SUBANG UPDATE
Operations have ramped up at SUBANG HUMANITARIAN AIR HUB (SHAH), in Malaysia, with 13 flights leaving since Friday (14/01/05) The flights, six to MEDAN and seven to BANDA ACEH, carried two Land Cruisers, a mobile laboratory, generators and 163 tons of fortified biscuits; more than had been carried in all previous flights out of SHAH put together... Since SHAH went operational on January 7, a total of 30 airlifts have been deployed... UN HUMANITARIAN AIR SERVICE (UNHAS) is now operating an 8seater plane for passenger traffic out of SHAH, for use by UN personnel and other members of the humanitarian community working on tsunami relief... There is a shortage of flight pallets at SHAH.
INDONESIA IN DEPTH
Numerous surveys are now under way, conducted by a variety of agencies. A complete picture of the needs is still required and GoI, the UN and NGOs are urgently pursuing this. The rough planning estimate of 500,000 IDPs has
not changed for some days, and it appears that the focus has moved from discussion of absolute numbers to the finer details of the relief and recovery strategy... Government intends to accommodate IDPs in 21 camps for 2 years... UNOHCIO reports 1 latrine per 1,000 IDPs in Aceh Besar... UNGoI Disaster Management Centre experiencing communications difficulties due to lack of Internet availability. (DFID)
TAKE NOTE
- VISAS
People working in BANDA ACEH and MEDAN are advised to go to the Foreign Affairs desk to extend their visas. Visas will be extended for a month at a time for three months, after which time sponsorship from local government or organizations will be required. International aid organizations are advised to strengthen links with local organizations.
- SECURITY
The UN Security Team (UNSECOORD) in BANDA ACEH has instructed all UN staff to observe a heightened awareness and take all security precautions necessary... UN agencies have not received any confirmed reports of a possible terrorist attack against their staff or humanitarian operations in ACEH... The Danish Ministry of Foreign Affairs was original source of this info and UN agencies are seeking more info... There is no emer/medivac plan in the disaster area, so field trips need to prepare a contingency plan, check local arrangements and points of contact (POC) before departure... For areas outside BANDA ACEH or MEULABOH, organizations must register at the Foreign Affairs desk at the Governor's Mansion. Requests will be processed by the Aceh regional Police Chief within 24 hours... UNSECOORD is to carry out security assessments on the MEDANMEULABOH road and the MEDANSINGKIL road.
GENERAL LOGISTICS
- JURISDICTION
Local authorities have defined regions of jurisdiction the North Sumatra government will be in charge of the WEST COAST, the Banda Aceh government will be in charge of BANDA ACEH and the EAST COAST. - WAREHOUSING
This has become an issue in BANDA ACEH and in MEDAN. Donors and agencies need to accommodate there consignments upon arrival at destination. Warehousing space should be contracted prior to shipments. - COMMODITY MONITORING
WFP will deploy a team to MEDAN and BANDA ACEH over the next several days to set up the commodity monitoring system for main logistics corridors. - DEPLOYMENT
Japanese Selfdefence forces (1000) are due to arrive in the next few days. - WATER PUMPS

A WFP Ilyushin76 will begin an air bridge Tuesday (18/11/05) to start ferrying 500 tons of tinned fish from BANGKOK to BANDA ACEH, carrying roughly 45 tons per trip. - TRANSPORT PLAN
Still under consideration is whether there needs to be a UN/UNHAS helicopter fuelling setup in MEULABOH. This is contingent on plan of operations and transport plan being finalized and discussed. If it is setup consideration must be given to providing fuel to NGOs and independent operators and on what basis. TNI approval must also be sought, even at the concept stage. - TNI OVERSIGHT:
The TNI Colonel in charge of MEULABOH is requiring permits for departure to coast to NW for security reasons, and the TNI requires notification of all movements out of MEULABOH. UNJLC is seeking clarification as to whether this is official policy or best practice.
