UNJLC Pakistan Earthquake
BULLETIN No. 1

UNJLC Bulletins aim to provide a clear and concise regular overview of the situation as it exists in the earthquake-affected area of Pakistan and contiguous areas with regards to logistics matters affecting immediate relief work by the humanitarian community. They focus on practical issues that affect the welfare of the afflicted populace and related humanitarian work such as the status of transport routes for humanitarian supplies and personnel into the area, relevant administrative or commercial developments, air (including strategic airlift and helicopter operations), Customs and immigration matters, and availability of accommodation and fuels. They further seek to identify major issues for the humanitarian community and other interested parties, to provide relevant background and constructive recommendations on current issues, and to alert responsible parties to emerging issues. This bulletin will be produced daily until further notice.
1. Activation and Deployment
The unit comprises four main cells:
- Logistics
- Air (including strategic lift and helicopters)
- Civil-Military Co-ordination
- Information
The UNJLC Pakistan Information Manager is co-located with the OCHA Emergency Co-ordination Centre, UNICEF Building, 90 Marghalla Road, F-8/2, Islamabad.
2. Logistics Overview and Organisation
UN agencies and responding NGO’s are organised into 10 “clusters” to allow more effective co-ordination and response. A key cluster is Logistics, chaired by WFP. UNJLC participates actively in this cluster.
In order to develop an urgently needed comprehensive overview of the logistics situation, UNJLC has distributed a questionnaire to members of the Logistics Cluster as follows:

It is imperative, in order to allow UNJLC and the Logistics Cluster to more effectively co-ordinate logistics and make the best possible use of the scare resources available in what is a difficult and deteriorating environment, that responding agencies provide this information, even if incomplete, as soon as possible. At present, given weather conditions in the affected area, priority is being given to shelter items.
3. Cluster Information

Daily situation reports from the UN Emergency Response Centre – Islamabad are available on www.reliefweb.int.
4. Mapping
UNJLC has developed a General Logistics and Planning Map for Northern Pakistan and Kashmir, available at http://www.unjlc.org/Pakistan/Maps/unjlcgeographicmap. 2005-10-13.3290202494. This is a large, foldable map, 33 inches by 24 inches.
Further maps are available from the Humanitarian Information Centre, located in the Emergency Co-ordination Centre, supported by British NGO MapAction.
5. Aviation
At time of writing, UN Humanitarian Air Services (UNHAS) has four Mi-8 helicopters deployed and operational. Two of these are from UNOPS with the remaining two, chartered by UNHAS. A minimum of a further seven Mi-8 helicopters and an Mi-26 are expected to be on location and operational by October 22nd, for a total of eleven Mi-8’s and one Mi-26.
A further six Mi-8’s and one Mi-26 may be contracted in during the following week.
An Mi-8 can carry 2.5 tonnes, depending on variant, or up to 19 passengers, depending on the area and nature of the landing zone. An Mi-26 can carry between 18 and 19 tonnes. It does not carry passengers except for casualties.
UNHAS is establishing a schedule to carry humanitarian workers into the affected area from today, 17th October, servicing Muzaffarabad and Manshera from Islamabad. Check-in will be at Islamabad Airport Domestic Departures at 0700 hours, returning to Islamabad at 1615 hours. These flights will the available free-of-charge to all UN agencies, responding NGO’s and donor country personnel.
Passenger bookings may be done at UNHAS premises.
Other helicopter assets deployed are estimated by UNJLC at two Mi-8’s, nine Mi-17’s, three UH-60 Blackhawks, five CH-47 Chinooks, four CH-53 Super Stallions, 26 Pakistani Air Force Bell 412’s, a Puma, two Sea Kings, and six UH-1 Hueys, from a combination of the International Federation of the Red Cross, the Pakistani, German, US and Japanese military, and the Agha Khan Foundation.
6. Road Access
According to UNDSS (UN Department of Safety and Security), the access status of the following main routes in the North West Frontier Province, at time of writing, is as follows:

- Islamabad to Muzaffarabad, via Manshera and Ghari Habibullah
- Manshera to Balakot
- Kara Korum Highway, Manshera to Batagram
- Kara Korum Highway, Thakat to Bisham
- Swat to Shangla Pass, towards Kara Korum Highway
- Muzaffarabad to Bagh
- Muzaffarabad to Chakoti, up to one km short of Garhi Dupatta
Closed
- Islamabad to Bagh, via Rawalakot
- Muzaffarabad to Neelum Valley
- Balakot to Kaghan Valley. Expect to take about a week to open.
- Kara Korum Highway, between Batagram to Thakat Bridge
- Bagh to Haji Pier Pass

7. Rapid Assessment
UNJLC Standard Assessment forms are available at http://www.unjlc.org/11403/11412/index_html. Respond- ing organisations are asked to complete these and e-mail them to assessments@unjlc.org.
HIC Pakistan has published a standardised one-page Rapid Inter-Agency Assessment form. All NGO’s and agencies are encouraged to utilise this in any field missions and to return it to the Emergency Response Centre. The form will be available for downloading from the HIC website, and www.unjlc.org and from www.un.org.pk.
8. Field Accommodation
Swedish Rescue Services Agency will be establishing a 60-person camp at Muzaffarabad on October 18th. Space will be available to humanitarian workers in the next few days.
A second, smaller 30-person camp will be established at Manshera on about 19th or 20th October. A third, similarly-sized camp will be established at Bagh, with a fourth at a location to be determined.
UNJLC will advise of how bookings may be made.
