PASSENGER NOTICE

TERMS AND CONDITIONS OF CARRIAGE BY UNHAS AIRCRAFT

Status of UNHAS

1.    UNHAS is a non-profit UN service provider under the stewardship of the United Nations World Food Programme which provides it with administrative and logistics support.  UNHAS Pakistan is funded by contributions from the Donor Community and on a cost recovery basis for special flights.

2.     UNHAS organizes and manages air transport services for the UNHAS User Community (UUC). UNHAS is not an aircraft operator and bears no responsibility for passenger liabilities associated with the transportation of passengers and cargo.  This responsibility lies with the operators contracted to provide UNHAS with the capabilities to provide the air transport service. The contract of carriage is between the aircraft operator who carries the pre-requisite insurance coverage for passenger and consignor of cargo in accordance with international requirements.   

Application for Registration for Membership of the UNHAS User Community

3.    Membership to the UUC is by application to, and by approval of, the United Nations Country Team (UNCT).  Membership is open to organizations engaged in humanitarian and development activities in Pakistan which include but is not limited to:

  • a.    UN Agencies and their implementing NGO partners,
  • b.    Governments and Donor Organizations; and
  • c.    NGOs and organizations which are sponsored/contracted by Governments and Donor organizations to implement humanitarian and development projects; and
  • d.    Any organization/individual on a case by case basis.

Note: Membership is NOT open to the local private commercial sector.

4.    The registration form for membership is shown in Annex "A".  The registration form, duly completed is to be submitted to the Chief Air Transport Officer (CATO),UNHAS Office, Islamabad as follows:

  • a.    For UN Agencies, Governments and Donor Organizations, only the registration form duly completed is required.
  • b.    For all others, the duly completed registration form must be submitted with:
    • (1)    A formal covering letter on the applicant's formal stationary requesting for membership of the UUC addressed to:

      The United Nations Country Team (UNCT),
      United Nations Humanitarian Air Service
      House 6, Street 2, F/8-3,
      Islamabad,
      Pakistan
    • (2)    A copy of the organizations certificate of registration; and
    • (3)    A letter of sponsorship from one of the entities in 4a above,

5.    The application will be presented to, and eligibility considered by the UNCT at its regular meetings. All applicants will receive notification of the outcome of their application.

Note:  All applications MUST provide clear samples of the signatures of the Officers who are delegated the authority by the Head of the organization to authorized passengers.  

Seat Reservations

6.    The procedure for the reservation of seats on UNHAS aircraft is as follows:

  • a.    For official travel:

The submission of duly completed Passenger Movement Request (PMR) approved     by the passenger's head of organization or designated official.

7.    All reservations must be made by presentation of the documentation required above.  Reservations must be made by the passenger's organization in Islamabad through the Reservation Office at the UNHAS office, Islamabad (F-8/3, Street 2, House 6).

8.     No requests for reservations by Email will be accepted unless completed PBR form, correctly signed and stamped by authorizing authority, is received.

9.    Reservations will be confirmed on a first come, first served basis, and seats are limited to 2 seats per agency.  Additional passengers from the same agency will be placed on the waiting list (see para 16 below).  Passengers will be notified when making their reservation in cases where seats are no longer available and it will be up to the passenger to decide if he/she wants to be WAIT LISTED.  

10.    Reservations for all flights will close at 1200 hrs the day before the date of the scheduled departure.

11.    Reservations can only be made at the UNHAS office in Islamabad.

Note: When completing the PMR, Passengers are required to insert the Surname (Family Name) followed by their given name(s) and provide the name and contact coordinates of their Next-of-Kin.

Collection of Tickets

12.    Tickets may be collected at all UNHAS offices from Monday - Friday between 1100 and 1300 daily ONLY.  For special flights scheduled on Saturday or Sunday and for Monday's scheduled flight, tickets must be collected before 1300 on Friday.

13.    Tickets for passengers in the field will only be issued by the UNHAS representative (Bagh, Chatter Plain, Muzaffarabad and Abbottabad).  Where no UNHAS representative is present, the tickets will be given to and issued by the aircrew against identification and manifest.