REGIONAL NOTES
- BANDA ACEH
IOM has begun to utilize 200 national personnel previously involved in IOM programs prior to the TSUNAMI. They will be conducting assessments and become focal points for aid distribution. - MEDAN
Hotel and office accommodation is at full capacity. Any personnel without accommodation will be required to be fully self sufficient. - MEULABOH
MEULABOH Airport has a low grade runway, operating rotary and light fixed wing aircraft, no infrastructure. "Barebase" confirmation is being sought as to the state of the runway from UNJLC personnel... TNT communications kit [5T Ericsson to MEULABOH, and 10 MT to follow, from BELAWAN (MEDAN)] is jammed, uncleared through port and customs... Urgent needs for MEULABOH tents for 10,000, baby food for 600, soap, canned food, beds. Hospital requires mattresses.
MAIN CORRIDORS
- GENERAL
IOM are accepting any other NGOs/agencies wishing to join their convoys from JAKARTA to MEDAN, MEDAN to BANDA ACEH, MEDAN to MEULABOH. However, IOM stress that the convoy passage does not include endpoint warehousing (IOM's warehousing is limited) and hence agencies must make arrangements for all consignments upon arrival.. TNT are operating 120 12 MT trucks in Sumatra, IOM are operating 180 x various sizes (generally <10MT)...
IOM now has 200 trucks contracted. The types and sizes vary. Some are in MEDAN, some in BANDA ACEH (and on the road toandfrom JAKARTAMEDAN / MEDANMEULABOH / MEDANBANDA ACEH) - JAKARTA, MEDAN
Eleven IOM trucks arrived with cargo from UNHCR and UNFPA. Two additional convoys of 15 trucks left JAKARTA on 13/01/05 at 1900 and 2000h. - MEDAN, LHOKSEUMAWEBANDA ACEH
UNSECOORD are reportedly planning to establish a central checkpoint at LHOKSEUMAWE. Road convoys are reporting smooth flow along this route - CALANG
SEA: Landing craft (charter) 400MT due to leave JAKARTA, January 14, en route CALANG/MEAULABOH, ETA: January 18. Intended use for this landing craft (and another which was due to depart JAKARTA, January 15) is to offload WFP supplies from two vessels leaving BANDA ACEH with WFP aid (carrying 3000MT and 6000MT).
Ausaid ship on its way to CALANG, Ausaid needs more goods to ship to CALANG. - WEH ISLAND
Airport can be rehabilitated quickly and may be functional shortly. - BANDA ACEH
SEA: UNJLC conducting an assessment of KREUNG RAYA, the main port at BANDA ACEH, early indications suggest it could be at least partially operational in a short time. MSF have been using this port for the last week with the Rainbow Warrior and have 2 more barges arriving there shortly. - MEULABOH
AIR: UN has requested that drums of Jet A1 fuel be transported overland to MEULABOH. This is being sourced by WFP (Logistics). WFP have sent a landing craft to the WEST COAST. - LHOKSEUMAWE
PORT: Some NGO freight is passing into the port. UNJLC have facilitated the loading of this shipping between UNDP, Oxfam and BFAST (Belgian aid agency). Loading will start Sunday 15th for embarkation to LHOKSAMAUWE and forwarding by road coordinated by TNT. - MEDANWEST COAST (MeulabohSusohSinkil)
SEA: WFP has developed a plan for delivering food aid along NW coast between BANDA ACEH and MEULABOH by chartered civilian coaster anchored offshore and 2 x Landing Craft (400T capacity) shuttling to shore. 1st vessel to be operation in vicinity of MEULABOH on 19th Jan (approx)... M/V Kimtrans with 3,000 MT capacity, is loading 2,200 tons of rice, 23.6 tons of biscuits and 6.4 tons of noodles in JAKARTA. The WFP charteredvessel will serve as a floating warehouse off of the WEST COAST of Aceh, with landing craft ferrying food to the shore... Future taskings along this coast may be coordinated by WFP... TNI chartered a vessel for loading UNDP tents at KUALA LUMPUR, Monday (17/11/05)... OXFAM water equipment (550 cbm) is to be ferried across to MEDAN on the same vessel... Belgian aid agency, BFAST (350 cbm), may take the same route.
