Transit of Humanitarian Cargo

Non Governmental Organizations (NGOs) that wish to transit through the
Republic of Turkey, in order to provide humanitarian aid to Iraq must:

1) Contact the Turkish Ministry of Foreign Affairs in Ankara.
The Deputy General Directorate of International Organizations, can be contacted on the following email address: alp.ay@mfa.gov.tr

2) The information to MFA should include:
• Name of requesting agency/donor
• What actions proposed to do (e.g. import, transit, export)
• where you propose to do it (location)
• and what your plans are for staying in Turkey and if you propose setting up a forward base in the Republic of Turkey.

REMARKS: Any NGO that wishes to transit through the Republic of Turkey, must
be aware that the border area between Turkey and Northern Iraq, in the current circumstances, is a very sensitive area and travel to this
area, is greatly restricted in the interests of safety and security.
Permission to be in this area, for foreign nationals, can only be
facilitated by the Turkish Ministry of Foreign Affairs.

TRANSIT OF HUMANITARIAN GOODS
Guidelines and advice on how NGOs can go about transiting their
humanitarian aid, vehicles and personnel through the Republic of Turkey,
in compliance with Turkish national law and customs will be provided on
this webpage in due course.
