Transit

2-1 The party who is authorized to arrange customs formalities for transit:
As per Iranian regulations, only officially registered transport companies can proclaim the cargo to the customs for transit, apparently for and on behalf of consignee/agency. The consignee/agency has to introduce the nominated transport company to the customs by an official letter.

2-2 Required documents for transit shipments through Iran:

Upon completion of all shipping documents as described in the AIR/LAND/SEA section, the nominated transport company may declare the cargo to the customs for outbound transit.

Normally for transit cargo (commercial) the customs authorities requests for a bond (guarantee) equivalent to the CIF value of the cargo, which is to the account of the transporter.

Humanitarian cargo in transit through Iran to Iraq is exempted from transit fees upon request from the UN. After examination by customs authorities the cargo could lead to the border crossing point.

Furthermore, at the border the transporter has to arrange complementary part of the customs formalities for exit, and obtain the "exit license" or "Proof of exit” from the customs authorities at the border to clear the transit declaration (and also to release/get back the fee if paid).

2-3 Time frame: The time needed to complete the transit clearance would normally be max 48 hours.

2-4 Official working hours of the customs:
From 7.30 AM to 3.00 PM, Saturday to Thursday (Fridays closed)


Remarks:

In general for transit cargo, it would be advisable to indicate the name of a local transporter upon cargo dispatch from the origin; however, if not possible, the indicated phrase should be stated clearly in the of Bill of lading as well as on the cargo manifest: "CARGO IN TRANSIT THROUGH IRAN (BY ........ CO) “This will avoid any wasting time on making amendments and corrections on the shipping documents, upon arrival of the cargo to Iran.

AIR


Paper work required: All documents (copies only) to be provided/submitted by shipper & consignee:

  • AIRWAY BILL to be approved by the agent of the transporter / carrier of the import leg
  • COMMERCIAL INVOICE (if any)
  • PACKING LIST
  • CERTIFICATE OF ORIGIN
  • OTHER CERTIFICATES (if any)
  • INSURANCE POLICY (if any)
  • In the absence of insurance policy, the costs have to be paid to the customs on consignees account.
  • DELIVERY ORDER (to be issued by the agent of the shipping line/air line or
    Overland carrier)

LAND


Paper work required:

  • BILL OF LADING (copy)
  • Other documents indicated above in the air section.

SEA


Paper work required:

  • BILL OF LADING (copy)
  • Other documents as indicated above in the air section