AIR: 6 x CH47 (Singaporean) and the French Super Pumas are refueling offshore from the RSS Endurance. French vessel (George Luygues sic) now in place off shore.
LAND: UNSECOORD to carry out security assessments on the MEDANMEULABOH road and the MEDANSINGKIL road. First IOM convoy returned to MEDAN, second convoy to MEULABOH on the way.
FUEL
- BANDA ACEH
Air Fuel situation in BANDA ACEH remains a problem. UNJLC is sourcing additional bowsers. - MEULABOH
Pertamina (the stateowned fuel company) is attempting to overcome fuel shortages in MEULABOH, CALANG and surrounding areas by using a fuel tank truck and via sea. UNJLC are attempting to work with Pertamina to deploy bulk aviation fuel loading facility to MEULABOH.
AIRFIELDS
No change in status of LHOKSEUMAWE, BANDA ACEH, SUBANG (Malaysia), and SABANG (IndonesiaAceh).
MEULABOH (Merampi [WIMG])
No Change from most recent report (15/01/05) which noted the runway has significant cracks that restrict the operation. Also no Air Traffic Control, visibility on landing is a crew decision, TNI and Japanese NGO are ground crew. Still operational for rotary and small fixed wing craft.
AIR OPERATIONS
- MI8
MI8 is now not allowed to take passengers until safety inspection has been completed. This is serious impediment to planned assessment of the WEST COAST area today (17/01/05)... MI8 has insurance for crew and nonrevenue passengers and this info has been transmitted... Waiting on one underslung lift by MI8 to complete delivery of Ericcson communication equipment to MEULABOH. - BANDA ACEH
A backlog of freight remains at the airport; warehousing should be sought prior to shipment... Helo ops have also been slow... Additional Materials handling equipment deployed 14/01/05... Block booking seats on Garuda is seen as too expensive, especially as seats are currently readily available and flights are becoming more reliable. Garuda now flies nonstop JAKARTABANDA ACEH.
SABANG AIRPORT ASSESSMENT
Air Logistics Organisation (ALO) visited Sabang Island on 15/01/05.
- AIRSTRIP
SABANG is suitable for C130 with grounds welldrained and a large hanger for storing supplies. Community generally affected by Tsunami in a relatively minor fashion as most communities live away from the beach.
- KEY POINTS
- located on an island 33nm north/west of BANDA ACEH.
- runway 28/10 paved 6000ft and 800 ft above sea level
- two paved aprons, 1 north and 1 south
- large aircraft hangar adjacent to northern apron. (storage facilities)
- all ground around runway and aprons is hard and suitable for all types of helicopter parking.
- surface considerably dry notwithstanding amount of recent rain in the area.
- no Jet A1 available on the island.
- appears to be numerous places accommodating personnel for operations.
- COMMENTS
With the TNI decision to move all military C130 providing humanitarian aid to operate to SABANG with effect 15/01/05, there has been a change in the focus of using BANDA ACEH as the HUB for incoming freight... With the limited apron and the storage facilities on SABANG ISLAND for operator site would seem that the concept for operations would be to immediately transfer the freight for distribution ASAP by helicopters and or barge away from the Island just to prevent a major pile up and backlog of transfer... Helicopters will have to carry sea survival equipment for both aircrew and associated personnel with the applicable weight penalties in respect of loss of range... Due to the location of Island north of the mainland any supply sortie will have a minimum time penalty of 45 min dead flying with the associated loss in range.
