1.    SECURITY

General

  • UNDSS presence at Logs Cluster meetings has again been requested to keep implementing partners informed of security developments.

Bagh

  • An NGO has reported that members of the local traffic police (MMPI) have confiscated certain vehicles recently due to a crackdown on official vehicle documentation. Local UNDSS will address this with the local authorities and Police Inspector.

Batagram

  • Agencies have been encouraged to maintain close links with UNDSS to ensure proper monitoring of road missions.
    • UNDSS plan to establish a mission board in radio room to facilitate contact with UN road missions.
  • Following the recent incident on the Pakistan border, UNDSS Batagram has held discussions with the local authorities. It was concluded that the likelihood of threats to international agencies operating in the Batagram area is low.


2.    AIR OPERATIONS

General

  • All users of the UNJLC/UNHAS air cargo service have been requested to note that before UNHAS finally task an air cargo movement they will make telephone contact with the shipper to ensure that the goods are available and ready to move. Should they not be able to reach the user, the shipment will not be tasked. Users are encouraged to ensure that multiple contacts are available and that phone numbers provided on the request form are accessible up until the move is completed.
    • Any request for passengers to accompany their cargo must be lodged with UNHAS through the passenger movement request mechanism noting, where possible, the cargo movement request number.
  • UNHAS has brought in two additional Mi-8s which are now operational.
  • The NATO Airbridge is now closed to all new requests.
  • The backlog of cargo following Eid and a spate of bad weather is easing, however users can expect a two to three day delay in transporting goods and are requested to submit their cargo movement requests as soon as their shipment is confirmed on their end.   • The US military is training UNHAS staff and the Pakistan Military at Chatterplain in sling load operations.
    • US Military Chinooks currently moving 150 tonnes a day out of Muzaffarabad and Chatterplain.
  • IOM now has a prototype of stackable wooden frames designed specifically for packing CGI sheeting by external or internal air transport. Trials held at Abbottabad have proven successful. IOM is now offering free CGI packing for those requiring the service.  For more information contact the area IOM Logs Officer.
  • Concerns have been raised that aircraft have been unavailable to transport NFI and that there is some apparent confusion over air cargo prioritization mechanisms. UNJLC wishes to inform users that cargo is moved on a first come first served basis.
    • The Heads of Cluster were advised of this situation and that prioritization is possible on the instigation of the Heads of Cluster.

Batagram

  • Cargo operations were postponed at Chatterplain for several days due to bad weather.
  • Air cargo handling capacity will be increased at Chatterplain through sling load operations and the use of additional heavy lift helicopters.

Bagh

  • The air operation to Molan Wali has been proceeding well and is likely to be finalised by the end of this week.
  • Certain actors have voiced concerns about UNHAS ability to meet cargo request movements. This has led to some users attempting to bypass the UNJLC cargo movement request system and approaching operators directly. This leads to a deterioration of the service to the detriment of all.
  • The operation to fly goods into Hajira is progressing, however there has been some lack of responsiveness noted from the NGO requesting this service.

Muzaffarabad

  • During last week's period of road closures, the route from Muzaffarabad to the airport was cut and agency staff could not reach the airport HLZ for cargo loading. UNHAS has now offered a 9 am air service to shuttle agency and NGO staff from Muzaffarabad to the airport during times when ground transport is an issue.
  • UNHAS will task an Mi-26 to under-sling a UNOPS cargo container to Doba Behdi. An Mi-8 will also be made available to drop the construction team, who will stay on site for 3-5 days to build the BHU unit.  
  • Passenger booking for cargo flights has been an issue due to tight scheduling. UNHAS will now release the schedule earlier to allow passengers extra time to complete the procedure.

5.    LOGISTICS


General

  • UNJLC is issuing daily road updates and corresponding maps in times of inclement weather. See www.unjlc.org/pakistan/land/.
  • The policy on visas and landing permit extensions for relief workers serving in Pakistan has been revised. Landing permits for humanitarian workers entering Pakistan for the first time are no longer issued at the airport. A visa must be obtained in advance from the appropriate embassy. Currently some embassies are issuing these visas free of charge to relief workers while others are not. UNJLC is attempting to clarify the situation and obtain a fee waiver for those entering the country to serve the humanitarian effort. 
  • Relief workers already in Pakistan needing visa or landing permit extensions should now apply to the Directorate General of Immigration and Passports. It is not possible to reenter the country on an existing landing permit, even if it has not yet expired.

