1.    SECURITY

General

  • There have been demonstrations and incidents of flag burning in numerous places across Pakistan following a cartoon of the prophet Mohammed appearing in a Danish newspaper and subsequently in Norway and France.
    • UNHAS and some other organizations have pulled Danish and Norwegian staff members from the field and replaced them with emergency teams of other nationalities.
    • The ICRC has reported two cases of its flags being burned. The flags were most likely mistaken for Danish due to their colours.
  • These protests have coincided with the Muslim holy month of Muharram, which began on January 31st and has a history of tension and sectarian violence.  The traditional Ashura processions took place on the 8th and 9th of February.
    • All international humanitarian workers were warned to take security measures during this period and avoid the procession areas in their duty stations.
    • Field staff have been confined to their respective UN accommodation camps during periods of the day over the 8th, 9th and 10th of February and strict curfews have been in place.
    • The Pakistan Military has reinforced security throughout the affected area.
    • At least 27 people were killed in a suspected suicide bomb attack and subsequent violence at an Ashura procession in the town of Hangu, NWFP. (Source BBC)


Batagram

  • There have been cases of groups of locals protesting outside the Danish-run UN staff accommodation camp.
    • All Danish nationals withdrew to Islamabad on February 6th to be replaced by an emergency team for the near future.


Bagh

Mansehra

  • All road missions to Mansehra and Batagram were cancelled on February 10th due to planned demonstrations on the Mansehra Road.


Muzaffarabad

  • The security situation has been tense and movement for internationals has been highly restricted during Ashura.
  • The airport and roads were shut down due to the president's visit for Kashmir Solidarity Day on February 5th, 2006.


2.    AIR OPERATIONS

General

  • Cargo flights have been cancelled on February 8th, 9th and 10th due to Muharram. Passenger flights were also suspended over the 8th and 9th and operated at reduced capacity February 10th.
  • The 2 Australian S-70s previously working under the US and Pakistan Militaries will now be tasked by UNHAS.
  • The US Military are preparing for the handover of their Muzaffarabad fuel farm and are training Pakistan Military staff in operational procedures. The transition process will be complete by the end of February.


Batagram

  • The helipad at Patan has been assessed and judged sufficient for a temporary northern air base if needed.

4.    INFRASTRUCTURE AND STATIC ROAD ASSESSMENT


General

  • UNJLC is offering to provide GPS units and training for those participating in data collection and road assessments.

Batagram

  • UNJLC GIS personnel have been in Batagram assisting with UNDSS assessments of the Allai Valley.
  • GPS tracking and road assessment has been completed for the area between Besham and Dassu. The results are as follows:


KKH Road Between Besham and Dassu

Distance: 73km
Travel time: 2 hours, 26 minutes
Vehicles:  Open to vehicles up to 10MT

  • 2-lane paved road along valley slope
  • At various point road reduced to 1 lane from landslides which have not been fully cleared
  • Most of the route has a cliff face one side and a sheer drop on the other

Approx 35km
78 minutes travel time
This is the rougher stretch of road, there is evidence of landslides every few kilometers,

Patan - Dassu
Approx 38km
68 minutes travel time
Evidence of recent landslides becomes less frequent past Patan

5.    LOGISTICS


General

  • Most meetings were cancelled this week due to Muharram. Operations have also almost stopped for these three days due to the security situation and a lack of available local staff.

Batagram

  • UNJLC has initiated an email bulletin with road and weather updates which now goes out every morning to provide timely road information to the local humanitarian community.
  • WFP and UNJLC have been investigating the possibility of establishing a ground movement hub in Thakot to ease congestion at Chappegram and Chatterplain. A site has now been chosen should this take place.
  • There have been some recent issues regarding CGI arriving at Chatterplain with little notice and no warehouse space available.
    • A meeting has been arranged with those responsible to address the issue.
  • The site at Bana is being fitted with a radio room which will ease the current security restrictions and enable international staff to spend the night there. However more work is needed on the UN camp.


Mansehra

  • MSF is in need of 1000 CGI sheets.
  • IMC is initiating a wat/san project and distribution in the area.
  • The medical evacuation plan for Mansehra, including an assigned doctor, has been drafted by UNDSS and is awaiting input.


Muzaffarabad

  • The village of Jabbar Barian has been assessed by UNOPS and WHO.
    • Population is roughly around 9,000 to 10,000.
    • Ninety percent of the houses in the village have been partially damaged
    • Local leaders have requested CGI sheeting and blankets for all families. 
    • Islamic relief and Red Cross have already completed some distribution. Their data has been requested.
  • UNHCR is continuing to distribute stoves and kerosene.  Fire fighting equipment for the camps has been donated by UNICEF and is being distributed by the military.

8. NFI PIPELINE

General

  • USAID is bringing in tents, temporary schools and facilities.
  • UNJLC is using the LSS data on pipeline and historical distribution data to make projections of tonnages by air and road cargo required. 
    • The latest incoming on order data to the 1st of February has now been consolidated. 
    • To date there has been a very poor response to requests for January pipeline data for donor and planning purposes (only 22 agencies/organisations). The following breakdown shows who has submitted their data and who has not yet made it available:

9. ROAD STATUS

General


Batagram

  • The road from Bana to Lower Tandol has been opened for small vehicles
  • The road from Thakot to Darband through Kala Dhaka along the Indus River has been opened by the Pakistan Military engineers. It is now being used by ACTED and IOM to supply aid to the area.


Mansehra

  • The Ghanol bridge on the Balakot to Kaghan road is now open but the road remains in bad condition. Pak Mil Engineers consider it open for 10MT trucks, however UNDSS have declared it Red-No-Go for UN personnel.


10. WAREHOUSING

General


Bagh

  • WFP is establishing temporary warehouses for NRSP and ARC. Exact location and size TBC.

12. OTHER INFORMATION

Bagh

  • The Bagh UN accommodation camp remains an issue due to overcrowding. Discussions are ongoing over whether to enlarge or relocate it to an alternative location.
