1.    SECURITY

  • France will lead the international peacekeeping force to be deployed in Lebanon, with a contingent of 2,000 troops.
    • Italy will deploy 3,000 troops and, on request by Kofi Annan, will take over the leadership in February.
    • A total of 7,000 troops have been committed by European countries, with additional numbers offered by some Asian countries. German troops will provide maritime and border patrols.
    • Israel has repeated that it will not fully withdraw from Southern Lebanon until the international force is in place.
  • Land routes have now reopened between Syria and Lebanon.
    • As of August 28th, staff travelling to and from the Masnaa border are no longer required to move in a convoy.
    • Staff leaving Lebanon must complete both security clearance for Syria as well as internal security clearance for Lebanon (with visa requirements).
    • Staff arriving from Syria must have Lebanese security clearance (with visa requirements).


2.  AIR OPERATIONS

  • WFP UNHAS is managing/tasking two TRANSALL C160 medium lift aircraft from the German air force.  Freight can be booked (7 tones/flight volume permitting) through UNJLC, procedures and request forms are available at www.unjlc.org/lebanon. Emergency passenger seats (2) can be negotiated on a case by case basis by the CATO with the German Liaison Officer in Larnaca.
    • Authorisation has to be obtained for agencies to travel on military aircraft.
    • The C160 rotations have been used to carry supplies for the Lebanese High Relief Commission, UNHCR, ICRC, Emercom and THW. The German aircraft will continue flying one to two rotations a day through September as required.
  • Repairs on runway 17/35 at Beirut International Airport are complete, with a release date of 27/08/06.
    • Repairs on runway 03/31 have begun, but these are expected to take longer.
  • Royal Jordanian Airlines has informed that it will be running three flights a day into Beirut, and Middle East Airlines is gradually reintroducing services from Beirut. This schedule includes services through the Middle East as well as Larnaca, Frankfurt, London and Paris.
  • Waivers for the applicable air charges for UN Chartered aircraft have been submitted through the respective channels in both Cyprus and Lebanon.
  • The slot system prepared by WFP UNHAS/ICAO will remain dormant and available to deploy to Beirut should the situation so require.


3.    SEA

  • With the ceasefire in place and repairs to the airport allowing commercial flights to recommence, the need for the passenger vessel that had recently been chartered to service the humanitarian community, NGOs and supporting donors and Embassy personnel, has diminished considerably.  The M/V Vittoria will therefore make her last sailing on Monday, September 4th.

  • The “Anamcara” arrived in Beirut on 27/08/06 from Cyprus, then left this morning (28/08/06) for Mersin to reload.
    • The German vessel “Majestic” arrived on 26/08/06 carrying bulk wheat for the GOL.
    • The GoL vessel “Rosetta” arrived on 27/08/06 carrying diesel.
    • The French vessel “Fast Independence” carrying relief supplies is due to arrive on 29/08/06.
    • The French vessel “Rhone” is due to arrive on 31/08/06 with fuel for the GoL.


4.  BORDER CROSSING AND CUSTOMS

5.  INFRASTRUCTURE (Roads, Bridges, Rail, Ports, Airports, Warehouse)

  • DFID will be providing bailey bridges to help ease current transport problems due to the loss of infrastructure. The first and second batches arrive in Larnaca on August 28th and 30th respectively for onward transport to Lebanon on the Anamcara.


6.    LOGISTICS COORDINATION

  • New Consolidation and Loading Points (CPL) have been established in Tyre and Saida. UNJLC has a presence in Tyre as of Thursday, August 24th.
    • The current CLP in Aarida (Syria) will be downsized but maintained until the end of the Flash Appeal period.
    • Thirteen destinations have been chosen for the forward delivery of cargo by the Logistics Cluster. These are Saida, Tyre, Marjeyoun, Hasbaya, Nabatiyeh, Jezzine, Houla, Rmeish, Iata el Chaab, Bint Jbeil, Baalbeck, Naqoura, and Tibnin. Multiple drops within a 20 Kilometers radius of each of these destinations can be decided on a case by case basis.
  • Atlas Logistique will no longer manage the Rubhalls in Marjeyoun, Nabatiye, Bint Jbeil and Hasbaya. This will now be done by WFP through the Municipality.
  • WFP has established two Rubbhalls in Tyre and another is pending.
  • The Logistics Cluster has renewed transport contracts for a total of 75 trucks.
  • The Logistics Cluster meeting in Beirut is now held 3 times a week on Mondays, Wednesdays and Fridays at 8:00 at the Movenpick hotel. 
    • Coordination meetings in Cyprus are held on Thursdays at 15:00 at the San Remo Hotel, Larnaca.


7.    LOGISTICS (STOCKS)

  • In the last week, convoys of food and non food items (NFI) have reached Masnaa, Hasbaya, Beiteddine, Tyre, Majdil Silim, Marjeyoun, Nabatiye, Houla and Ayta Al Chaab.
  • It has been advised that food donations can only be transported through the Logistics Cluster CMR procedure if and when the Government of Lebanon accepts the donation. The Lebanese High Relief Commission must therefore authorise any food transport before a CMR request can be filed. For all details and requests, please email relief@pcm.gov.lb
  • A major UNHCR shipment from Sweden is expected to arrive in the next few days and will include 10 six-wheel-drive Scania trucks, 20 generators, 10,000 blankets and 369 tents. Norway's assistance has included 10,000 blankets and 10 large warehouse tents. (Source: Palais des Nations press briefing in Geneva).
  • The NGO “Handicap International” has distributed 25 MT of NFI in  Tebnine area.
  • Total Cargo Movement Requests (CMR) from Cyprus to Beirut have reached 1,567 MT. 1,145 MT have been moved to date with another 422 MT pending.
    • 5,715 MT have been moved through the CMR procedure in Lebanon, with another 895 MT pending. These figures include food moved by WFP.
  • As established by the Interagency Transport and Logistics Standard Operating Procedures, UNJLC is responsible for the Supply Tracking and Prioritization of all non food items (NFI). For this reason UNJLC is using the Joint Supply Tracker (JST), developed in collaboration with UNICEF staff.  Purposes of JST are to: Increase pipeline visibility and transparency; Track NFI from CLPs up to Extended Delivery Point (EDP); Prioritize supply movements in accordance with agency needs. 8.    CIVIL/MILITARY COORDINATION


  • As of Monday, Cyprus Airways will reinstate regular flights to Beirut. As a result, the French Embassy will no longer accept passengers on air force or navy vessels.


9.  MAPPING

  • The UNJLC Hazard to Movement map series has been updated as of August 24/25 with the most current information from UNMACC SL. Districts covered comprise Chouf, Jezzine, Marjaayoun, Nabatye, Rachaya, Saida, Sour and West Beka’a, with Baalbeck and Zahle cazas as new additions.   • The UNJLC GIS section has now produced and distributed the first comprehensive geo referenced list of damaged/destroyed bridges. The list drew on US Government and UNOSAT image interpretation data sets and from narrative reports from the Ministries of Public Works and Interior. This data was then compiled and manually integrated by the UNJLC/VVAF GIS team. Each record also contains a current status and origin of assistance. (Source: UNJLC/VVAF)
