UNJCL Situation report 1 - INDONESIA - Nias - Simelue

CRITICAL

  • Jet A1 is not available in Meulaboh and this is a critical requirement for air ops. Action is underway: bowsers of JET A1 have been dispatched to Meulaboh, April 2.
  • As of 4pm Saturday 2 April, Medan – Meulaboh route is now passable for trucks up to 10MT.

GENERAL

The police estimates of the casualties and damage as of today are: 424 dead, 2,396 injured, with 1,963 houses, 112 shop houses, 30 offices, 78 schools, and 85 religious buildings destroyed.

    • Evacuation from Nias of more than 250 serious injured people- as of Friday 1 April.
    • Significant successes with evac. on Saturday 2 April has been reported. As at 5pm Saturday, in the vicinity of 45 pax. casualties have been evacuated.

To coordinate the response of the humanitarian community to the earthquake off Nias on 28 March the OCHA March 28 Earthquake Operations Cell was set up under the aegis of the Deputy Humanitarian Coordinator Indonesia.

  • Bad weather has hampered relief efforts on Nias, the worst area hit by Monday's earthquake.
  • Nias’ main city Gunung Sitoli remains without electricity and water purification.
    • This is being addressed by various agencies with gensets, and WATSAN teams have been deployed by various NGOs and UNICEF.
      • UNICEF reports that the Medan command post has confirmed the water treatment plants will be shipped tomorrow. The slot has been confirmed on the Singapore Air Force chopper by UNHAS. The North Sumatra Governor has also given the shipment priority. One treatment plant will be sent to Telukdalam, the other Gunungsitoli.
      • All people are currently relying on bottled water.
    • Communications with personnel on Nias remains poor. WFP has deployed one ICT personnel to Nias to establish communications.
    • The Pendopo (Bakornas-sic) has limited internet access.
    • Mobile phone networks are variably functional, coverage variable but overloaded: Telkomsel, Mentari and IM3.
    • PLN (the government electricity company) is attempting to restore grid power – only limited wattage available as at 4 pm Saturday 2 April.
  • UNJLC staffing:
    • UNJLC MLO based in Banda Aceh, Richard Soon is being re-deployed to Nias to assume the responsibilities of Francois Dessuireuax as of Tuesday 5 April
    • National Admin. Staff (Maria Azilda Adinda (Jilly) from Jakarta is being processed for deployment to Nias asap.
    • Air Operations Officer, Andre Peclard is on-route to Nias on April 2, to assume duties on April 3.

LAND

  • Based on information from Public Works in Banda Aceh, there are some roads and bridges damaged Between Meulaboh and Medan. 
    • In South Aceh, Sirait Bridge was broken, making it only passable by small vehicle. Estimated 1-2 months for repairs.
    • In Indra Damai (near to Tapaktuan) road was cracked for 1, 5 km. However the road can be used now. 
    • Also near Tapaktuan, the road in an area called Lambung was damaged by land slides. Small vehicles can pass.
    • Another Land slide occurred in Singersing (near Subusalam): only small vehicles can pass through.
  • As of 4pm Saturday 2 April, Medan – Meulaboh route is now passable for trucks up to 10MT.
  • Road from Banda Aceh to Meulaboh are also not useable due to bad weather. There are some areas where it is very difficult for the car to pass through: between Lhong and Lamno, Lamno and Lhok Kruet, between Keude Teunom and Lueng Drien and between Suak and Meulaboh.
  • According to the local transportation company, L-300, the road to Meulaboh from Banda Aceh is possible through alternative road. The routes are Banda Aceh-Sigli-Beurenun-Tangse-Geumpang-Tutut-Meulaboh. These alternative roads are only for small vehicle. This company’s fleet has made several trips to Meulaboh after 28 march earthquake. It took them 8 hours to reach Meulaboh.
  • Public works office and PT Tenaga Inti company will send 3 excavators and 8 dump trucks to Simeulue Island. ETD 01 Apr.
  • IOM report that they have 2 trucks in Telukdalam with limited fuel that can be utilised by the humanitarian community.  IOM are moving materiel from Medan to Sibolga and thence by RO/RO to Nias.   Two ferries now operate this route.