Batagram

  • Update from UN Agencies/IOs/NGOs on operations
    • Several agencies voiced concern that an NFI pipeline backlog caused by Eid and road blockages followed by a surge in incoming goods may cause congestion in warehouses.
      • Albukhari Care Centre is still awaiting confirmation on providing storage for other agencies in its facility.
      • WFP advised agencies looking for temporary storage solutions to consider Havellian/Abbottabad if bad weather does lead to overflow in the advanced distribution warehouses.
    • WFP reported that winterisation procedures at Chatterplain have considerably improved the site. Other agencies were advised by UNJLC to take similar steps. For winterisation procedures see www.unjlc.org/pakistan.
    • Agencies reported concerns on the availability of trucking assets to move items to final distribution points.
      • UNJLC provided details of local trucking companies and requested clarification on available IOM assets, including additional support from IOM Mansehra and potential 4WD fleet to facilitate access to remote areas.

Bagh

  • UNJLC to chair Logs Cluster meeting until WFP replacement arrives.
  • ATLAS have established an office in Bagh focusing on secondary transport in the area.

  • High Altitude Team (HAT) now on location in Bagh. They have offered their services for assessment purposes while awaiting the arrival of their equipment. 
  • An agreement has been reached to keep costs for labour and transport assets at a common price where possible. Average costs for labour: 250-300 rupees per day. Average cost for transport:  50-60,000 rupees per month plus fuel. 
  • IOM now has capacity to move cargo into Rawalakot.

Mansehra

  • UNJLC new office address:  B-179, 2nd Main Road, Ghazi Kot, Mansehra.
  • UNICEF engaging in large NFI distribution through IOM, which has expanded its local truck fleet to meet capacity.
  • UNHCR to provide kerosene through March for stove distribution project in some 50 Mansehra District IDP camps.
  • Interagency assessment taking place in Balakot district to evaluate transitional housing and return issues (OCHA, UNHABITAT, UNDP).
  • A large-scale effort led by IOM and OCHA is underway to assess the problem of spontaneous tent villages. UNJLC is providing GPS training to team leaders as part of its road assessment training.

Muzaffarabad

  • The Muzaffarabad emergency planning cell is up and running. Updated data is still awaited from the Pakistan military.
  • Concerns have been raised about follow-up on surface to air transport booked through UNJLC. Direct off-the-truck loading to the aircraft is a more effective use of resources when cargo is transported by road then air. Currently, cargo is often stored at inter-agency warehouses. 
    • Cargo and labour shuttles between the Inter-Agency warehouse and the HLZ is provided by WFP upon UNJLC request. 
  • Clarification of warehouse needs is required from agencies and NGOs. Stocking requirements for short-term in-transit cargo should be specified on cargo request form.

6.    CIVIL-MILITARY LOGS

Batagram

  • OCHA in Batagram is to handle all CM Coordination work with the exception of matters pertaining to roads. This will be handled by UNJLC.

Bagh

  • CM coordination has been established with the Military and Civil authorities in Rawalakot.

Muzaffarabad

  • Muzaffarabad lacks a clear CM Logs representative.

7. FUEL

Nothing further to report.

8. NFI PIPELINE

General

  • UNJLC is using the LSS data on pipeline and historical distribution data to make projections of tonnages by air and road cargo required.
    • Draft 3 of the LSS pipeline overview has been released. It includes all available on-order pipeline data up to January 20, 2006. It has now been submitted to agencies/NGOs for corrections and updates.

Batagram

  • UNJLC has requested UN agency pipeline data to facilitate future planning of interagency storage assets.

9. ROAD STATUS

  • UNJLC is prioritizing road assessments and training partners in GPS data gathering for road mapping purposes.

10. WAREHOUSING

Batagram

  • WFP has plans to erect two further temporary warehouses in Chatterplain and Batagram. Further temporary warehouses may be ordered and interagency space made available subject to agencies submitting pipeline data to UNJLC to demonstrate requirement.

Bagh

  • 34x10 WFP/ATLAS temporary warehouse is in the process of construction in Bagh. GPS - N 33°59.301'  E 073°46.517'. It will be managed by Atlas for interagency and NGO use.

  • As part of contingency planning, one additional large interagency temporary warehouse and two smaller (5x7) temporary warehouses have been provided by WFP.

Mansehra

  • Oxfam has rented a 600 m2 warehouse in Mansehra.
  • Lack of designated interagency temporary warehouses in Mansehra. The two existing ones are dedicated to World Vision and WHO
  • The WFP temporary warehouse has space available for temporary storage.

Muzaffarabad

  • ICRC is planning a 10mX24m temporary warehouse at the airport to supply their sling operations which are due to begin next week.
  • UNHCR has two warehouses at full capacity. OXFAM has available space in their warehouse for their incoming cargo.
  • The interagency warehouse (provided by WFP, managed by TNT) at the airport has available capacity.

11. COMMODITY AVAILABILITY

Batagram

  • CGI sheeting is still currently in short supply.