14.    No passenger will be allowed to board that is not manifested and/or in possession of a ticket.

Security Clearance

15.    Individuals and their parent organizations are collectively responsible for ensuring that necessary security clearance is obtained prior to travel.     

Check-In Procedures

16.    Times.  The check-in counter in Islamabad opens one (1) hour before departure.  Check-in closes 30 minutes before departure.  Available seats will then be allocated to standby passengers in accordance to the reservation list unless earlier confirmation is received.

17.    Documentation.   To receive a boarding pass (Islamabad) or ticket in the field, ALL passengers are required to produce a formal, government issued document which displays a photo, agency or organisation identification.  Passengers representing and agency or organisation must be in possession of a signed letter to this effect.  Passengers who do not possess the proper documentation shall be refused permission to board.

18.    Ground Transportation To/From Terminals. Except where transportation is provided free between terminals at airports, passengers are required to make their own arrangements for travel to and from UNHAS departure terminals, helicopter landing zones, airstrips etc.

ERRA, Pak Mil and Government Officials

19.    All ERRA, Pak Mil and Government Officials must make their reservations through the AOC office:

Journalists

20.    Journalists may fly with UNHAS provided that they:

  • a.    Are sponsored by the approving authority of the diplomatic mission of their nationality; and
  • b.    Are in possession of a press-card or letter of accreditation from the media they represent.

Cancellations of Reservations and "No Shows"

21.    Cancellations of reservations may be made without penalty if the cancellation is received and acknowledged by UNHAS no less than 24 hours before the scheduled time and date of departure.  

22.    A "No Show" is a passenger who has not cancelled his/her reservation 24 hours prior to the time and date of scheduled departure and fails to check-in for the flight.

Cargo Consignment Reservation

23.    The procedure for the reservation of cargo space on UNHAS aircraft:

  • a.    All cargo bookings/requests are to be made through UNJLC and in accordance to laid down procedures.
  • b.    UNJLC Cargo booking form can be down loaded from www.unjlc.org and forwarded to Pakistan.air@unjlc.org.
  • c.    No cargo will be allowed on passenger flights.

Items Prohibited for Transportation on UNHAS Aircraft

24.    The following items are prohibited from being carried on UNHAS aircraft either a personal effects in checked or cabin baggage, or cargo.

  • a.    Protected species of animals and plants;
  • b.    Artifacts classified as national treasures;
  • c.    Drugs other than that prescribed by a physician;
  • d.    Gas cylinders containing gas or empty; and
  • e.    Items that are prohibited by IATA.

25.    Mercury. The carriage by passengers of items containing mercury is prohibited.

26.    Explosives. The carriage of any explosives, other than safety ammunition, is prohibited. This includes fireworks of all descriptions and toy pistol caps. Small quantities of privately owned safety ammunition may be carried provided you have been given prior approval by the CATO.

27.    Firearms.  The carriage of detonators, explosives, firearms and ammunition including sporting weapons is prohibited. Under special circumstances approval may be given for organization issued personal protection weapons provided that prior approval is given by the CATO.  No weapons may be carried on international flights.

Firearms carried by personnel on personal protection duties may be carried subject to the following conditions:

  • a.    Prior arrangement being made.
  • b.    The person who is carrying the weapon possess the written authority to do so;
  • c.    The weapon is made safe, the magazine is removed and the breech-block is separated from the stock and all components of the weapon is deposited with the aircraft captain before boarding the aircraft.  The aircraft captain will return the components of the weapon to the person to whom the weapon is issued after the aircraft has come to a stop after landing.

28.    Cameras. Cameras may be carried, provided flash attachments and bulbs are not activated aboard the aircraft, and that regulations regarding photography are observed.

Right of Inspection

29.    UNHAS reserves the right to:

  • a.    Require any package or item of baggage to be open for security inspection;
  • b.    Hand over to the Customs authorities at the point of departure/arrival, any item which is prohibited for export/import if found;
  • c.    Confiscate any item which may compromise the safety of the aircraft and passengers; and/or
  • d.    Refuse transportation of any part of, or the whole consignment or item of baggage.

