1. SECURITY

Bagh

  • Political rallies have been held for various parties which have caused some traffic delays. No anger against UN or NGO activities has been reported.

Mansehra

  • UNDSS advises all UN agencies to be vigilant regarding the parking and security of their vehicles owing to recent thefts.

2. AIR OPERATIONS

General

  • Helicopter capacity has decreased this week with the redeployment of the ICRC Mi-8 and the two MSF Holland Squirrels.
  • UNHAS helicopter capacity remains at four.

Mansehra

  • Regular but limited cargo and passenger flights are being carried out.
    • A local NGO is bringing cargo from Mansehra to the Kaghan valley. UNICEF has requested a cargo flight to the Kaghan Valley as well.


3. CUSTOMS AND IMMIGRATION

Nothing further to report.


4. ROADS

General

  • All primary roads are open except for the route to Kaghan Valley. The majority of secondary roads is open as well. Many tertiary roads, which are important for reaching settlements, remain blocked and the status of others is unknown.
  • UNJLC is seeking an agency to take over road mapping and reporting at the end of its operation (June 30th).
  • UNJLC field staff are continuing road assessments to collect priority road GPS data and assist in transport requirements.

Bagh

  • All major roads are open at present and awaiting the necessary repairs that should be undertaken before the monsoon season.
    • Some minor roads around the centre of Bagh are closed as rubble removal at this level is limited.
  • The road between Bagh and Bir Pani is open, but remains dangerous in places. Caution is advised.
  • No connecting road appears to exist between Thob and Bir Pani.
  • Roads around Bani Manhasan can only be used by small 4WD.

Mansehra

  • A road assessment has been carried out along the route Shinkiari-Nawazabad-Devoli.
  • The route from Balakot to Kaghan is in a bad condition and the journey takes approximately six hours. Landslides continue to occur, but are regularly being cleared by the Pakistan Military.

Muzaffarabad

  • Roads are considerably more stable due to the good weather. Some secondary roads still need clearing.
    • No definite priorities have been set for this by the Public Works Department (PWD).
    • Only one battalion of engineers will support the District Reconstruction Unit (DRU).

5. LOGISTICS

Bagh

  • No residual camp has been designated yet. Negotiations for the camp of Manbagjeri are ongoing as this camp has the best facilities.
  • WFP have settled a transport contract. UNJLC requested that it receive data obtained in the tender process for release to the humanitarian community.

Mansehra

  • There are in excess of 1,400 people (200 families) within the three residual camps in the area of Mansehra - Kashtra, Meira and Siran Sialkot.
    • An additional 370 families are expected from the remaining official camps, spontaneous camps and/or host families.
    • 250 families will be assigned to Kashtra and 170 families to Siran Sialkot.
  • IOM is returning around 250 IDP families per day.
  • This number is made up of 100 families from Manshera, 50 families from Balakot and 100 families from Bara Koh in Islamabad.
  • All are returning to the Kaghan Valley.
  • Balakot is due to be rebuilt in the Bakarial area which is half way between Mansehra & Shinkiari on the east side of the Karakoram Highway.
    • A two to three year transition period is expected. Compensation cash is to be used to build transitional houses on current sites in Balakot.
    • New houses will be built by the Government in the Bakarial area and provided free-of-charge to the Balakot affectees.

Muzaffarabad

  • Mercy Corps has taken over water trucking responsibilities from OXFAM for a period of two months to allow UNICEF to find an alternative partner. 
    • The service for 26 camps will run only until June 30th 2006.


6. CIVIL-MILITARY LOGS

Nothing further to report.

7. NFI PIPELINE

Muzaffarabad

  • ERRA estimated in its meeting with the humanitarian community that there is a need for 95,000 to 100,000 people's worth of NFI in the area of Muzaffarabad, instead of the previous estimates of 70,000.
    • 60,000 of these 100,000 are people that may be moved into camps as their villages are located in areas prone to seismic activity.
    • The residual caseload would come to 40,000.

Mansehra

  • UNICEF plans to move CGI and Quilts by air to Kaghan Valley from Mansehra.
  • NRC wants to move 57 tons of Shelter kits, CGI and blankets by air from Chattarplain.

8. WAREHOUSING

Bagh

  • ARC may need extra storage for seeds and have approached WFP for assistance.
  • UNICEF will ship and distribute directly from Islamabad whenever possible.

Muzaffarabad

  • Storage for NFI is limited.

9. COMMODITY AVAILABILITY

General

  • CGI is reported to be readily available in all hubs.

Bagh

  • There is no food shortage in Bagh.
  • NGOs at the General Coordination Meeting level have with the help of UNJLC established a matrix to record  the prices of skilled labour and construction materials.

Mansehra

  • All essential items, including reconstruction material, are readily available in the market.

10. OTHER INFORMATION

Bagh

  • WFP has announced that the UN base camp will be retained for another three months until August 15th.

Mansehra

  • Batagram camp is scheduled to close as of May 15th.
    • The site will be taken over by UNICEF for their offices.
  • In line with the transition from relief to recovery local co-ordination structures have been revised to recognise the new activities and the increased responsibility of the civilian authorities.
    • The Transitional Relief Cell now has two working groups - Health and Camp Management & Shelter; the Recovery Planning Cell has four - Early Recovery, Livelihoods, Education and WATSAN.
    • Each working group is headed by district administration personnel and all meetings are carried out in government offices. These co-ordination structures will be periodically reviewed as the situation develops.
  • The Deputy Chairman of ERRA, LT General Nadeem, stressed the need for better cooperation and liaison amongst all stake holders and the Government agencies. Also, regular meetings should be held to increase information sharing.

Muzaffarabad

  • Merlin is restructuring its logistics effort. It is centralising in Muzaffarabad rather than Islamabad.
    • All stocks are being brought forward to Muzaffarabad.
    • Merlin is looking to rent its own warehouse.
    • A forward logistics base will be opened in Panj Gran facilitating shorter transit times to upper Neelum.
  • Merlin has managed to get cargo into Serli Sacha, an area until recently considered inaccessible, via footbridge.
    • UNJLC is planning to map this route.
