Humanitarian Consignments - Customs Procedures

1. Overview:

As relief operations are scaling down, customs clearance procedures in Grenada are slowly returning to normal, meaning concessions for humanitarian consignments will be increasingly monitored.  At present NERO - National Emergency Relief Office and the Ministry of Finance (MoF), under which falls Customs, have agreed to meet every second week in order to review which goods would keep being exempted from duties and taxes.  This information will be provided through media.  They, however, will consider other relief goods tax exemption requests, provided by humanitarian agencies, on a case-by-case basis.

2. Exempted Goods:

Food Stuffs

Food and Water, including household consumables

Construction Materials

Lumber, Plywood, Galvanized, Shingles, Felt, Doors, Windows, Nails and Tarpaulins

Tools/Equipments

Generators and Chainsaws

Others

Some concession on vehicle glass (windscreen, back screen, side glass and doors)

Note:  Duty and tax-free food exemption will cease on 30 October 2004.  Humanitarian donations currently in the pipeline will be considered on a case-by-case basis.

3. Documentation Requirements:

In order to speed consignment release, it is recommended one set of relevant documents (Custom Declaration, jointly with certificate of origin, invoice, phyto-sanitarian certificate and Waybill) be forwarded to Grenada Customs prior to arrival.  Special concession requests need be forwarded to the Ministry of Finance.

For Duties and Tax Exemption, a franchise needs to be approved by the Ministry of Finance – Permanent Secretary. Declaration should be prepared in Saint-Georges but can be prepared in Point Salines International Airport, Grenville or Carriacou for these respective port of entry cargos, with a copy of the letter addressed to the MoF.
