| Security | UNSECOORD has deemed the road from Al Karamah/ Trebil to Baghdad via Falluja and Ramadi as ‘restricted’ and is a ‘no go’ by UN personnel. Recommend travel from Al Ramadi to Baghdad via Karbala. At the same time, the Humanitarian Assistance Coordination Centre (HACC) confirmed that the road from Al Karamah/Trebil to Ar Ramadi (West of Baghdad) is reasonably secure. The Coalition is checking vehicles at check points on highway at both sides. For movement of humanitarian goods in commercial vehicles the agencies should notify the Coalition, via the iac_convoy@yahoo.com at least 24 hours prior to the intended movement. Details must include expected time of arrival at a specific border crossing; number of trucks (in case of a convoy); destination in Iraq; and consignee. Drivers of trucks are required to carry the standard waybills of the dispatching organization. |

General Info
The road from Trebil to Baghdad, referred to as Highway 10, is roughly 600 km long and is a 6-lane highway (3 eastbound and 3 westbound). The Al-Rutbah bridge, located roughly 174 KM East of Trebil, was severely damaged during the war. 5 out of the 6 lanes are unusable. An Iraqi construction company contracted by Bechtel has built a detour route around the bridge and construction of the bridge is currently underway. The damaged Al-Ramadi overpass, located roughly 178 KM West of Baghdad, has been cleared by the Coalition Forces from Highway 10 and currently all 6 lanes are usable.
The 3rd ACR unit is maintaining a 22 security force, including a 12 man moving element, at Trebil.
Iraqi Customs Officials are deployed at Trebil. The Iraqis (roughly 205 officers working in two 10 day shifts) started manning the border on June 26th. They have been hired locally by the Governor of Anbar under the auspices of the 3rd ACR unit. The Iraqis have established several inspection units at the border, specifically:
1. Passport/ Immigration Inspection Office - 16 inspectors
2. Customs Inspection Office - 160 inspectors (including 64 Customs Police)
3. Land Transport Inspection Office - 12 inspectors
4. Local Police Office - 5 officers
5. Health Office - 12 doctors
Administrative fees are being imposed at Trebil. However, all humanitarian traffic is exempt from fees levied by the Iraqi customs.
Jersey-barriers have been placed at Trebil to direct humanitarian traffic. UNJLC is working out details of placing the remaining barriers in No Man’s Land and additional signs at Trebil.