SEA

  • On 30 March 2005, at 1700hrs two fisherman boats, KM Monalisa and KM Rahman Baru hired by Care and IMC left Malahayati Port to Simeulue Island.  Boats capacity is 100 DWT but they only carried 30 ton cargo. They carried tents, hygiene kits, general medicines, water purifier, family kits and cooking stove. Approximate time to reach Simeulue is 26-30 hours.
  • Port access is good on Nias: Teluk Dalam, Gunung Sitoli, Lahewa, Sirombu (Caution is urged due to shifting of coastline at Lashewa and Sirombu.)
  • One Indonesian Navy ship, KRI Teluk Sibolga, also left yesterday to Simelue Island. Carrying Tents, instant noodle, salty fish and sugar.
  • On 1st April one vessel hired by CRS departed to Nias Island. The vessel also carrying the cargo from other organisations such as Save the Children, CARE, IOM, Concern, UNFPA and UNICEF.  The vessel LCT Merbou carrier II has 500 DWT capacity  and are carrying: medical kits, baby food kits, bed net, hygiene kits, food, tarpaulins, water bladder, stove, sleeping mats, soap and hygiene materials, baby milks, and jerry cans. ETD 1600hrs, approximate time to reach Nias: 2 days and 2 nights.
  • 4 WFP vehicles, 50 drums of gasoline which are supposed to go with CRS vessel were failed to be loaded due some regulations of the ship for not to carry gasoline.
  • Please be aware that now is the season for Northwest winds.  KM Monalisa and KM Rahman Baru had to make a brief stop on the way to Simeulue to avoid rough seas.
  • The ferry Kalabati 2 (sic)  left form Malahayati for Simueleu on Saturday 2April at 1015hrs – carrying 5 excavators, 1 ambulance, 5 dump trucks and 55 volunteers.
  • Merlin, British NGO (CD - ALAN BELL) has a 12 seater semi inflatable craft that is being deployed to Sibolga for onward deployment as required by the UNJLC/ Humantarian community.   ETA in Sibolga Friday 1st April.  Contact: Philip 081533759785
  • Today KM Paus, a fishing boat hired by Save the Children, has sailed to Sinabang. Carrying tents, baby food, milk and pampers.
  • Tonight at 1900hrs Ferry Kuala Batee II are expected to arrive in Malahayati from Sinabang to load heavy equipments and TNI personnel to be brought to Simelue Island.
  • Fast ferry Pulau Rundo carrying passenger will go through the sea route Meulaboh-Labuhan Haji-Simelue Island (Sinabang) and back to Malahayati.  Capacity for 250 pax – Prices Rp100.000 per person for Sinabang to Malahyati (Banda Aceh).  Rp 150.000 per person for the Meulaboh – Sinabang.
  • Saturday 2 April Labitra Hanny will head to Calang-Sinabang-Nias. Cargo is rice, can fish, vegetable oils, and empty bags.
  • KMA 5 of DWT 120 under hire by World Vision (WVI) is  sailing to Nias form Port Lampulo (south of Banda Aceh) with tents. Departed Port Lampulo at 1115hrs.

AIR

  • Last night one TNI aircraft slipped off the end of the runway in Sibolga, the logistics hub for Nias. As a result, large air assets such as C130s had to divert to Medan as a transfer point to helicopters and onward movement to Nias. 
    • On Saturday, landing of C130s was possible – on a one at a time basis.

  • UN helicopters have transported aid personnel, search and rescue teams and medical staff and equipment to Nias and recovered 156 casevac patients.
  • The Australian Defence Forces have authorised the tasking of 2 x C-130 aircraft by the OCHA March 28 Earthquake Operations Cell in Bandar Aceh after the aircraft have completed the deployment of personnel and equipment in support of the hospital ship HMAS KIMBALA (02 Apr 05).
  • Unserviceability of 2 Puma helicopters reduced airlift available over 36 hr period.   Both helicopters should be back on line by late 01 Apr  05.

MILITARY LIAISON

  • TNI and public works confirmed that that they don’t have the cutting tools for rescue work in Simeulue Island.
  • Efforts are being made with TNI KODAM to support UN team with HF radios

FUEL

  • Pertamina is reportedly trucking AV gas to Sibolga from Medan 68000L departed Friday April 1, 70,000L departed on Saturday 2 April.  Pertamina is prepared to supply as needed via this route. Details on contacts and other fuels – e.g. marine diesel etc are being sought in Medan.
  • WFP reports Jet fuel has been stored at the Sibolga airport, which will have a capacity of 8-10 deliveries a day by large cargo planes. Smaller planes and helicopters can go direct to Nias. Onward transport of cargo by vessels can also be arranged in Sibolga.
  • Fuel on Nias is limited, Pertamina fuel dump needs electricity.
  • Lack of fuel at Meulaboh continues to severely restrict air operations south of Meulaboh on the coast of Aceh, and to the island of Simeulue. Jet A1 is not available in Meulaboh and this is a critical requirement for air ops.
