1.        SECURITY

LEBANON
The IDF dropped leaflets over Beirut last Thursday warning people to leave the city.

IDF leafleting has also been used to inform people in the south that at 6pm curfew is in place. Anyone moving after this time may be considered a target.

UNFICYP is examining the possibility of an Airbridge between Cyprus and Beirut for the purposes of evacuation and staff rotation.

It is advised that no further humanitarian staff be deployed to Beirut A count of those who may be in need of evacuation has begun. Agencies and NGOs are requested to keep an exact list of staff and to submit all names and contact details for those working in Lebanon to DPKO at wickware@un.org.

The south is getting increasingly difficult to access, and Tyre is now completely cut off.

SYRIA
A security phase 2 has been declared for Syria as of 10/8/2006.

2. AIR OPERATIONS

DPKO has two Mi-8s in Nicosia to support UNIFIL activities. UNIFIL is considering using these to transport sensitive humanitarian cargo (ie.
cold chain) and high priority emergency passengers between Cyprus and Lebanon.

  • Currently these helicopters do not have IDF clearance to fly into Beirut.
  • Only one of the two has external tanks allowing for passenger flights.

The other would need internal tanks, allowing for cargo transport only.

WFP-UNHAS is currently concentrating on getting a humanitarian air corridor and slot system in place for present air operations.

  • With Government approval, the WFP-UNHAS air cell will be collocated with the Cyprus Joint Rescue and Coordination Centre (JRCC) at Larnaca
    airport.

The US Government are running three helicopter rotations a week between Cyprus Lebanon, and the British Government are running an additional two.
The Canadian Government also run some flights.

3.        SEA

WFP has chartered a catamaran  and will be commencing a passenger service between Beirut and Larnaca. The "Vittoria M" will be ready to sail on August 16th.  Further details will be provided for Humanitarian workers wishing to use this service. Check out the website http://www.unjlc.org/lebanon 

The WFP-chartered RoRo "Anamcara", with a capacity of 3,000 MT, is expected to make its first sailing to Beirut on August 12th. ETD is 17:00 with an ETA in Lebanon of 04:00 on August 13th . So far 500 MT are scheduled to leave on the vessel.

The French ship 'Siroco' is due into Cyprus on Friday August 11th.

A Greek Navy ship left Limassol for Beirut on the night of August 9th carrying 11 tons of cargo submitted through the Cargo Movement Request
procedure along with 7 tons of humanitarian goods donated by the population of Cyprus.

The WFP vessel expected in Beirut on August 11th from Turkey with a load of wheat flour may be delayed.

3. BORDER CROSSING AND CUSTOMS

BEIRUT
The entry point at Al Arida into Lebanon remains open.

SYRIA
A system has been put in place for customs clearance, port handling and transport within Syria. For more information please see
www.unjlc.org/lebanon.

Delays have been caused by lack of clarity on the tax exemption status of organisations working for the emergency, but this appears to be running
more smoothly at present.

The import or transit of radio equipment is still causing some customs issues.

CYPRUS
Some problems have arisen regarding the import of bulletproof vests for onward movement. These require a license from customs at the airport. The Logistics Cluster is liaising with the Ministry of Foreign Affairs to try
to reach an agreement.

There have been issues surrounding the import of equipment for the temporary use of agencies and NGOs based in Cyprus. VAT is currently being waved on these items on a case by case basis only.

The details and procedures on bringing cargo into Cyprus are currently being updated on the UNJLC website at www.unjlc.org/lebanon.

4. INFRASTRUCTURE (Roads, Bridges, Rail, Ports, Airports, Warehouse)

LEBANON
South of the Litani the bridges have all been destroyed and any repairs are targeted again directly afterwards.

SYRIA
The Syrian C/O has hired a 1,000 m2 storage space in Damascus and has offered use of it to the Lebanon operation should it be needed.

5. LOGISTICS COORDINATION

All humanitarian actors requiring cargo movement should use the Cargo Movement Request form and submit it to lebanon.cargo@unjlc.org along with the appropriate documentation. Forms and procedures are available at
www.unjlc.org/lebanon.

  • Cargo Movement Requests submitted without key information will be returned for completion, causing delays in service for the requesting organisation.
  • Cargo submitted through the CMR without a clearly marked, accredited consignee cannot be accepted.

BEIRUT

Cargo movement and tracking:
WFP has received concurrences and is moving convoys on the August 9th from Beirut to Aarida (for collection of cargo and staff rotion), Taalabaya (cargo), and Tripoli (cargo and staff).

Planned convoys:

Thursday, 10 August:
Nabatiyeh - Cargo - Land: 7 trucks for WFP and 1 truck for UNFPA
Nabatiyeh - Road Assessment
Baalbek - Cargo - Land: 1 truck for UNFPA, 8 trucks for HRC, 11 trucks for WFP and Baalbek - Road Assessment WHO
Tripoli - Cargo: 8 trucks for WFP (SRSA)
Aarida - Staff - Land

Friday, 11 August:
Saida - Cargo - Land: 10 trucks for UNRWA with non-food items (mattresses, pillows, etc)
Chouf and Jbail - Cargo: Trucks for WFP (TBC)

SYRIA
MSF has been running its own convoys with IDF concurrence.

CYPRUS
Many tons of aid has been coming into Larnaca airport without previous announcement through the UNJLC Cargo Movement Request (CMR) procedure, causing a backlog of goods in warehouses. Users of this procedure are
requested to file a CMR 48 hours before the arrival of the goods so the appropriate arrangements can be made in advance.

Improper packing of relief goods entering Cyprus is causing a bottleneck at the airport. Packing procedures can be found at www.unjlc.org/lebanon.

The warehouse at Larnaca port is currently at capacity.

6. LOGISTICS (STOCKS)

GENERAL
MSF has been participating in the Lebanon Crisis humanitarian operation since the start of the conflict. To date it has shipped 232.25 MT of essential humanitarian supplies into Lebanon, including medical supplies,
hygiene kits, cooking sets, tents and logistical supplies.

ICRC has shipped 1,300 MT of supplies to Lebanon including tents, sleeping mats, tents, food rations and jerrycans. Another 380 tons are in the pipeline.

Agencies and NGOs are requested to submit their pipeline data to UNJLC as soon as possible to lebanon.cargoc@wfp.org, even if they are not using the Logistics Cluster Cargo Movement Procedure. This information is essential
to provide an overview of the logistics response and a basis for needs-based planning, as well as to assist in identifying and ameliorating gaps in coverage.  Secondarily, the project is intended to provide the basis of evidence for current and continuing funding for relief efforts, and provide more accurate assessments of logistics requirements (specifically air, road asset and warehouse capacity).

7. MFA/CIVIL DEFENSE FORCE UPDATE

CYPRUS
Communication is underway between Cyprus and Lebanon for the purpose of establishing air traffic slot procedures for humanitarian cargo.

8. MAPPING

UNJLC is updating its maps of Southern and Northern Lebanon operational routes and its General Overview Map of Lebanon.

New maps produced include an overview of Aley and Chouf and a road map of Saida City.

An average of 9-10 map requests are processed and delivered on a daily basis.

8. FUEL (Petrol, Diesel, Kerosene)

LEBANON
The UNIFIL supply vessel Naquora has managed to land in Lebanon, delivering 74,000 litres of fuel to UNIFIL troops on the ground.

SYRIA
The Logistics Cluster in Syria has prepared customs and load ready issues in preparation for the possible export of fuel from Cyprus.

CYPRUS
The Anamcara will be carrying diesel into Lebanon.
