The UNHAS IL76 which was made available for strategic airlift does not provide free service. Long range flights are carried out on a reimbursable basis. However, regional airlift is free of charge.

UNICEF offers empty space on B747 flights offered by British Airways. Flights will take place every week starting on 19/01/05. Cargo can be loaded either in COPENHAGEN or in DUBAI. The first two flights are full.

On the Canadian offer of water bladders and generators: this concerns 40 units of 4 and 5 KVA Diesel Gensets, 120/240 V 60 HZ, portable and 64 sets of collapsible 6,000 litres water bladders (rubber) complete with hoses, fittings and faucets. In case of enough requests, the equipment will be flown to SUBANG (WMSA) by a Canadian military airplane. For more information, please contact hansrobert.seipp@wfp.org.

Reportedly, the Indonesian authorities 'highly recommend' to drive in convoys seconded by TNI (Indonesian military) from MEDAN to BANDA ACEH. However, this is not obligatory at the moment.

As of Monday 10th January, the Coordinating Ministry of Peoples' Welfare issued simplified procedures for Clearance of Humanitarian Aid through customs. (Liaison person - Sri Rahayu (+62 (0)812 8267594) at the Disaster Management Centre)

The invoice, consignee, shipping docs, manifest, description of cargo (foreign aid for Tsunami relief), should be copied and submitted accompanied by a 'letter of request for exemption from tax and excise for goods for humanitarian purposes.'

Forward all of above to the POSKO at the Social Department on Jl. Matraman, (fax/ ph: +6221 392 3078) attention Pak Subianto / Ibu Mina and marked - URGENT. Pak Subianto - +62(0)81316577688. The authorization/exemption letter will be processed within 24 hours. The letter granting exemption can then be taken to Customs with the other documents for clearance purposes.
Air Operations

TNI announced that military C130 flights with humanitarian cargo will land at SABANG airfield (WIAA) from now on.

Aircrews have to be warned that no radar control is available at BNADA ACEH.

Helicopters operating in the BANDA ACEH area have to squawk 0100.

Three Swiss Super Puma helicopters who are at the disposal of UNHCR and other agencies are expected to be operational on 17/01/05. The helicopters will initially be based in MEDAN and will operate on the following routes: MEDAN-MEULABOH (1 hour), MEDAN-BANDA ACEH (2 hours) and BANDA ACEH-MEULABOH (1 hour).

A French helicopter carrier and frigate will arrive off the WEST COAST of Sumatra 14/01/05.

In addition to the three Super Puma helicopters offered by the UK, two MI17s will be deployed into ACEH on 21/01/05 or 22/01/05.
Road Transport/Ports/Bridges

MEDAN-MEULABOH: TNI is reported to have repaired two damaged bridges at BAKONGAN, a town halfway between SINGKIL and TAPAKTUAN. The road remains open, although there might be maximum weight restrictions of 15 MT on the repaired bridges.

LHOKSEUMAWE-MEULABOH: the roads through the highlands are not suitable for trucks.

BELAWAN port (Medan) has been full this week.

At LHOKSEUMAWE port no congestion has been reported.

LHOKSEUMAWE airport is fully operational, but has limited capacity. Delays are expected to scheduled flights.
Peace Wings drove 11 trucks (9 x 4MT and 2 x 8 MT) from MEDAN to MEULABOH via the Southern coast road. This took approximately 48 hours. The route taken was: Medan; Berastagi; Sidikalang; Dairi, Rundeng; Bakongang; Tapaktuan; Blangpidie; Meulaboh. -

MV Rimba Delapan, 6,000 mt, single-decker with a range of cranes and derricks of 10/20 mt each, available to load at Tanjung Priok on 16/01/05.

A private vessel (200 MT car ferry) is docked at the BANDA ACEH cargo port (KRUENG RAJA/JATRATIGA) and has started loading IOM and other cargo. WFP intends to put some goods onboard as well. The ship will run down the WEST COAST to the area of CALANG where the cargo will probably be transhipped to small boats for distribution the coast.
Needs/Requirements/Assets

UNHCR has undertaken a security assessment mission to LAMNO (west coast Aceh) 14/01/05. More than half of the total population of 23,400 was found displaced and in need of shelter and assistance. UNHCR considers whether to send relief supplies by helicopter or boat.

The German supply and hospital ship 'Berlin' has arrived offshore BANDA ACEH on schedule. The ship will deploy and subsequently support its field hospital in BANDA ACEH. Furthermore, it will offer further humanitarian deployment as required by the local authorities. The 'Berlin' also has 140 tonnes of humanitarian supplies from GTZ and German Red Cross onboard.

In MEDAN, storage and small trucks are reported to be scarce.
SRI LANKA
Overall
Procedure for pre-clearance of humanitarian goods:
Pre-clearance of relief aid shipments for UN, recognized NGOs and implementing partners is available.
48 hour advance notification must be given to CNO via the UN liaison cell, which then signs the request and hand delivers it to the relevant CNO desk.
The intent of the procedure is to allow goods to transit directly to the UN, NGO or implementing partner warehouse without major delay at airport.
The services of a clearing agent are encouraged to expedite this process at the airport.
A detailed UNJLC Drafted Customs Procedure Paper is forthcoming
UNJLC will carry out a transport requirements report and a road survey in collaboration with the Irish Government.
Air Operations

The British frigate with two Lynx helicopters on board will be taken off relief duty as of 17/01/05.

Forms have been developed to request the use of Air Serv assets or military assets to move humanitarian relief goods and personnel. The form for the request of Air Serv assets is available on www.unjlc.org. The form for requests of military assets is forthcoming. For now, requests for the use of these assets must be channelled through CMCoord officers in Sri Lanka.

Air Serv requests that in the event of a cancellation of the booking of an air asset advanced notice is given (preferably 24 hours).

In addition to the six Blackhawk helicopters already available as MCDA, the U.S. Coast guard has made two C130s available for humanitarian missions out of Bandaranaike International Airport (COLOMBO, VCBI). These assets can only be used for the delivery of relief goods and not for the ferrying of personnel.

The Airport authorities will take over DRN's activities at the airport when they leave. The tracking system will be kept up to date by IOM.
Road Transport/Ports/Shipping

WFP has an average of 30 trucks, carrying 330 tons of commodities, moving out of COLOMBO on a daily basis. These trucks are partly provided by the government and partly by WFP in cooperation with Unilever and TNT.

IOM has lent 10 x 10 MT trucks to the Ministry of Health for distribution. Also, 20 x 10 MT trucks have been lent to the Ministry of Social Services. IOM has 5 x 10 MT trucks available for UN usage; four of these will be used by UNFPA to distribute Emergency kits.

The Government of Sri Lanka police reports that on the route from POTUVIL to BATTICALOA six bridges are damaged.

UNJLC is an inter-agency facility reporting during an emergency to the Humanitarian Coordinator and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who is responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channeled through WFP.
