh Logistics Coordination meeting is held in the WFP meeting room, UN compound, Jl. Sudirman No 69 Tuesdays at 1600hrs.
ABOUT UNJLC
UNJLC is an inter-agency facility reporting during an emergency to the Humanitarian Coordinator and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who is responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channeled through WFP.
