Fuel Storage
Liberia has a number of fuel storage plants located around the country. However, due to the last fourteen years of conflict this capacity has been eroded.
The majority of storage is controlled by the Liberian Petroleum Refinery Company (LPRC), a para-statal organisation created by act of Parliament to handle the importation and distribution of fuel. Sites, both operational and non operational, are located in: Monrovia (3), Ganta, Buchanan, Nezoe, Greenville, and Harper. In addition to Government/LPRC storage, many private logging companies maintain their own storage facilities.

The CST is located by the Freeport of Monrovia and consists of four tanks. Looting/vandalism during the recent conflict resulted in crude spillage around tanks 503 and 504. As such, while the tanks are in good order, they are not useable until clean up takes place.

The main storage facility in the country, the PST is located adjacent to the Freeport of Monrovia. One of two pipes to a jetty in the bay is currently operational.

Gardenersville is located on Somalia Drive, 5/6 miles from Monrovia Freeport. Storage facilities for Heavy Fuel and Crude exist and are in service. However, lines from the Freeport are corroded and therefore loading is only possible by truck.
Also at the site is what was Liberia’s only refinery. Closed in 1982 and damaged by fighting in 1990 and 1992, it is now obsolete and is likely to be sold for scrap.

The site consists of thirteen tanks of 1,143 barrels (48,000 gallons) each. LPRC report that all tanks are intact, representing an operational storage capacity of 14,859 barrels (624,078 gallons) of various fuels. However, the recent conflict resulted in the looting of the majority of pipes and pumping equipment as well as the site’s three truck loading racks. As such the site cannot be utilised until this supporting infrastructure is replaced.

The facility was previously owned by Liminco mining company. However, the site has passed to Government control and is therefore included in the LPRC portfolio. Of the original 13 tanks, two are operational, two have been moved to Nezoe (see below), and 9 are either heavily damaged or beyond repair. Discharge of fuel at Buchanan Port is reportedly possible although, due to looting of equipment, LPRC recommend vessels to come equipped with three 3x8’’ flexible hoses. A railway track from the facility to the mines at Yepeka is now obsolete

Prior to the recent conflict, LPRC relocated two tanks from Buchanan to Nezoe. While no assessment has been carried out since the war, LPRC believe that both tanks remain intact. The status of pumping and offloading equipment is not known.

Operational Status: Out of Service
The Greenville site once had storage for 127,000 barrels/5,334,000 gallons of fuel. However, the site is in an advanced state of decay and would require total rehabilitation before it could be used.

A storage site at Harper was once planned, however the last 14 years of fighting have prevented the completion of the project.
