UNJLC bulletins aim to provide a concise weekly overview of UNJLC activities and the present logistical situation in regard to the crisis in Liberia.
In addition sector/country specific reports will be released regularly in order to provide in-depth coverage of priority areas.

CONTENTS

 

1. HIGHLIGHTS

UNJLC is co-ordinating the transportation element of a programme to return IDPs from shelters in Monrovia to rehabilitated camps outside of the city.

The WFP Air Service has commenced flights. Full booking procedures, contacts and schedules are available below.

The $40 departure tax at Roberts International Airport has been waived for all UN Laissez Passer holders by the Minister of Finance.

2. SECURITY

There have been no reports of further fighting along the Totota-Salala-Kakata road during the reporting period.

On the night of 15th September there was an armed hold up in the Mamba Point area of Monrovia that houses both UN offices and accommodation.

Also on the night of 15th September there was an apparent attempted robbery from a WFP vehicle leaving the Freeport of Monrovia resulting in the injury of one person.

3. AIR OPERATIONS

A common air service (the â??WFP Air Serviceâ??) began operations on 15th September:

Passenger Service:

Full passenger service procedures and details are available on the UNJLC website including a downloadable version of the WFP Air Service Standard Administrative and Operational Procedures (SAOP)

  1. Fleet: The WFP AN-24 began operations on 15th September, replacing the LET-410, which returns to its previous operations in Guinea. The AN-24 (48 passengers and small parcel cargo) is currently based in Abidjan. However, once circumstances in Monrovia permit, the AN-24 will operate out of Roberts International Airport (RIA). Flights currently link Abidjan, Monrovia, and Freetown. Flights to Conakry will be considered as and when required.
  2. Schedule: While based in Abidjan the AN-24 will operate flights three times a week; Monday, Wednesday, and Friday. Tuesday, Thursday and Saturday will be stand by days while Sunday will be reserved for maintenance and crew rest. Flights will follow the routing Abidjan-Monrovia-Freetown-Monrovia-Abidjan. Timings are as below:

  When at a future date the AN-24 moves its base of operations to Monrovia a new schedule will be devised. Forewarning of this change will be made by WFP Air Service prior to the event.

  1. Booking: Bookings can be made in person at the WFP Air Service Offices in Monrovia, Abidjan, and Freetown (all located in the respective WFP Office) or via email (liberia.airops@wfp.org). Bookings are made through the Passenger Booking Form which is available from WFP Air Service Offices or downloadable from the UNJLC website. The form will require the signature of the Traveller, the Agency/NGO Head or designated air focal point, and the Agency/NGO stamp.
  • Once you submit your Passenger Booking Form you will either 1. Receive the Passenger Request form duplicate with a Reference Number (for bookings in person). This represents your Proof of Booking, or 2. A reply email outlining your booking status (for email bookings). This represents your Proof of Booking.
  • The Proof of Booking Reference Number will take the following form:
      16Sep/MOFN/15/C
    16Sep is the date of the requested flight.
    MOFN is the requested route i.e. Monrovia â?? Freetown.
    15 is a sequence reference number for internal use only â?? not a valid seat number.
    C or W is Booking Status â??Confirmedâ?? or â??Waiting Listâ??.
  • The baggage limit on WFP Air Service flights is 15kg per person. Please ask when you book. If you need to take more cargo, then complete a light cargo movement request form (downloadable from the UNJLC website) and make sure it is submitted at the time your booking is made.
  1. Check In: Passengers should arrive at the airport at least one hour prior to the designated flight time. The Proof of Booking (duplicate Passenger Booking Form OR print out of reply email) should be presented to the WFP Air Service Representative who will then issue passengers with a ticket.

WFP Air Service flights operate out of the following airports:

  • Liberia: Roberts International Airport
  • Sierra Leone: Lungi Airport
  • Ivory Coast: Abidjan International Airport, Military Section*

*Please remember that the Military Section of Abidjan International Airport is at a different location from the Commercial Section of the airport.

  1. Personnel: Stig Larsson, WFP Air Service Co-ordinator completed his temporary duty in Monrovia on 15th September and has returned to Dubai. He is succeeded in Monrovia by:

In the period between 26th August and 16th September UNJLC has facilitated the receipt of 176.558MT of humanitarian aid.

4. SEA PORT OPERATIONS

Spare parts procured by WFP for handling equipment at Monrovia Freeport have been handed over to the National Port Authority (NPA) for installation. Procurement of the remainder of the items by the US Military Joint Task Force (JTF) continues as per schedule. Similarly, procurement of generator spares by JTF is underway.

