Introduction - General preparation prior to shipping

HUMANITARIAN CARGO: For import/transit/export of humanitarian goods in Syria the GoS has granted broad tax exemptions and facilitated customs procedures.

The facilitations and exemptions include the following:

  • Exemption from Transit Fees
  • Exemption from Diesel Fees
  • Exemption from Escort Fees
  • Exemption from Service Fees
  • Exemption from Overtime wages
  • Exemption from Local Administration Fees

These exemptions have been approved by the Prime Minister on 19 April 2003. The internal Reference Number of instruction from the PM to the relevant Ministries is 3378/without/M. The Internal Reference number in the Customs Directorate relating to the exemptions/facilitations mentioned above is 5222/T/2003.

  • Exemption of Importing License
  • Exemption from Port duties
  • Exemption from SHIPCO duties
  • Exemption from Convoy fees
  • Permission to convoy the trucks carrying the humanitarian goods with special escort convoy upon request
  • Permission of performing the customs declarations in the borders’ centres.
  • Exemption from Customs duties and taxes
  • Exemption from the Currency guarantee when exporting or re-exporting the humanitarian goods.
  • Permission to dissemble of consignments in transit, and to re-assemble the shipment for onward transportation to various locations in Iraq
  • Exemption from following the foreign trade regulations concerning the prohibitions rules.
  • Exemption from following the foreign trade regulations concerning the government monopoly rules.
  • Exemption from following the foreign trade regulations concerning the restrictions rules.
  • Exemption from following the foreign trade regulations concerning the boycotting rules.

These exemptions/facilitations have been approved by the Prime Minister as of 4 May 2003. It has been disseminated to the relevant ministries under the reference number 4747/145.

The reference numbers and dates of approval given above should be indicated in the request for clearances by humanitarian agencies/clearing agents.

REMARKS: The above stated exemptions apply only to Humanitarian goods and not for SCR 1472 (oil-for-food) consignments (as considered to be commercial in the sense that payment is involved). However, the Government of Syria is willing to study the granting of exemptions/approvals for the Oil for Food shipments on a case by case basis.

CUSTOMS OFFICIAL WORKING/ OPENING HOURS:
Customs offices (including borders, airports and ports) have been instructed by the GoS to be on stand by 24 hours a day / 7 days a week.

TIME FRAME:
Customs clearance could take approximately 72 hours (from submitting documents to receiving clearances through agents).
