1. About WFP, UNJLC and the Logisitcs Cluster

The Logistics Cluster in Lebanon is led by WFP. WFP, as Provider of Last Resort has undertaken to procure, implement and manage a fleet of air, land and sea vehicles for humanitarian aid transport on behalf of UN Agencies and accredited NGOs. UNJLC supports WFP Logistics as well as the humanitarian community at large through the provision of Logistics Information and Mapping services, reporting, prioritisation as well as tracking of Non-Food Items.

2. CARGO MOVEMENT

The United Nations Agencies working in Beirut have established procedures to facilitate the safe delivery of humanitarian relief materials into and throughout Lebanon.

These procedures have been developed in consultation with the Government of Lebanon and with the support of UNTSO and UNSCO in Jerusalem who are in turn working together with the Government of Israel (IDF and the Ministry of Foreign Affairs) to ensure the establishment of humanitarian corridors for the delivery of these relief materials.
All UN Agencies planning to move humanitarian assistance to or through Lebanon must follow these procedures. NGOs are also welcomed to use these procedures.

Cargo Movement procedures and Cargo Request forms

In accordance with the Interagency Transport and Logistics Standard Operating Procedures, UNJLC is responsible for the Supply Tracking and Prioritization of all items that are not food in the UN-operated pipeline as part of the humanitarian relief effort to Lebanon.  UNJLC will carry out its tasking using the UNJLC Joint Supply Tracker (JST), developed in collaboration with staff from UNICEF seconded to the Logistics Cluster.

The objectives of Supply Tracking and Prioritization, enabled by information flow are two-fold:
Once received by the Logistics Cluster/WFP at Consolidation and Loading Points (CLPs), JST will track goods/commodities up to Extended Delivery Point (EDP), and "close" of the pipeline upon delivery.
Using the information flow produced through JST, UNJLC field-staff will prioritize transport of good/commodities in accordance with needs gathered by agencies.

3. BEIRUT

Security Situation
The security situation remains very tense. Movement of UN staff is limited.

UNJLC Staffing:
UNJLC has currently 3 staff in Beirut. More to be deployed in the next few days

Cluster Meeting:
The last Logs Cluster meeting was held on Wednesday 2nd August. The meetings currently focus on transmitting cargo movement requests from the attending members to WFP Logistics for notification to the IDF. The group has been briefed on the NFI Joint Supply Tracker which will be implemented by UNJLC in the coming days. Next meeting Thursday 3rd August at 08h00, Movenpick.

Maps:
GIS work is  providing routing maps for convoy notification to the parties.. A general overview road map was uploaded to the UNJLC website today.

Roads:
A road condition reporting system is being established and will be ready to deploy among humanitarian agencies travelling throughout Lebanon by the end of the week. The system will allow for the publication of regular road condition report maps and reports.

Funding:
Met with ECHO this afternoon to discuss the WFP and UNJLC SO for logistics operations. Follow-up meeting will take place on Saturday at 11am.

4. CYPRUS

UNJLC Staffing:
UNJLC has currently  4 staff in Larnaca

Coordination Logistics Cluster
The Logistics Cluster Presence in Cyprus continues to work to organize Humanitarian convoys by sea and air from Cyprus (Larnaca and Limassol) to Lebanon.

The Logistics Cluster is setting up coordination meetings in Cyprus involving UN agencies, NGOs, the EU Mission in Cyprus, Ministry of Foreign Affairs, Ministry of Communication, other embassies, the Cyprus Civil Defense and Cyprus Aviation and Handling Agents.

Logistics Cluster Cyprus is organizing their first logistics meeting on thursday 3 August 2006 at 15.00 in San Remo Hotel, W. Shakespearestreet 1, Larnaca.  All logistics staff in the humanitarian field is invited.

As from then this meeting will be held weekly on thursdays 3 pm.

Shipping
Mid next week, WFP is deploying a vessel from Limassol to Lebanon that will carry containers and palletized commodities.

Cargo and Passengers Movement
Cargo:
The World Food Programme intends to provide two feeder vessels to pick-up humanitarian cargo consolidated in Cyprus and deliver it to Beirut, and potentially to Tripoli and Tyre.

Passengers:
For the moment WFP is not planning on a passenger service by air or sea into Lebanon.
