This Bulletin covers the logistics situation in Indonesia for both the Tsunami affected areas and the March 28 earthquake-affected areas, as well as subsequent events.
Content:
1. SECURITY
On Thursday 28 April 2005 at 21:07 hrs local time NIAS and SIMUELUE experienced a magnitude 6.3 earthquake for approximately 30 seconds.
- The NIAS radio room immediately contacted all sub-offices and learned that only NIAS and SIMUELUE had experienced the earthquake.
- Two more earthquakes of magnitude 5.0 and 5.3, occurred on 29 and 30 April in the region of NIAS.
Curfew has been set by TNI from 20:00 hrs to 04:00 hrs in LAMNO, JAYA.
- There have recently been two security incidents in LAMNO:
- On Wednesday 27th April 2005 at 22:00 hours a shooting incident was reported to occur at Seureba village approximately 2 km from LAMNO Office. The local Chief of Police reports that it was a clash between TNI & GAM.
- The LAMNO police chief reports that Sunday 1st May clashes occurred between TNI & GAM approximately 3-4 km south of the WFP warehouses.

3. GENERAL
New customs procedures esp re vehicles in Banda
Flash floods hit TENGGARA District killing 15 people, injuring 18 others and 29 people are still reported as missing
- Search, rescue and evacuation activities by local authorities and PMI are continuing. The flash floods were triggered by two days of torrential rains leading to overflow of LAWE ALAS River.
- Some infrastructural damage was caused by the flash floods: a bridge connecting ACEH TENGGARA and GAYOH LUWES districts; road access routes blocked by landslides and electricity cut off in affected areas.

The current visa regime for foreign humanitarian workers in ACEH and NORTH SUMATRA provinces is extended for another 14 days to allow government review of the visa policy and decisions on NGOs that may remain. This extension follows a previous one month extension for visas upon arrival which were to expire 26 March. During the 14 days the government will consider application forms and review detailed activity reports submitted by foreign aid organizations working in ACEH and on NIAS Island to decide on the continuation of their activities in the provinces.
Former Minister of Mines and Energy, Kuntoro Mangkusubroto, has been appointed as chairman of the ACEH Authority Board (BOA) established in mid-April. The BOA coordinates the rehabilitation and reconstruction of ACEH and NIAS in line with the government’s 5-year Master Plan.
Ten disaster prone areas are now under close watch:
- MEDAN (N. SUMATRA), PADANG (W. SUMATRA), JAKARTA, DENPASAR (BALI), YOGYAKARTA (C. JAVA), MANADO (N. SULAWESI), MAKASSAR (C. SULAWESI), AMBON (MALUKU), KUPANG (E. NUSA TENGGARA), JAYAPURA (PAPUA).
4. MILITARY AND BILATERAL SUPPORT
The TNI vessels:
- KRI Teluk Penyu 513 WA, KRI CND-375 and KM Camar Laut III moved humanitarian goods from SIBOLGA to NIAS Island on 26 April
- KM Camar Laut II, KM Rahman Baru and KM Mega Buana discharged at GUNUNG SITOLI sea port 26 April.
5. LAND
In the period 20-27 April, IOM has dispatched 46 trucks (ex MEDAN) with cargoes of humanitarian relief: Rice, Food, Sugar, Water, Tents, Medicine, etc (from several different NGOs and local government)

