Air Serv is non-profit humanitarian non governmental organization that provides air transportation from and to Iraq fro USAID staff, NGOs funded by USAID/OFDA, NGOs affiliated to DART, humanitarian NGOs and subcontractors to USAID. And to be able to fly with Airserv you have to be an NGO or USAID Contractor as they do not take individuals from private Companies or Commercial organisations.
To be able to fly with AirServ you need a registration letter that you are an NGO and to sign their protocol

AIR SERV PROTOCOL – IRAQ EMERGENCY REGION
Air Serv International is a nonprofit, humanitarian relief and development organization that provides air transportation to other relief and development and UN agencies.
The following is the protocol for the use of the AIR SERV aircraft operating within the IRAQ EMERGENCY REGION. All agencies wishing to use this aircraft must comply with this protocol by signing this document.
CORE OBJECTIVES:
The services of Air Serv International (ASI):
- To provide transport services to the bona fide members of the international humanitarian community.
- Are NOT AVAILABLE to active military personnel, or in support of any military activity whatsoever, including military members of UN peacekeeping missions.
- Are not available for commercial use.
AGENCY SELECTION / AUTHORIZATION
Agencies cleared to use ASI services in the Iraq Emergency Region must be members of the International Humanitarian community AND fall under the following:
- Be a signatory to this protocol
- Be engaged in humanitarian work
PASSENGER SELECTION / AUTHORIZATION
Agencies who meet the requirements outlined above may authorize passengers under the following regulations:
- Staff members with photo ID
- Consultant working for the NGO (with introduction letter signed by the agency)
All passengers must have valid visas and any other authorization documents or identification cards that may be required by local governments and/or coalition forces for all stops on the flight.
CARGO SELECTION / PREPARATION / AUTHORIZATION
Please contact an Air Serv representative for information on any cargo other than usual passenger baggage.
CLEARANCES AND AUTHORIZATIONS
Clearances and authorizations to areas within the Iraq Emergency Region are likely to be very restrictive and subject to change without notice. For this reason all passengers are required to be at departure points at least 60 minutes prior to scheduled departure and those with cargo need to be on site at least 1h 30 minutes before scheduled departure.
Passengers who arrive late WILL be left behind or find that their flight has been cancelled. Passengers who are booked and do not cancel within 48 hours of departure will receive an invoice for the missed flight.
BOOKING THE AIRCRAFT
The aircraft can be booked by sending a written order to the Air Serv offices:

Please include the following information:
- The date you are requesting to travel.
- Full names of all passengers.
- Weight in kilos of the freight you plan to carry.
In the event that a written order is not possible, a verbal order (Phones # : 0796941365 in Amman or 0914 4269 in Kuwait) can be accepted if followed up with a written order for record keeping. Bookings will only be accepted by those names listed on the attached form.
PRIORITY
Priority has been set by our funding agencies to the following:
- DART team members
- OFDA implementing partners (Care, IMC, IOM, IRC, Mercy Corps, SCF US)
- all other registered NGOs
- diplomats and UN
PAYMENTS FOR FLIGHTS
Passenger aircraft for all NGOs will be subsidized 75% by our funding agency. Cargo aircraft will be subsidized 75% for the OFDA implementing partners outlined above. Cargo aircraft will be available to other NGOs but will not be subsidized.
THE QUESTION OF INSURANCE FOR A WAR ZONE IS STILL UNCLEAR. AT THE START THERE MAY BE AN INSURANCE PREMIUM THAT WILL BE CHARGED DIRECTLY TO THE USER.
- King Air (10 pax or mix of pax and cargo) $400/hour
- Scheduled routing with seat charges as per attached form.
- AN-12 (vehicles plus 10 pax or other cargo mix) price to be arranged specific to each booking
- Large cargo aircraft up to IL-76 size can be arranged through Air Serv and NGOs will be charged on a one off basis. (payment will be required in advance for this service)
- Medivac services are available and there will be an additional charge for medical personnel and equipment as required.
Payment for single seat users must be made in advance at one of the country offices. For charter flights invoices will be generated electronically and sent to the address you indicate below for payment. Payments must be received no more than 30 days following the completion of the flight.
**In the case of all medium and heavy lift cargo aircraft payment will be required before flight departure.
All payments must be made in USD either by check on a US bank, check on an international bank in Jordan, bank transfer to our account in the US or CASH. All payment must be made to the office.
Under NO circumstances will cash or check payment be taken at the aircraft.
SHARED FLIGHTS
Due to the uncertainty of the current situation the following scenarios MAY be implemented. PLEASE ASK FOR CONFIRMATION
- Aircraft will be available on a “charter basis” to destinations specific to a limited number of agencies. In this case the lead agency making the booking will be billed according to the above rates. The lead booking agency may choose to allow others on the flight (so long as they meet the restrictions outlined above) and share the cost however they like. ASI will expect one payment from the lead booking agency.
- Scheduled flights to regular destinations will run like an airline where the NGO may purchase tickets
AIRPORT PASSENGER DEPARTURE TAX
Passengers must be prepared to pay their own airport departure fees.
