For the Horn of Africa response, UNJLC will focus on Information Management in support of the Regional Cluster Support Cell.





Description of Diagram:
The Country logistics Cluster is responsible in providing leadership to the logistics cluster partners and representing the Logistic Cluster at Head of Cluster Meetings with Country teams and specific country Humanitarian Coordinators (HC). It has to ensure that the logistics planning is part of the Country Team's Contingency planning.
Furthermore it has to address logistics duplication and competition between logistics cluster partners and match gaps with existing capacity. Its task is also to promote standard procedures on logistics.
The Cluster Information Officer reports to the Country Logistics Cluster and his tasks are managing and controlling the flow of information on country specific supply chains. He is also responsible for local procurement activities, relief and commercial cargo pipelines and stocks and commodity movements. He has to provide information to the Regional Information Management cell on issues concerning country specific logistics of a regional nature.
The Management is governed by the Head of the Regional Cluster Support Cell who is assisted by his/her Deputy. He advises the Humanitarian Coordinators and the Special Envoy to the Horn of Africa on logistical issues requiring their intervention with Government counterparts. Additionally he maintains an operational dialogue with UN agencies, NGOs and donors. Furthermore he provides an oversight to Special Operation 10513.0 including the procurement of assets and deployment of staff.

Financial Management

The Logistics Cluster in the Horn of Africa will be resourced through the existing WFP Special Operation 10513.0. The management of the Special Operation will rest with the Regional Cluster Support Cell based in Nairobi.

The United Nations Joint Logistics Center (UNJLC) is an inter-agency facility reporting to the Humanitarian Co-ordinator within complex Humanitarian crisis, and overall to the Inter-Agency Standing Committee. Its mandate is to co-ordinate and optimise the logistics capabilities of humanitarian organisations in large-scale emergencies. UNJLC operates under the custodianship of WFP who are responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channelled through WFP.
