1. SECURITY
Mansehra
- Access towards the Oghi area (north west of Mansehra) is allowed under police escort.
- Access past Oghi is currently denied due to tribal tensions in Khala Dhaka.
- All UN Agencies have again been requested to ensure that drivers reduce speed and adhere to the basic rules of the road after the occurrence of two minor traffic accidents.
- UNDSS have advised all missions working north of Balakot, specifically in the Kaghan Valley, to have returned to Balakot by 18.00 hrs as travelling on this road in the dark is extremely dangerous.
- Missions not staying overnight in Balakot should have returned to Mansehra city by 20.00 hrs.
Muzaffarabad
- The AJK Government has announced that for all travel of internationals outside of municipal boundaries approval of four government agencies is required.
- Security clearances to AJK area should be submitted to UNDSS before 17.00 hrs. for missions planned for the next day.
- Police and military have termed recent changes in security procedures as anti-terrorist and anti-aggression measures.
- Movement within municipal boundaries is again unrestricted after limitations were set earlier this week.
- Special permission is needed for vehicles staying overnight outside the camp or leaving after 21.00 hrs.
- UNJLC is looking into the capacity for Medivac after the withdrawal of UNHAS.
- Humanitarian agencies' drivers have been observed selling humanitarian goods.
- Government officials have warned that arrests will follow if this continues.
2. AIR OPERATIONS
General
- UNHAS' last flying day is 31 May.
- Cargo movement requests can be filed with the UNJLC CMCC up till 27 May 12.00 hrs.

Mansehra
- All helicopter deliveries to Jared in Kaghan Valley for IOM have been completed.
3. CUSTOMS AND IMMIGRATION
General
- Tax exemptions can be obtained for all assets that are being donated to ERRA or local governments.
- Imported items are not exempted from tax.
- Agencies can apply for tax exemption for items that are not made in or available in Pakistan.
- No tax exemption can be obtained for vehicles.
- No changes will be made in previously agreed tax exemption agreements with UN agencies.
4. ROADS
General
- Requests for hard copy maps can be sent to unjlcmapping@gmail.com until 15 June.
- UNJLC is currently determining its priorities for mapping over the month of June. Input on agencies' needs for further mapping can be sent to unjlcmapping@gmail.com

Muzaffarabad
- Samiritan's Purse have provided maps and lists of roads they will be rebuilding.
- UNJLC is looking to incorporate this spatial data into JLC mapping products.
- Road conditions have remained stable in line with the good weather.
5. LOGISTICS
General
- ATLAS Logistique will cease its operations by 31 July.
- Transport services will be ceased before, on a date to be confirmed.
- Only cargo which has already been forecasted will be moved.
Bagh
- No residual camp has been designated yet.
- Negotiations are ongoing.
- The landowners of the current camps have been paid their dues.
Mansehra
- All three residual camps in the area of Mansehra are now under the administration of the local government.
Muzaffarabad
- The AJK Government has confirmed that the population of 18 villages in areas prone to seismic activity will be moved into camps.
- The operation is planned to be completed by 1 July.
- No formal request for assistance has been filed to the humanitarian community yet.
- UNDP report that Haolian (Jhelum Valley), one of the 18 villages, has spontaneously relocated itself.
6. CIVIL-MILITARY LOGS

7. NFI PIPELINE
Nothing further to report.
8. WAREHOUSING
Bagh
- WFP has been advised that the four temporary warehouses located at the Boys College are allowed to remain there until 30 June.
9. COMMODITY AVAILABILITY
General
- The cost of sand is reported to have risen in some areas.
- The main cause is the cost of transportation.
- Local sourcing sites in NWFP have been identified.
- ERRA has announced that it has negotiated with manufacturers and transporters of reconstruction materials to establish benchmark prices.
- These prices will be published on www.erra.gov.pk
- ERRA tries to put a benchmark price for transport from Islamabad to the major hubs. Prices of onward transport will be locally controlled.

10. OTHER INFORMATION
General
- ERRA has advised that the District Reconstruction Units (DRUs) are the focal points of reconstruction at the district level.
- The DRUs are responsible for planning, implementation and monitoring.
- Two types of meetings will be held at district level:
- General Coordination meetings;
- Specialist (Working Groups) meetings for each sector.
- WFP has advised that all three UN camps will be retained until 31 August.
- Office space will be provided for international and national staff. Accommodation and food services will continue to be provided for international staff.
- National staff are advised to find alternative accommodation by 1 June.
Bagh
- The UN Camp will remain in the same place and will not be moved to Namanpura.
Mansehra
- Issues concerning government land registration and compensation continue to arise.
- All co-ordination meetings (general & heads of Working Groups) were cancelled 25 May, as senior staff of the relevant district government departments attended a workshop on disaster preparedness organised by OCHA.
Muzaffarabad
- UN Habitat has started training in conjunction with ERRA's District Housing Coordinator.
- No clarity has been obtained yet on SERRA's operating procedures.
- As OCHA is leaving 14 June:
- UNICEF might take over internet support services.
- UNICEF will assume the chair of the Heads of Agencies meeting.
