• Security phases in the DRC

This information is based on the Weekly threat assessment issued during the ISMT weekly meeting

2.    AVIATION

• Commercial air carriers evaluation

The Humanitarian Advocacy Group (HAG) was informed as to the present situation on Aviation in the DRC.  The planned evaluation of commercial air carriers as well as a UN limited capacity were discussed at length.  The Netherlands representative emphasised that safety of staff should not be compromised. 

UNJLC was asked to look into facilitating a response to the situation.  UNJLC will in conjunction with various other role players come up with possible solutions to this bottleneck.

The Embassies from France and Britain has responded positively with a contribution to the evaluation.  UNJLC is waiting for feed back from the other Embassies that were approached.

• Coordination

UNJLC had discussions with the MONUC Humanitarian Affairs Section (MONUC-HAS).  During this meeting it was decided that MONUC HAS will approach MONUC Management in order to facilitate more access for the Humanitarian community on MONUC aircraft.

3.    COORDINATION INITIATIVES IN GOMA

The first meeting of UNJLC logistics information platform was held on 26 October 2005.
OCHA addressed the attendants emphasizing the benefits of the UNJLC implementation in Goma.

UNJLC was requested to facilitate a response to these identified bottlenecks.

Fuel

• Disharmonised prices
• Tax exemptions applied differently from one province to another.
• Lack of standardized services
• Difficult and costly fuel transport to remote areas

It was proposed that contacts should be made with the non humanitarian actors, seeking for their support, according to their distribution network and storage capacity.

Warehousing

• Attendants expressed their concern on the high cost of the management and the renting of the warehouses.

A sharing of warehouse space was raised as well as an investigation on the whole warehousing capacity of the humanitarian community.  For that purpose, it was suggested that the local authorities should be contacted in order to seek their support in making available some warehousing space. 

Aviation

• Tax exemption granted to the humanitarian community is not actually implemented.
• Access to the tarmac by the humanitarian vehicles is being taxed.
• Limited access to smaller airstrips

Fleet Management

• Limited original spare parts available in DRC
• Limited mechanical workshops available in Goma area

Customs

• Discrepancies concerning validity of Visas issued outside Kinshasa in DRC.
• No standard procedure pertaining to taxes and duties

Functioning of the United Nations Joint Logistic Centre in Goma.

• Monthly meeting of the logistic platform: next meeting to be held on Friday 25 November 2005 at 9.A.M.
• Launching of working groups: Roads, customs, fuel, warehousing
• Information exchange
  

Each agency pledged to share its information via questionnaires and UNJLC will be in charge of compilation and dissemination of that data. The questionnaires are currently being sent to the agencies, they will also be soon available at www.unjlc.org/DRC

2.    AVIATION

• Evaluation des transporteurs aériens

Le HAG (Humanitarian Advocacy Group) a été informé de la situation du secteur aérien en RDC. L’évaluation prévue ainsi que les capacités de transport limitées des Nations Unies ont été discutées de façon approfondie. Le représentant des Pays- Bas a souligné le fait que la sécurité des personnels ne devrait pas être mise en cause.

Il a été demande à UNJLC de faciliter la recherche d’une solution à cette situation. En coordination avec divers autres acteurs, UNJLC identifiera les options possibles pour répondre aux contraintes rencontrées.

Les ambassades de France et de Grande Bretagne ont répondu positivement à la demande qui leur a été envoyée en vue de leur participation à l’évaluation.

• Coordination

UNJLC a discute avec MONUC-HAS, la Section des Affaires Humanitaires de la MONUC. Il a été décide que MONUC-HAS se chargera de discuter avec la MONUC afin de faciliter l’accès de la communauté humanitaire sur les vols MONUC.  

3.    COORDINATION LOGISTIQUE A GOMA

La première réunion de la plate-forme d'information logistique du UNJLC, s’est tenue mercredi 26 octobre 2005.
OCHA a exposé aux participants l’intérêt et le rôle du UNJLC à Goma pour la communauté humanitaire. 
Les aspects suivants ont été discutés. Les minutes de la réunion seront bientôt disponibles sur www.unjlc.org/DRC

Les échanges se sont rapidement orientés sur l'énumération de disfonctionnements logistiques rencontrés au cours des opérations menées par les agences humanitaires. Il a été demande à UNJLC de faciliter la recherche de solutions.

Les problèmes suivants ont été identifiés :
Carburants

• Disparités dans les clauses des contrats négociés avec les fournisseurs
• Prix non Harmonisés
• Détaxes non appliquées suivant les lieux d'approvisionnement
• Non standardisation des services
• Problème d'acheminement du carburant suivant les lieux.
• Coûts élevés de l'acheminement des carburants lies aux moyens d’acheminement (aérien). Ces problèmes mettent parfois en danger le déroulement de ces projets.

La proposition a été faite d'approcher les acteur non humanitaires, afin de négocier un éventuel support de leur part en s'appuyant sur leur réseau de distribution et de stockage.

Entreposage

• Coûts élevé de la gestion et location des entrepôts.

Le partage des entrepôts a été abordé ainsi que la nécessité d’une étude de l'ensemble des capacités d'entreposage de la communauté humanitaire. Il a été évoque la possibilité d'approcher les autorités locales en vue d'une éventuelle participation de leur part, par le biais de mise a disposition de locaux existants.

Aviation

• Les exemptions accordées à la communauté humanitaire  ne sont pas toujours appliquées
• L'accès au tarmac par les véhicules humanitaires fait l'objet de taxes répétitives.
• Atterrissage difficile sur certaines pistes d’aviation

Garage et approvisionnement en pièces détachées

• Difficulté de trouver sur le marché local des pièces détachées d'origine, de bonne qualité ou l'indisponibilité de certaines pièces.
• Le problème d'entretien du parc de véhicule léger, des groupes électrogènes et motocyclettes est une réalité à Goma et ses environs.

Une collaboration avec le garage de la MONUC et la création d'un garage propre à la communauté humanitaire a été évoquée.

Problèmes liés aux douanes

• Problème de reconnaissance du Visa de séjour d’une région à l’autre  du pays.
• Taxe répétitive a la frontière Congo/Rwanda.
• Non harmonisation des procédures, droits et taxes suivant les régions.

Fonctionnement de la plate-forme UNJLC.

• Réunion mensuelle de la plate-forme logistique, prochaine réunion le Vendredi 25 novembre 2005 a 9.00. le lieu sera défini ultérieurement en fonction de la demande des membres, d'avoir des rencontres tournantes.
• Création de commissions thématiques : (Route, douanes, carburant, entreposage)
• Système de collecte d'information : Chaque agence s’est engagée a partager des informations existantes et demandées dans le questionnaire UNJLC. Ce dernier se chargera de la compilation des informations. Les questionnaires seront bientôt disponibles sur www.unjlc.org/DRC
