NON-GOVERMENTAL ORGANIZATIONS: All non-governmental organizations (NGOs & INGOs) should go through the Syrian Red Crescent (SARC) for clearances, authorizations and notifications. Contact to SARC at the end of this document. Each organization will have to apply to the Syrian authorities on a shipment by shipment basis.

UN AGENCIES AND IMPLEMENTING PARTNERS: The UN agencies, IPs and IOM have to notify the MFA, MLA and General Directorate of Customs for required customs clearances. The clearing agents should be notified with a reference to the above mentioned exemption/facilitations. A list of the agents is available at the end of this document.

Humanitarian cargo may be customs cleared via agent (Danzas) at Yaroubiah and Al Tanf borders. Alternatively , customs declarations can be made in all major cities (Tartous, Lataquie, Aleppo, Hassake, Damascus)


AIR/LAND/SEA: (ALL PAPER WORK TO BE SUBMITTED IN ORIGINAL)

Paper work required:

  • AIR WAY BILL (AIR)
  • INTL WAY BILL/CMR (LAND)
  • BILL OF LADING/MANIFEST (SEA)
  • COMMERCIAL INVOICE
  • CERTIFICATE OF ORIGIN
  • PACKING LIST

STEP BY STEP PROCEDURES:

  • Copy of agency waybill, relevant shipping papers and a cover letter referring to approval from PM (reference numbers indicated above) to be sent to the clearing/forwarding agent for required clearances.
  • Copy of agency waybill, relevant shipping papers and a cover letter referring to approval from PM (reference numbers indicated above) to be sent (as a notification) to Ministry of Foreign Affairs.
  • Copy of agency waybill, relevant shipping papers and a cover letter referring to approval from PM (reference numbers indicated above) to be sent (as a notification) to Ministry Of Local Affairs.
  • Copy of agency waybill, relevant shipping papers and a cover letter referring to approval from PM (reference numbers indicated above) to be sent (as a notification) to General Directorate of Customs.
