For export of goods from Iran, the consignee, its broker, or a transport company can declare the cargo to the customs with a letter of attorney. After loading the vehicle in the warehouse, a customs officer in the warehouse would seal the vehicle (applies for TIR approved trucks) or the vehicle would go to the customs house for sealing and formalities. Then the vehicle would proceed to the exit border and after the complementary formalities in the border (to be arranged by Transport Company) the cargo may exit from the country.