Baggage Entitlement and Excess Baggage

30.    Passengers are limited to 20 Kgs of baggage each.

31.    If total payload permits excess baggage can be carried (max of 10kgs extra).  If payload does not permit, excess baggage can be sent on first available flight on which it can be accommodated.  Passengers belonging to the same organization traveling together may distribute the load amongst them.  Passengers who are not from the same organization may not share the load with passengers from other organizations.

Dedicated Use of UNHAS Aircraft

32.    Members of the UUC may charter any UNHAS aircraft (for special flights) subject to the aircraft being available and a minimum of 72 hours notice in advance. These flights are against full cost recovery.  Requests must be made in writing to the Chief Air Transport Officer (CATO) UNHAS Pakistan.

MEDEVAC/CASEVAC

33.    All Medevac/Casevacs must be requested through UNDSS (United Nations Department Safety and Security):

34.    UNHAS aircraft are not equipped as air ambulances with medical personnel, equipment and facilities.  They will be available if no other means are available to the organization, to provide air transportation for the evacuation of staff of its member organizations.  When requesting a MEDEVAC/CASEVAC, the organization making the request, MUST

  • a.    Ensure that the patient is in a medical state to be safely transported by aircraft and has a doctors certificate to this effect;
  • b.    Arrange for the patient to be delivered to the aircraft and received from the aircraft at the destination; and
  • c.    Ensure that the patient and escort/s possess valid travel documentation.
  • d.    To supply necessary equipment as needed (stretcher, wheel chair etc).

35.    Should there be a requirement for a passenger to be transported with life-support equipment and other specialized medical equipment, the Medical Officer arranging for the MEDEVAC  MUST ensure that the necessary equipment is supplied.  UNHAS assumes no responsibility for the provision, maintenance and operation of any medical equipment carried on board its aircraft.

36.    Requests for civilian medevacs must be made through their local government authorities.

Travel Attire.  

37.    No persons wearing a military, para-military or police/security uniform shall be allowed to travel on an UNHAS aircraft.

Cancellation of Flights

38.    UNHAS endeavors to fly in accordance with the schedule it establishes.  No flights will be cancelled except for reasons of:

  • a.    Safety and security; and
  • b.    Unserviceability of aircraft.

39.    In the event of a cancellation, affected passengers must advise the Reservation Office of their intent:

  • a.    To cancel; OR
  • b.    Rebook on a later flight.

40.    UNHAS and the operator bear no responsibility or liability for cancellations or delays of flights resulting from events outside its control or for reasons of safety/security.

 

APPLICATION FOR REGISTRATION

1.0    REGISTRATION PROCEDURES

1.1    This application for registration is to be duly completed and submitted as follows:

  • a.    For UN Agencies, Diplomatic Missions and Donor Agencies: Complete PART "A" Only. No other documentation is required to be attached to this application. The application form is required to be signed by the Head of Agency/Mission.
  • b.    For an International and National NGO: Complete PARTS "A" and "B" only. This registration form is to be submitted together with:
    (1)    A letter of introduction of the organization; and
    (2)    A copy of the organizations registration form with the Ministry of Economics
    Note: When submitting the application for registration, the organization concerned is to bring with it the original registration certificate for inspection and verification by UNHAS.
  • c.    For a Commercial Organization Contracted by UN Agencies, Diplomatic Missions, Donor Agencies and International NGOs for Humanitarian and Rehabilitation Projects: Complete PARTS "A" and "C" only. This registration form is to be submitted together with:
    (1)    A letter of introduction of the funding organization;
    (2)    A copy of the Company's Certificate of Incorporation; and
    (3)    A letter of acknowledgement from the Head of the Afghan Ministerial Body responsible for the project.   

1.2    The duly completed application for registration and all documents (as required) is to be presented to the:

  • The United Nations Country Team (UNCT),
    United Nations Humanitarian Air Service
    House 6, Street 2, F/8-3,
    Islamabad,
    Pakistan

1.3    All applications will be forwarded to the UNHAS Board for approval. Applicants will be notified in writing of the Board's decision.

2.0    IMPORTANT NOTICE TO APPLICANTS

Please note that the privilege of travel on UNHAS aircraft is limited only to personnel who are directly employed by the organization registered. The abuse of this privilege may result in the registration of the offending organization being cancelled without prior notice and withdrawal of all privileges.
