At present, there are more than a dozen major land entry points (EPs) into Iraq from the neighbouring countries of Jordan, Syria, Turkey, Iran, Kuwait and Saudi Arabia. It is confirmed that at least seven key land Entry Points (EPs) on the western, northern and eastern borders are manned on the Iraqi side by Iraqi officials. These include Trebil (Al Karamah for Jordan); Rabiah (Al-Waleed for Syria); and Zakho (Ibrahim Khalil for Turkey). Iraqi
Customs officials have returned to at least three EPs, namely Trebil on the Jordanian border, and Al-Waleed and Abu Kamal on the Syrian border. The situation at the Iran EPs, Piranshah and Basmagh, is unknown.
In the south, the Coalition Provisional Authorities (CPA) in Basrah plans to re-establish the Customs headquarters (HQ) in Basrah and to progressively employ local Iraqi Customs staff. These officers will be stationed throughout the southern area, particularly at the Safwan/ Abdaly EP with Kuwait and the Shalamchah EP with Iran. The Basrah HQ would also control the port of Basrah and presumably Um Qasr and Khor Zubayr.
For now, the main concern is to ensure that adequate Coalition security forces remain deployed at the EP’s. Experience has already shown that an absence of even minimal forces at Safwan has led to a breakdown in the safe and smooth flow of traffic, including humanitarian aid, with casualties among drivers. This in turn leads to a requirement for far greater numbers of Coalition forces to maintain order.