A salvage assessment of the M/V Torm Alexandra, the capsized vessel alongside the Main Cargo Wharf in Monrovia Freeport, has been completed by the US Military. A copy has been passed to UNJLC.

 

5. BORDER CROSSING, CUSTOMS AND IMMIGRATION

The $40 departure tax levied at RIA has been waived for all UN Laissez Passer (LP) holders. A memo from the Minister of Finance to personnel at RIA provides exemption from departure taxes for UN LP holders leaving the country. However, the $40 charge remains in effect for all those, UN or otherwise, travelling on a national passport.

The UNJLC survey of customs and immigration in Liberia continues to develop and findings will be relayed in the near future.

 

6. TRANSPORT INFRASTRUCTURE (Roads, Bridges, Rail, Ports, Airports, Warehouse)

UNJLC continue to liase with GTZ on the compilation of a transport survey for Monrovia.

On 15th September UNJLC met with the Rufus Allen Green, Deputy Minister for Technical Services at the Ministry of Rural Development (MRD). The MRD has, under Liberian law, the mandate for overseeing construction of all farm-to-market, feeder, and secondary roads. Primary and trunk roads come under the auspices of the Ministry of Public Works. Mr Green provided UNJLC with records of all road projects executed by the Ministry between its establishment in 1981 and 1998 when its last road projects were carried out. UNJLC and MRD will co-ordinate to incorporate this information into that provided by NGOs and UN Agencies.

The European Union (EU) is in the process of procuring vital spare parts for the Monrovia Electricity Plant. WFP provided diesel is currently being used to operate both the Electricity Plant and Water Pumping Station. Access to the Water Pumping Station is currently problematic due to a washed out road. ECOMIL and the EU are working together to lay a US Bailey Bridge along the route, and it is estimated that it will take three to four days further to position the bridge and prepare it for heavy traffic

 

7. LOGISTICS COORDINATION

The fifth weekly Joint Logistics Meeting was held at 11.00 hours in the HOC, ground floor of the WFP building. A brief on the WFP Air Service was provided while key concerns raised included the need for clarification of charges being levied at Monrovia Freeport.

8. CIVIL-MILITARY COORDINATION

ECOMIL is currently structured in five Battalions, with a total strength of approximately 3500 troops.

  • Nigerian Battalion 1 (NIBAT1) and Nigerian Battalion 2 (NIBAT2) and a composite Battalion incorporating troops from Senegal, Gambia, and Ghana are deployed in Monrovia.
  • One composite Battalion incorporating troops from Benin, Mali, and Togo, and one Company from NIBAT1, are deployed towards Buchanan â?? but not beyond the St John River.
  • The Guinea-Bissau Battalion is deployed on the Kakata-Salala-Totota axis.

Based upon the comments received from UN Agencies, OCHA New York and Geneva, the second draft of the â??General guidance for interaction between UN personnel and the UN-mandated multinational forces located in Liberiaâ?? has been finalised. This draft was presented in the Humanitarian Aid Co-ordination (HAC) meeting on 16th September. Feedback is expected by the next meeting (23rd September).

In a meeting on 15th September between ECOMIL, WFP, UNHCR, and OCHA, a new mechanism to improve Civil-Military co-ordination was discussed. It was agreed that the mechanism would consist of regular joint attendance by the participants of a series of key meetings on a regular basis. Meetings will include working groups, UN, sectoral, and ECOMIL meetings, and will commence with the first weekly Civil-Military Co-ordination (CMCoord) meeting on 20th September.

11. OTHER

UNJLC is co-ordinating the transportation element of an OCHA/UNHCR programme to move vulnerable IDPs from shelters in Monrovia back to renovated camps outside the city. To date UNJLC is co-ordinating transport assets from ECOMIL (NIBAT1 and 2), UNMIL, and UNHCR, however commercial options have been prepared as a contingency to be activated upon decision by OCHA/UNHCR. The programme, which started on 11th September, moved 1,771 IDPs by end of operations on 15th September.

ABOUT UNJLC
UNJLC is an inter-agency facility reporting, in the current emergency, to the Humanitarian Co-ordinator for Liberia, and overall to the Inter-Agency Standing Committee. Its mandate is to co-ordinate and optimise the logistics capabilities of humanitarian organisations in large-scale emergencies. UNJLC operates under the custodianship of WFP who are responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channelled through WFP.
