Oil for Food Programme (Cotecna)
Since their withdrawal from Iraq on 17 March 2003, Cotecna has established 5 operational bases outside Iraq, in Turkey (Iskenderun), Syria (Latakia), Jordan (Aqaba), United Arab Emirates (Dubai) and Kuwait city. From these bases, Cotecna staff have travelled throughout the region to inspect goods prioritized for delivery by UN agencies pursuant to Security Council resolution 1472 (2003). Cotecna staff also returned to Zakho in Northern Iraq on 30 May 2003.
It is anticipated that Cotecna staff will also return, in the near future, to Umm Qasr, Al Walid, and Trebil to authenticate the arrival of goods prioritized for delivery to Iraq pursuant to Security Council resolution 1483 (2003).
Suppliers should note that only consignments prioritized for delivery may be inspected and authenticated by Cotecna. Suppliers should not make arrangements to deliver goods unless specifically instructed to do so by a UN agency, otherwise they will not be eligible to receive payment from the United Nations Iraq account.