The CALANG - TEUNOM road is now open permitting greater reliability in transport of relief and reconstruction supplies. A commensurate decline in reliance on air transport should eventuate.
6. SEA
Delivery of food and non-food items continued to NIAS by L/C Labitra Reulina, shuttling between SIBOLGA, on the main land and GUNUNG SITOLI in NIAS. Another L/C Sukses 3 is now discharging mixed food commodities at TELUK DALAM, while LC Transindo 1 is currently in Malahayati, loading food for NIAS.
BATAVIA ship of 'Electric Lamb' is now staffed with a medical team and wishes to continue supplying cargo in the area and preparing for the next emergency in the region.
MARUTA JAYA of 'Maine Wind Jammer Cruises' available for cargo from 01 May. Docked in Sinabang.
MARUTA JAYA is in North West SIMUELUE working for 'Care'.
- Expected to be in Sinabang 27 April and leave for ACEH province (SUMATRA).
- From 01 May, ship will be AVAILABLE for cargo and deliveries in NIAS.
WFP time chartered vessels:
- LCT LABITRA HANNY: arrived in MALAHAYATI 27 April and loading for CALANG.
- LCT LABITRA REULINA: arrived in SIBOLGA 29 April loaded and departed for GUNUNG SITOLI on same day. Estimate time of arrival in G.Sitoli 30 April.
- LCT SUKSES 3: sailed for MALAHAYATI from TELUK DALAM 28 April
- LCT TRANSINDO 1: arrived in Malahayati 24April and then to load for NIAS.
- M/V MULTI SARANA: arrived in Malahayati 27 April.
Atlas Logistique now offers the following services:
- BANDA ACEH- SIMEULUE with 60 tons fishing ship, departs every 3 days.
- BANDA ACEH- NIAS with two 150 ton fishing ships, once (or twice) a week. The ship also stops in SIMEULUE Island on the way to NIAS.)

7. AIR
UNHAS fleet:
- 3x Puma
- 2x MTV
- 2x Mi8
- 2x Twin Otter
(The NIAS Mi8 was replaced by an MTV on 28 April to add payload flexibility.) By the end of the week, 2 of the DFID helicopters (Puma) now based in BANDA ACEH (Sabang) will return to their base. These will be replaced by 4 Mi8 helicopters contracted from a Russian company.
UNJLC is assisting POSKO MEDAN in reviewing prioritization of goods for air lift and endeavouring to improve the coordination of flights to maximize the flow of goods from MEDAN to NIAS.
The UNHAS chartered Fokker 27 cargo flight from MEDAN to BINAKA Airport (NIAS) has ceased.
The Twin otter has a capacity of 900kg (or 12 seats)

FUEL:
- Procedures for distribution of Jet A1 fuel donated by Caltex Australia to the humanitarian community are being established. World Vision will provide overall coordination and UNJLC will administrate and control distribution, and report back.
- Jet fuel consumption is approximately 170,000 ltres per week drawn down at Banda Aceh.
- The fuel issue on NIAS remains problematic: the supply arrangement is still in progress awaiting contract signing.
8. WAREHOUSE
WFP warehouse operations in NIAS will be now centralized in Pramuka, GUNUNG SITOLI, where 3 wiikhalls have been erected (two for rice and one for other food commodities). A fourth wiikhall will be erected shortly for storing NFI from other UN agencies.
9. GEOGRAPHIC HUBS – BANDA , MEDAN, NIAS, SIBOLGA etc.
NIAS
A UNDP team is preparing to visit NIAS and SIMUELUE to evaluate possible contributions by the agency to the recovery effort, including assessment and rehabilitation of the port.
3 sets of Bailey bridges @ 30 meter have been dispatched to GUNUNG SITOLI via SIBOLGA from MEDAN on 20 April
Debris clearing and asphalt laying of GUNUNG SITOLI streets is still in progress by Public Works (Dinas Pekerjaan Umum).
- Lagundri Street is to have a road base laid: the area is intended to be used as a local market.
Streets improvement work between G.Sitoli and SIROMBU (85 Km) is 93% complete and between G.Sitoli and LAHEWA up to 88% complete.
On the GUNUNG SITOLI – LAHEWA route the status of bridging repairs is reported as follows:
- Prov Idano Avia Bridge 92% complete,
- Idano Muzui, Idano Teteu, IdanoSilagasi, Idano Liwa’a and Donolafao bridges 90% complete.

BANDA ACEH
DSS have been requested to check with local authorities regarding a possible UNJLC assessment on the alternate (central) BANDA ACEH – MEULABOH road which passes through the District of PIDIE.
- Locals and NGOs have been using the road: a good alternative to the coastal road and reportedly passable by a <10T trucks in 8 hrs.
- Security restrictions in the area have thus far prevented a UNJLC road assessment.
Procedures for registering imported vehicles have been formalised this week. Details have been discussed at the Interagency Logs meeting on 3 May. Some information is available from UNJLC Banda Aceh. Details will be available on the website in the coming week.
