General information Good office facilities and inspection facilities with email and internet access. Computerized customs system. Other facilities at the border include customs police, security office, passport office, immigration office, bank, clinic and accommodation.
There are 360 customs officers/staff currently employed. The complex is open 24/7.
1. General points Upon entry to Iraq from Turkey the following should be noted.
- No taxes/duty on humanitarian goods
- No taxes/duty on ‘Oil for Food’ goods
- Border open for commercial goods, but taxes are applied depending on the nature of the goods (a translated version of the tariff structure will be forwarded to UNJLC).
Upon departure from Iraq into Turkey the following should be noted.
- 200 litres of diesel are exempted from the diesel fee. For quantities in excess of 200 litres a fee of 2 US cents per litre is applied. This applies to humanitarian and commercial trucks.
- a 5USD inspection tax is required
- a 3USD bank fee is required
- a 1USD map fee is required.
2. Importing humanitarian goods and Oil for Food Programme Goods Upon arrival at this customs control point, trucks should proceed to the weighbridge where their consignments will be registered. Information required includes
- Truck registration number
- Drivers ID
- Nature of goods in transit
- Number of boxes
- weight of goods
The driver must present a waybill (CMR) or equivalent in order to prove the contents of the cargo.
Both humanitarian cargo and OFFP cargo (exempted from taxes) will be released after weighbridge registration.
3. Commercial cargo The border is open for commercial traffic/cargo.
The drivers are expected to follow the same procedures as outlined in the humanitarian section above.
The amount of taxes charged will vary depending on the value and nature of the goods.
The information on the weighbridge will be registered and a customs declaration will be entered electronically by the customs, based on information from weighbridge coupons and CMR/Packing lists.
Import of fresh food items will be closely examined and samples of the food will be taken to Dahuk for further analysis. The test results may take 2-3 days, during which time the cargo must remain at the border.
After a calculation of taxes has taken place, the taxes must be paid to the bank and the driver will receive a copy of the customs declaration serving as a receipt. The receipt should be kept for possible checks along the route.
4. Procedures related to COTECNA and Oil for Food Programme goods. Oil for food items are exempted from duties and taxes upon entry to Iraq.
