GENERAL
- Emergency evacuation procedures: UN emergency evacuation procedures have been developed and are applicable to all UN agencies. NGOs may seek advice from UNOCHA regarding drafting of emergency procedures.
Bilateral Support/CMCOORD/Transition to Civilian Operation
- A joint UNHAS/UNJLC mission, headed by Country Chief, UNJLC Indonesia visited Banda Aceh, Calang and Meulaboh on 6-7 July to brief the User Group and the Military Commanders on UN restrictions on transportation of military personnel on UN aircraft.
- A mechanism for CMCoord activity information sharing has been established with UNOCHA of Calang & Meulaboh and UNDSS. Weekly and bi-monthly meetings/dialogues and email update/alerts will form the main communication channels.
- Security at Airbase Sultan Iskandamuda Lanut, Banda Aceh has been reinforced with 3 additional security guards (local nationals) as agreed by the Airbase Commander. Relocation of the 2 containers offices situated at the runway ramp took place on 16 July 05 as this had been a safety concern observed by the Airbase Commander.
- Luggage checking and inspection by the TNI has been stepped up at Meulaboh Military Airport. Checking and inspection of vehicles and personnel along the western coastal routes by the TNI continues at designated checkpoints. All humanitarian actors moving outside Banda Aceh are advised to strictly adhere to the NO MOVEMENT instruction between 1800hrs and 0600hrs outside the 'green zone' areas.
- A UNJLC Sumatra Assessment Team update:
- The team is visiting different locations in Sumatra to collect information about logistics capabilities and assess abilities. Logistics related information includes fuel depot locations and capacity, a port database, prices on construction materials, private and port warehouses, main supply routes and an airport database. The detailed reports will be made available once the teams return at end of July 2005.
- In the last weeks the UNJLC Sumatra Assessment Team has visited 3 provinces in Sumatra: South Sumatra (06-09 Jul.); Bengkulu Province (10-12 Jul.) and Jambi Province (13-15 Jul.) In each province the team has met with local authorities to introduce UNJLC activities, and has visited ports and authorities to collect capacity and point-of-contact data, including:
· Fuel depot and capacity.
· Port and airfield databases.
· Prices for construction materials.
· Private warehouse capacity.
· Main supply routes. - Monthly projection of logistics activities especially on the movement of reconstruction materials via sea, land & air, frequencies of trips, etc will be of an essential and critical assessment tool for UNJLC, Banda Aceh to expedite coordination efforts. Please submit monthly projection by 15th of each month for the following month's activities to Maksalmina@wfp.org. LAND
- The road network within the capital of Banda Aceh is good. Though repairs have been carried out along the west coastal roads, it has been reported that the conditions of many repaired sections are prone to deteriorate, particularly after heavy rain or sea action. At most times the coastal roads become impassable to most vehicles due to road or bridge damage and sometimes security considerations.
- Atlas Logistique Medan continues to make available truck capacity of up to 300ton/week for humanitarian transporters.
- IOM maintain the transportation capacity for the weekly convoy from Medan to Banda Aceh and Medan to Meulaboh. Trucks up to 5MT are only passable along Medan - Meulaboh.

SEA
- Funding for the NFI vessel for the West Coast of Aceh has been unconditionally approved by BRR and passed to the MDTF for consideration.
- WFP have reduced their fleet of LCTs from 4 to 2 effective 19 Jul 05. LCTs have been an essential asset in WFP operations; the only other option for many destinations would be airlift. The LCTs have been used between Jakarta, Medan, Malahayati, Lamno, Calang, Meulaboh, Labuhan Haji, Tapak Tuan, Sinkil, Sibolga, Simulue Island, and Nias. The vessels moving cargo between Jakarta and Medan - Banda Aceh have been used as "floating warehouses" outside Meulaboh and Nias discharging from vessel to LCT.

FUEL
Concerns have been raised regarding a future possible shortage of fuel due to nationwide energy conservation initiatives including possible controls on fuel supply. IOM reports longer processing time for bulk fuel purchases with no affect however on operations thus far. UNJLC is contemplating compilation of fuel consumption projections through agency cooperation (similar to the cargo and pax monthly forecast initiative) in order to stay ahead of possible fuel supply issues affecting humanitarian assistance in Aceh. MEETINGS
- The weekly Logistics Coordination meeting is held in the WFP meeting room, UN compound, Jl. Sudiman No 69 Tuesdays at 1600hrs. Change of venue & time will be communicated accordingly. Logistics Coordination Meeting agendas are based on:
- Fuel sufficiency, latest market prices & government policies.
- Feedback on road conditions - all humanitarian groups are encouraged to offer updated road conditions as and when significant changes in conditions are observed.
- Movement of supplies - please complete the monthly logistics projection sheets montly!
- Other matters regarding humanitarian relief overland usage of roads

ABOUT UNJLC
UNJLC is an inter-agency facility reporting during an emergency to the Humanitarian Coordinator and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who is responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channeled through WFP.
