Coordination for the humanitarian assistance from/to/through Kuwait is presently being handled by the Humanitarian Operation Center (HOC). This means that ALL humanitarian goods imported/transited/exported to/from Kuwait must go via HOC.
Upon approval of entry, the donors of humanitarian relief consignments will have the privilege of exemption from customs duties (4 % of cif value – all goods). Furthermore, please be advised that any other fees (e.g.: port fees, handling fees, customs inspection fees, etc) required for shipping will be the responsibility of the requesting agency.
All shipments are subject to search and inspection by the Kuwaiti customs, security and health authorities.
For authorization to import/export humanitarian aid goods, a form provided by the HOC, has to be submitted either to HOC, or Kuwaiti embassies after being approved from requesting agency. The form HOC form auth imp-exp.doc can be used for both import and export of humanitarian goods.
It is essential to specify the imported aid items to the state of Kuwait. Applications must be typed; corrected applications will not be considered.
A Movement Procedures Handbook has been drafted by HOC for movement inside the Coalition controlled territory, and will be in force until an update version is issued.
