1.    SECURITY

Bagh

  • A riot occurred in Dhirkot after a local died in police custody.
      •  There were incidents of stone throwing and police vehicles were burned.
      •  Another protest is said to be planned in Rangla over the issue but this remains unconfirmed.


Mansehra

  • Protests were held on April 27th and shops are all closed today (April 28th) over rising prices for goods.
      • This has had little impact on UN and NGO movement, however no security clearance will be granted on April 30th due toanother protest scheduled to take place in protest of highway tolls.
        • During protests over the same issue 2 years ago two people were killed.


Muzaffarabad

  • Demonstrations over government compensation are still ongoing, but they have been peaceful and caused few movement restrictions.


2.    AIR OPERATIONS

General

  • UNHAS capacity has decreased once again with the redeployment of its two Kamov 32s and one Mi-26 on April 23rd. This brings the UNHAS fleet down to 9 helicopters.
      • The four DFID Mi-8s will cease operations on May 2nd.
        • Formerly, ERRA was requesting a reduced UNHAS helicopter fleet of only 4 Mi-8s as of May. It has now requested the addition of two light utility helicopters for use by ERRA staff on monitoring and evaluation missions.
      • Passenger flights will continue but on a much reduced schedule, which will come into effect as of May 1st. 
        • The revised UNHAS schedule and schematic map be found at pax schedules.
        • Air cargo delivery will continue but requests will take much longer to implement. A system of prioritisation is being discussed.


  • The ICRC Super Puma has now been redeployed. ICRC will keep its remaining Mi-8 until May 10th, at which point it will end its Pakistan air operation.
  • MSF helicopter support out of Muzaffarabad will cease in early May.
  • The buffer zone around the Line of Control has been reduced back to 5 km.
      • Authorisation to fly within this zone is still given only on a case to case basis.


Bagh

  • A request to fly cargo into Azad Bara in preparation for IDP returns is still being refused by the Pakistan Military.
      • The area in question is inaccessible by other means. Returns to the region are  scheduled to begin in May. 



3.    CUSTOMS AND IMMIGRATION

4.    ROADS

General


Bagh

  • The road from Haji Pir to Doba Behdi has been cleared and is considered open to traffic.
      • The route to Motan Wali is also undergoing clearance and is expected to open within the next five days.


Mansehra

  • Area road conditions have improved in line with the good weather.
      • All main Batagram region roads are now open.
      • Around Mansehra, only Kaghan to Naran and Jabori to Sacha Kalan remain closed.


Muzaffarabad

  • The Lipa valley road is now open to 4x4 vehicles.
      • Some families have used this window to return.
      • Good drivers remain essential when traveling this route.
  • Rajkot is reported to be accessible by 4x4.
  • The maintenance of bailey bridges, formerly done by the Pakistan Military, has lapsed since the withdrawal of local military divisions.
    • Bridges are deteriorating and if the situation is not addressed some may become impassable in the near future.


5.    LOGISTICS

General

  • The pace of the operation remains at a low level pending an agreement on the UN-ERRA Early Recovery Plan (formerly called the Action Plan).
      • It is expected that formal ERRA agreement will be given within the next few days. After this, donors may be approached for funding and activity levels are expected to rise again thereafter.

Bagh

  • Bagh area assisted IDP returns are almost complete.
      • The remaining IDPs include those who cannot return because of the inaccessibility of their area of origin, those in vulnerable situations and those camped on their own land.
      • Utilities will be continued in the IDP camps until a residual camp is chosen for this population.
  • The Bagh area DC is currently under house arrest and the majority of his public service staff are on strike over the issue.
      • This is having an impact on the processing of land claims and other administrative procedures linked to IDP returns.
  • UNJLC has met with ATLAS, IOM and WFP to compare transport prices and fix a rates policy.
      • This is to ensure that prices are not artificially inflated by one user paying more than others.


Mansehra

  • Mansehra returns are almost complete.
      • IOM is in the process of releasing the vehicles they were making available for the process.


Muzaffarabad

  • In conjunction with IOM, Food for the Hungry is starting road rehabilitation work in the upper Muzaffarabad suburbs.
      • The focus will be reinforcing crumbling road edges with gabions.
  • Samaritans Purse is working on the rehabilitation of link roads in a cash and food for work program supported by WFP.
      • It is also manufacturing the gabions being used by Food for the Hungry.
  • Samaritans Purse, Food for the Hungry and Mercy Corps are at the forefront of the urban rubble removal program.
      • Mercy corps have already removed 15,738 cubic metres of rubble from Ward 14 in Muzaffarabad centre.
      • The need for rubble removal still far outstrips current capacity.
  • Most current construction is for temporary structures since permanent buildings require ERRA approval.
      • No clear mechanism is in place yet to obtain this.



6.    CIVIL-MILITARY LOGS

7. NFI PIPELINE

General

  • From mid-December 2005 to March 31st 2006, UNJLC was using the LSS (Logistics Supply System) to compile pipeline data from agencies and NGOs participating in the humanitarian operation. The goal of this project was to provide an overview of NFI data and provide for forward planning.
      • ERRA has now expressed an interest in taking over this project for the recovery period of the operation.


Mansehra

  • The International Catholic Migration Commission (ICMC) is looking to source spare INGO NFIs for distribution to high altitude villagers who did not move to IDP camps after the earthquake.

10. OTHER INFORMATION

Bagh

  • The future of the Bagh base camp has still not been decided. It is scheduled to close on May 15th though a request has been filed for its extension.


Mansehra

  • UNICEF is in the process of moving its local headquarters to Abbottabad.