MISC. ITEMS
- COMMODITY STORAGE:
ID Disaster Assistance Response Team (USAID/DART) conducted a structural evaluation of a fishprocessing plant in the village of KIR, approximately 36 km southeast of Banda Aceh town, to determine the facility's capacity and capability for commodity storage. Also in KIR, the USAID/DART determined that 70 percent of the homes and other structures in the village were destroyed by the tsunami. KIR's estimated population of 500 people was further impacted by the disaster due to close proximity to the heavily damaged petroleum storage facility. According to the USAID/DART, hundreds of 55gallon drums were still deposited throughout the destroyed area compounding the pollution threat. (SOURCE: USAID) - HOSPITALS, CLINICS
The Government of Indonesia (GOI) reported that out of a total of 240 medical clinics in ACEH Province, the tsunami destroyed 30, seriously damaged 77, and caused moderate damage to 40 others. According to the GOI, ZAINAL ABIDIN hospital in BANDA ACEH is currently functioning at 23 percent of pretsunami levels, and KESDAM, HARAPAN BUNDA, and FAKINAH hospitals in BANDA ACEH are fully functional. MALAHAYATI hospital in BANDA ACEH is not yet operational. (SOURCE: The Government of Indonesia) - TETANUS
Médecins Sans Frontières (MSF) is currently overseeing the treatment of 26 tetanus patients in BANDA ACEH and 15 tetanus patients in MEULABOH. On January 13, MSF staff reported increased numbers of tetanus patients, up from from seven cases reported the previous week in Banda Aceh. Currently, 9,000 doses of tetanus toxoid are available, and the GOI Ministry of Health is working to source additional supplies of tetanus toxoid and immunoglobulin. (SOURCE: USAID)
SRI LANKA IN DEPTH
Government's current intent is that IDPs will be relocated from schools and
government buildings to displacement camps or other shelter within a short
time frame. Discussions on transitional shelter issues continue between
UNHCR and the government. Government request for 50,000 tents
revised: 15,000 already in country sufficient. Government shelter strategy
being developed... Urgent need for shelter, water and sanitation for camps. UN reports 80% of fishing fleet was wiped out by the tsunami. (DFID)
TAKE NOTE
- SOUTHWEST LEADS RECOVERY
Early indications suggest that private rebuilding and general rebuilding/debris removal is more prevalent in the South (GALLEMATARA area). The Southwest of Sri Lanka is the most industrialised and economically developed part of the country; hence quick reconstruction in order to make the tourist industry operational is imperative; while in contrast the Northeast is primarily populated by fishing villages and is less of a tourist area. - AMPARA ASSESSMENT
On 13/01/05, a WFP team traveled by helicopter to AMPARA District on the east coast of Sri Lanka to assess this hardest hit region of the country. Although WFP food aid is being distributed in the area, ongoing challenges include destroyed houses, washed out roads, and 190,000 people affected by the crisis... WFP says thousands of families in AMPARA District are living in camps, most of which are located in schools. With students returning to school this week, residents in the schools must relocate. The Government of Sri Lanka has appealed to humanitarian agencies for 35,000 additional tents. - AERF IS EMPTY
A final flight from the WFP Asia Emergency Response Facility (AERF) in PHNOM PENH, Cambodia, left for Colombo on Saturday (15/01/05), carrying two trucks as well as power generation and water purification equipment. With this shipment, WFP emptied its PHNOM PENH warehouse, deploying all material to the tsunami crisis.
AIR OPERATIONS
- CMCoord
The humanitarian request for air assets and actual tasking of these does not always match the provider's requirements for the use or availability of assets. Discussions are ongoing between MCDA CMCoord and US military to clarify in what circumstances and for what load their assets are available for humanitarian agencies. - AIR SERV
Formalized air asset requests for Air Serv are in place. - WATER
Requests for the transport of water produced by Hungarian and Austrian teams has been forwarded to Sri Lanka Military forces.
ROAD,RAIL,SHIPPING
A UNHCR trip ColomboMatara (approximately 156 km) reported the following:
- The road is in fairly good condition
- 4.5 hour travel time
- Heavy traffic (bumper to bumper), especially from MORATUWA to MATARA, exacerbated by multiple cranes on along the route used to lift boats displaced on land back into the water.
- The Railroad lines along the route are extensively damaged, track is buckled and displaced from the embankment (more detailed info to follow).
