1. SECURITY
Bagh
- Large political rallies are now banned unless they are approved by the police first.
- This is likely to reduce the incidence of traffic restrictions.
Mansehra
- UNDSS has restricted the movement of UN vehicles to the main bazaar area of Mansehra city on Fridays from 12.00 till 15.00 as a precautionary measure.
- UNDSS have advised staff to be vigilant as this time of the year is the tourist season and there might be a surge in petty crimes such as theft and bag snatching.
Muzaffarabad
- UNDSS assess the area as politically calm. However, anti-USA slogans have been painted on walls and shop fronts within Muzaffarabad city limits.
- The use of alcohol has been banned in the UN camp.
- Lipa Valley is now only accessible with prior permission obtained from the military/interior ministry.
2. AIR OPERATIONS
General
- The UNJLC Cargo Movement Coordination Cell (CMCC) will close along with UNHAS on May 31st.
- Until that time, Cargo Movement Requests are welcome although space availability is limited.
- As UNHAS will be closing down, it has several items of equipment available for sale. For specifications, please contact UNHAS at Islamabad.unhas@wfp.org
Mansehra
- IOM have requested a cargo flight for Jared in Kaghan valley to transport 6 MT of CGI sheets and Shelter Kits.
Muzaffarabad
- ICRC has ceased its helicopter operations and has fuel to dispose of to a humanitarian actor.
3. CUSTOMS AND IMMIGRATION
Nothing further to report.
4. ROADS
General
- The rains that occurred on the evening of Tuesday, May 16th appear to have triggered few changes in the status of primary roads. However, caution is advised as there might be rocks on the road.
- HIC and UNJLC have developed the QuakeZone MapKit, which is a CD that allows the creation of maps with newly collected data and building on existing spatial data.
- A training programme will be conducted in Mansehra, Muzaffarabad, Bagh and Islamabad. The trainings in the three hubs will take place on 23rd and 24th of May; the training in Islamabad takes place on 30th and 31st of May.
- Many UNJLC maps have been updated over the past month. Any organisation wanting updated maps can submit a map request to unjlcmapping@gmail.com

Bagh
- The road Bagh-Chicotti has been assessed to be very rough and not recommended for general use.
Mansehra
- The Pakistan Military and IOM report that the road to Naran in Kaghan Valley is now open to 4X4 vehicles.
- The Pakistan Military is working on the Balakot- Kaghan road at Kawai and Mandri.
- These are the most difficult crossing points on this road and also very vulnerable to land slides.
- According to UNDSS, the road to Kaghan is now accessible by light vehicles. Vehicles can also reach 3 km short of Naran.
- The District Coordination Officer (DCO) has announced that it has no heavy equipment for road clearance available anymore due to a lack of funding.
- The equipment was used by both the Pakistan Military and the district government itself.
- The DCO is currently trying to source funding.
5. LOGISTICS
General
- ATLAS Logistique, provider of free surface transport, will only move cargo already forecast unless the project is funded by ECHO.
- New Cargo Movement Requests for ECHO-funded projects can still be handed in to UNJLC’s CMCC.
Bagh
- No residual camp has been designated yet. Negotiations are ongoing.
Mansehra
- All 55 official IDP camps have been closed.
- Returns from official camps are over 90 percent complete.
- This excludes the residual case load.
- Two residual camps are retained: Kashtra and Siransialkot.
- In Kashtra camp 515 persons (103 families) remain; in Siransialkot 417 persons (70 families) remain.
- Out of the 616 spontaneous camps only 18 remain.
- These 18 camps contain over 50 families each.
- In order to be able to concentrate on moving IDPs from the 18 camps of over 50 families, IOM has suspended the movement of IDPs from the under 50 families spontaneous camps and from host families until June 1st.
- This is the final opportunity for families from these 18 camps to return home as IOM will not again offer them transport free of charge.
Muzaffarabad
- As of May 16th, Atlas Logistique co-chairs the Logistics Forum.
- CMO and the AJK Government have asked the humanitarian community to assist in the movement of the population of 17 or 18 villages that are deemed susceptible to further destruction in the monsoon season.
- No formal request from Islamabad has been received yet.
- The residual caseload and population of these villages together total 91,339 persons (18,756 families).
- Residual caseload: 38,609 persons (6,422 families).
- Villages: 52,730 persons (12,334 families)
- The residual caseload is in camps already or is currently being moved into these.
- For the population of the villages, camps will be identified and constructed and services organized by June 15th 2006.
- Families will be moved into the camps by July 1st 2006.
- Both the residual caseload and the population from the villages will possibly remain in camps until March 31st 2007.
- CMO projects the following need for NFI:

7. NFI PIPELINE
Muzaffarabad
- NGO are holding onto NFI stocks in anticipation of the distribution to residual IDPs and the caseload from the villages prone to seismic activity.
- UNDP is coordinating with Atlas Logistique to distribute 99,990 sheets of CGI in the Muzzaffarabad area.
8. WAREHOUSING
General
- WFP has announced that it will continue to manage interagency warehousing services until July 12th.
- The possibility of an extension is being investigated.
Bagh
- WFP has been asked to remove its temporary warehouses from the Boys College site as the warehouses are taking up the sports area and the traffic is disturbing exams.
- WFP is looking into solutions.
9. COMMODITY AVAILABILITY
General

Mansehra
- The Livelihood Working Group has recognized that farmers need to be provided with seed in time for the planting of their crops.
- NGOs have shown concern about the shortage of seed.
10. OTHER INFORMATION
General
- Currently, discussions in Islamabad are ongoing as to the feasibility of retaining all three UN camps until August 31st.
- National staff would need to be accommodated outside of the camps as of June 1st in Bagh and Batagram and June 15th in Muzaffarabad.
Bagh
- WFP is planning to move the UN Camp to Namanpura.
- There are concerns as the site is not secure and is located approximately a 20-30 minutes drive from Bagh.
Mansehra
- As of June 1st, the DCO will chair the General Coordination meeting as OCHA is leaving.
