IMPORT NOC PROCEDURE

This procedure rescinds all previous instructions/directions issued by the Central Board of Revenue issued since 8/10/05 regarding import clearance of earthquake relief goods.

The current procedure is as follows:

1.    A letter on organization letterhead should be written to ERRA requesting a No Objection Certificate (NOC). This letter must justify that the imported commodities are needed for rehabilitation and reconstruction use for the benefit of the earthquake victims.

2.    The letter should be accompanied by all relevant import documents such as airwaybill/bill of lading, commercial invoice, packing list etc.

3.    This letter should be addressed and delivered to:

           ERRA Office
           General Nadeem
           Copy to Mr Mohyuddin Ahmad Wani
           C/- Room 203D
           Prime Ministers Secretariat
           Islamabad
           (ph 051 9008484)
 
Entry to the Secretariat is restricted. The guard can phone Mr Mohyuddin Ahmad Wani or Mr Raja Azeem at extension 484, at which point a representative will come out and collect the documents.

4.    ERRA will process the application within 24 hours and forward it to the Cabinet Division for completion. The NOC will then be available within a further 24 hours from the same office of the Cabinet Division that the NOCs were previously processed in.

Most goods will be covered under the above system including operational support equipment such as computers, radios etc. Vehicles will not be approved under this system. The UN does have other options available to them.