WAREHOUSING
- COLOMBO AIRPORT WAREHOUSE/DRN
An agreement to retain services of Disaster Resource Network (DRN)for a period of 15 days is in the process of being finalized. UNJLC is presently sourcing funding for the extension of this project and will then actively support the implementation. Handover plans, including capacity building will be incorporated in the extension period.
CUSTOMS
JLC GUIDELINES
JLC has drafted guidelines on Sri Lanka customs procedures giving guidance to importations of emergency aid and equipment under the EMOP for Operation Pipeline Indian Ocean. These guidelines and recommendations should facilitate the smooth and swift importation of emergency aid by agencies and NGOs to Sri Lanka and will be posted on the unjlc website in due course... Humanitarian agencies and organizations are advised to offload and clear their cargo at the new cargo terminal, (i.e. the humanitarian warehouse run by DRN) since fees are being charged for handling cargo in the commercial area.

DISASTER SPURS INFRASTRUCTURE RETHINK
"RePlanning Logistics and Transport Systems in the Aftermath of the Tsunami", a workshop organised by the Chartered Institute of Logistics and Transportation (CILT) Sri Lanka, was told by the Secretary of the Ministry of Transport that the Tsunami heralded an ideal opportunity to rethink and replan Sri Lanka's infrastructure and transport network. The Chairman of the National Transport Commission added that most roadways and railways in existence were built by the British to support their systems of cultivation, and do not support presentday requirements. Plans aired at the workshop included shifting roads to run parallel to the railway lines, moving cricket grounds and the prison in GALLE to free land for urban development, the building of a harbour in HAMBANTOTA and a megascale commercial agricultural plan for 100,000 Hectares of uncultivated land between MONARAGALA and HAMBANTOTA
MALDIVES
Government to give a lump sum payment to those whose homes were destroyed (approx USD63,000).
- ASSESSMENT
A WFP assessment mission to Daalu atoll has concluded that food assistance would be beneficial to some groups there in the short term. Discussions with people in the community indicated that food assistance could particularly help those who had lost their livelihoods, freeing up resources to help households rebuild their homes and purchase tools and equipment lost in the tsunami. - WATER NEEDS
The water sector in Maldives remains a critical concern. In response to water needs, the U.S. military plans to use a Marine prepositioning vessel to provide potable water at a rate of 25,000 gallons per day. The vessel is scheduled to arrive during the week of January 16 and has the capacity to produce and store water onboard. The U.S. military plans to focus efforts on providing water in the hardhit areas of Laamu (Haddumati Atoll) and Dhaalu (Nilandu Atoll South) in southern Maldives. (USAID)
MYANMAR
FOOD AID
In the Irrawaddy Delta, 27 tons of locallypurchased rice have been distributed by the International Federation of Red Cross and Red Crescent Societies (IFRC). Additionally, rice, beans and cooking oil have been distributed to 100 households in the region by Adventist Development & Relief Agency (ADRA)... In the KAW THOUNG region along the southern coast, World Vision has distributed four tons of rice to 348 people. Another 11 tons is expected to be distributed by the middle of this week.
SOMALIA
- FOOD AID
On 14/01/05 WFP reported that rice, maize, cooking oil, and lentils have been distributed to 22,500 residents of 19 villages in the tsunamiaffected PUNTLAND Region of northeastern Somalia. In addition, WFP has identified four other villages in BANDER BEYLA and GARIBAN districts of PUNTLAND as possibly in need of food assistance... WFP will participate in a planned World Bank assessment of longterm reconstruction needs resulting from the tsunami, which is scheduled to start in the coming days.

on the tsunami disaster.

region.
Friday 21 January: IMF Board meeting consider paper on IMF emergency
assistance in response to natural disasters.
CORRECTIONS
In the January 15 edition of the UNJLC Air and Logistics Coordination Indian Ocean Tsunami Bulletin the seating capacity of the HS125 should have been listed as accomoddating 8 passengers instead of 18.
